POLICE COMMISSION September 22, 2022 PRESENT: Chairman Jim Sponaugle, Commissioner Cheryl Michales, Commissioner Michael Whitlock, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. Also present Kevin Smith, Tim Bennett and Intern Caroline from the Cortland Voice; Sgt. Sean Byrnes, President of the PBA. Commissioner Hansen and Starr were excused. CALL TO ORDER The regular meeting of the Police Commission was held on September 22, 2022 in the Mayor’s Conference Room at City Hall. Chairman Sponaugle called the meeting to order at 9:01 a.m. Chairman Sponaugle welcomed Sgt. Byrnes. A. MINUTES –On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the August meeting. B. BILLS –The Commission reviewed the September bills totaling $159,453.66 and were approved on the motion of Comm. Michales, second by Comm. Whitlock. C. REPORTS –The August reports as approved on the motion of Comm. Michales second by Comm. Sponaugle were highlighted as follows: 1. Invoice list for month – Brief discussion of fuel line and new vehicle up fit costs estimated at $20,000-$30,000. 2. Year-To-Date Budget – Brief discussion of payroll line. New gas masks have been ordered from the hazmat/safety line. 3. Training Report –NYMIR problem appears to be corrected. 207C training was cancelled. They have agreed to come here for a private training. 4. Vehicle Maintenance – Four to five vehicles needed repair outside routine maintenance; Car 14 needed repairs to the motor. Two to three vehicles will be auctioned once new vehicles are in service. 5. Overtime/Sick Time Comparison –Nothing notable to discuss. 6. Overtime Breakdown– Short shift down slightly. Downtown detail will be going up. 7. Other Activities Report –Persons incarcerated down 100 from last year. Mental health calls way up; repeat calls for the same individual. Narcan calls holding steady. 8. SPCA Report –Number of complaints up. 9.Detective Bureau Cases – Lots of activity this month. Brief discussion of the new gun laws. 1|Page  10. Officers Injury Report – Nothing to report this month. 11. Officers Activities Report – Busy month. 12. Parking Ticket Report – Tickets down, should be back up next month. 13. Bike Patrol Report –Nothing to report. 14. Arrest Breakdown –Numbers up. OLD BUSINESS A. 911 CEREMONY – Went very well. Attendance down due to rain. B. NEW EQUIPMENT-LPR’S– Two being installed in two of the new cars. This brings us up to four. We renewed the software on the oldest unit. C. POTENTIAL REINSTATEMENT OF 2ND OFFICER– Not happening. D. RECRUITS-RETURN/FTO – Two graduated from the Academy and just began FTO. Three just completed FTO and have gone out on their own. This helps with staffing issues. NEW BUSINESS A. RECOGNITION AT COUNCIL MEETING • Awards meeting for 2021; everything included in Commendation packet. • Going forward we will recognize them in front of Council. B. TRAFFIC SAFETY GRANT • The first meeting is scheduled for October 4. C. POLICE APPRECIATION-TRINITY VALLEY SEPTEMBER 24 • Scheduled from 10-2. • The K-9’s will be there. D. NEW HIRE • Begins on September 29th. Put himself through Academy with another officer we hired in February. He is scheduled to work with Training Officer Hines for his first four weeks. • The most recent Civil Service exam was held on September 17. 30+ were signed up to take the exam. 21 took it here and 8 took it in other Counties. There were a couple of no-shows. • A couple of the candidates on the current list are too young. 2|Page  • We do have a couple of retirements anticipated for Spring/Summer. E. PERSONNEL ISSUE UPDATE • Discussed during Executive Session. This issue has been resolved. OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – nothing to discuss. B. COMMISSIONER COMMENTS – no comments. ADJOURNMENT At the request of Comm. Sponaugle, a motion was made by Comm. Michales, second by Comm. Whitlock, to go into Executive Session at 10:04am to discuss Personnel matters. With no further business to discuss, the Commission came out of executive session on the motion of Comm. Michales, second by Comm. Whitlock at 10:39 a.m. On the motion of Comm. Michales, second by Comm.
