POLICE COMMISSION MINUTES June 27, 2024 PRESENT: Chairman Jim Sponaugle, Commissioner Michael Whitlock, Commissioner Cheryl Michales and Commissioner Trish Hansen, Commissioner Liz Starr, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. CALL TO ORDER The regular meeting of the Police Commission was held on Thursday, June 27, 2024 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:04 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Hansen the Commission approved the minutes of the May meeting. B. BILLS –The Commission reviewed the May bills totaling $36,834.78 and were approved on the motion of Comm. Hansen second by Comm. Whitlock. C. REPORTS –The May reports as approved on the motion of Comm. Hansen second by Comm. Michales were highlighted as follows: 1. Invoice list for month – Brief discussion of vehicle maintenance and the invoice for the Sniper Observation Course. 2. Year-To-Date Budget – Once we receive payment for the two police vehicles we recently sold, our Sale of Equipment revenue line will almost be at 100% ($15,000). Once we get over the $15,000 with the sale of other items, we can start asking for that money to go back into the budget to help with the purchase of other vehicles, or to help cover repair costs for our current vehicles. 3. Training Report –Looking better. Brief discussion of the FTO Certification. 4. Vehicle Maintenance – Expensive month. Car 1-tires, rear brakes, wipers. Car 7-repair the rear hatch. Car 14-brakes, calipers, rotors. Car 21-air conditioning. 1|Page 5. Overtime/Sick Time Comparison –Sick time down slightly. Brief discussion of overtime vs. accumulated comp; Mayor approved everyone getting accumulated comp instead of overtime for any overtime they work so they can bank it to use it as time off in the quarter it is earned instead of getting it paid out in the pay period it was earned. 6. Overtime Breakdown–Street details up. Short shift up. 7. Other Activities Report –Call activity down YTD. Mental health calls up; sometimes we are getting calls on the same person multiple times in one day. Catholic Charities has a new SOS Team to help with these individuals. 8. Animal Report –Cost still down significantly vs. what we were paying the SPCA. 9. Detective Bureau Cases –Brief discussion of a stolen motorcycle. 10. Officers Injury Report – No injuries in May. 11. Officers Activities Report – Nothing notable to discuss. 12. Parking Ticket Report – Down significantly due to construction. 13. Bike Patrol Report –Nothing to report for May. 14. Arrest Breakdown –Arrests down. OLD BUSINESS A. ACCREDITATION UPDATE-JUNE 25  We just had our site visit  Went very well  One simple fix needed for background investigations; we need to swap out an old form for a new version B. COFFEE WITH A COP  Went well  Not as well attended as some others C. LE TECH GRANT  Received notification of the Award  Waiting for deposit into our account  Mayor has signed off on a couple of the purchases so we could place orders for the equipment  We will have new in-car cameras that work with our new Body Cams  We are looking at a TruNarc device (or something similar) to analyze narcotics  We are also looking at a device that extracts data from phones, laptops and tablets so we can do that in-house instead of sending the devices to an outside source 2|Page D. RECRUIT UPDATE  Three are back from the Academy and have begun Field Training  One still in the Academy in Broome  All are doing well  Civil Services just posted the next exam announcement  The exam will be in late September, PT portion in early October E. POLICE VEHICLES  Still waiting for the new truck to arrive; it’s on the way  Our new vendor has the parts on hand, they are just waiting for the truck to show up  We are still waiting for the TRU Van to come back from Priority F. TRU UPDATE-NEW APPLICANTS  Had several applicants; applications were due in March  Haven’t moved forward with selecting new members yet NEW BUSINESS A. AWARDS-COMMON COUNCIL  Officer Zacek received a Life Saving Award for assisting someone in Cardiac Arrest  Officer Zacek also received Division Commendation for his investigation into a stalking case B. AUCTION-SALE OF CPD EQUIPMENT  Made approximately $15,000 on the sale of some equipment C. SPCA  Our new Dog Control Officer is currently in training  We have a new A La Carte agreement with the SPCA for some services D. BICYCLE DONATION  Had some bikes left over after the sale  The County Health Department is working with the Youth Bureau  They have instructors that will teach the kids how to repair the bikes  Participants will get the training on how to take care of the bike, the bike they repaired, and a helmet  There will be a Bike Rodeo after the training is complete E. PERSONNEL ISSUE UPDATE  Executive Session 3|Page OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Nothing to add. ADJOURNMENT At the request of Chairman Sponaugle, a motion was made by Comm. Hansen, second by Comm. Whitlock to go into Executive Session at 10:05 a.m. to discuss Personnel matters. DC was excused at 10:15 a.m. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Michales second by Comm.
