POLICE COMMISSION October 20, 2022 PRESENT: Commissioner Trish Hansen, Commissioner Cheryl Michales, Commissioner Liz Starr, Commissioner Michael Whitlock, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. Also present Kevin Smith from the Cortland Voice. CALL TO ORDER The regular meeting of the Police Commission was held on October 20, 2022 in the Mayor’s Conference Room at City Hall. Commissioner Hansen called the meeting to order at 9:02 a.m. A. MINUTES –On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the September meeting. B. BILLS –The Commission reviewed the September bills totaling $45,869.16 and were approved on the motion of Comm. Michales, second by Comm. Whitlock. C. REPORTS –The September reports as approved on the motion of Comm. Starr second by Comm. Michales were highlighted as follows: 1. Invoice list for month – Brief discussion inflation vs. increased Sales Tax revenue. The City Council passed a motion to move money from contingency fund to the fuel line for all departments due to the increased fuel costs. The Police Dept. was approved for $32,000. 2. Year-To-Date Budget – Brief discussion of increased fuel costs, overtime and Officer in Charge pay. 3. Training Report –Looking better; people are catching up. 4. Vehicle Maintenance – Better month; no huge expenses. Car 27 was repaired from an accident in March, we have been waiting for the parts to come in. Car 27 was also just towed due to a problem with the transmission; this repair was done under Warranty. One of the new cars is in the garage to be stickered. Will possibly be in service next week. 5. Overtime/Sick Time Comparison –Sick time down slightly. One officer had high sick usage after being absent due to a minor medical procedure. 6. Overtime Breakdown– Nothing notable to discuss for September. Brief Cortaca discussion. 7. Other Activities Report –Only one Narcan call this month. Domestics/Mental Health calls still up. Number of cars towed way up. Impound and towing rates are going up. There are some minor repairs that are needed at the impound lot; the new increased rates will contribute to the cost of those repairs. 1|Page  8. SPCA Report –SPCA has a new director. There is a significant increase in cost proposed for 2023. 9. Detective Bureau Cases – Very busy month. Brief discussion or ERPO (Extreme Risk Protection Order). 10. Officers Injury Report – Nothing to report this month. 11. Officers Activities Report – DWI’s down in September. Brief discussion of parking tickets. 12. Parking Ticket Report – Numbers are up again. 13. Bike Patrol Report –Eight hours on the bike this month. 14. Arrest Breakdown –Numbers are good. Brief discussion of City Ordinance Violations. Mostly open container violations, not many noise violations. OLD BUSINESS A. FTO/PHASE II – We have two officers on the street in FTO doing great. We have one officer in Phase II doing excellent. NEW BUSINESS A. RECOGNITION AT COUNCIL MEETING 10/18 • Three Commendations were given out • Two-life saving • Officer of the Year-Sgt. Guerrera B. COFFEE WITH A COP • This event was held at New York Bagel on Main Street. This location worked out well. Coffee and bagels were all donated by the owner. • December’s event will be at a new café in the Cortland Corset building. C. POLICE APPRECIATION-10/14 MEAL • Went very well D. POTENTIAL IMPROVEMENT TO LOCKER ROOMS • We will be purchasing six new lockers. Many lockers are broken and need repair. • We would like to do six sections of lockers at a time until they are all replaced. • The female locker rooms are in good shape. 2|Page E. NOVEMBER MEETING DATE DISCUSSION • The November meeting will be help on Friday, November 18th at 9 a.m. due to the Thanksgiving Holiday. F. NEW MARKED UNITS • We have three more marked units ordered for 2023. Arrival tentatively scheduled for February/March. G. NO SHAVE NOVEMBER • A goal has been set • Officers enjoy No Shave November and it’s for a good cause (Paige’s Butterfly Run) • Not sure yet what the female officers are doing this year H. VETERAN’S DAY • Breakfast at the Elks Lodge on Veteran’s Day I. PERSONNEL ISSUE UPDATE • Discussed during Executive Session. OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – nothing to discuss. B. COMMISSIONER COMMENTS – Comm. Starr expressed appreciation for the flowers sent by the Police Commission for her father’s funeral. ADJOURNMENT At the request of Comm. Hansen, a motion was made by Comm. Michales, second by Comm. Starr, to go into Executive Session at 10:07 a.m. to discuss Personnel matters. With no further business to discuss, the Commission came out of executive session on the motion of Comm.
