POLICE COMMISSION MINUTES July 8, 2024 PRESENT: Chairman Jim Sponaugle, Commissioner Michael Whitlock, Commissioner Cheryl Michales, Commissioner Trish Hansen, Commissioner Liz Starr, Chief Paul Sandy, and Tracey Hatfield. Deputy Chief David Guerrera was excused. CALL TO ORDER The regular meeting of the Police Commission was held on Monday, July 8, 2024 in the Conference Room at the Youth Bureau. Chairman Sponaugle called the meeting to order at 9:04 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the June meeting. B. BILLS –The Commission reviewed the June bills totaling $30,402.05 and were approved on the motion of Comm. Starr second by Comm. Hansen. C. REPORTS –The June reports as approved on the motion of Comm. Starr second by Comm. Hansen were highlighted as follows: 1. Invoice list for month – Brief discussion of plugged tires, parking expenses vs. parking revenue, vehicle leases. 2. Year-To-Date Budget – Office Equipment line and schools/seminars line are almost fully exhausted. 3. Training Report –No updates since June meeting. 4. Vehicle Maintenance – Not enough data to compile report for June, will include at August meeting. 5. Overtime/Sick Time Comparison –Sick up a little this year. Overtime is being disbursed fairly well. 1|Page 6. Overtime Breakdown–Under for the year, but not by much. Court OT is up, much of that due to cases being dismissed at the last minute. Short shift is up. 7. Other Activities Report –Call activity still down YTD. Mental health and domestics still up over last year. 8. Animal Report –DCO started June 6. Complaints up for June, costs still down. 9. Detective Bureau Cases –Brief discussion of drug and needle drop boxes located at the Police Dept. 10. Officers Injury Report – No injuries in June. 11. Officers Activities Report – Brief discussion of property checks; they are not all being logged. V&T, lots of calls but not many tickets written. Fine $$ received from tickets help to pay for Special Details. 12. Parking Ticket Report – Down significantly due to construction. 13. Bike Patrol Report –Nothing to report for June. 14. Arrest Breakdown –V&T way down. OLD BUSINESS A. LE TECH GRANT  $576,000 received last week  Ordered in car cameras/laptops from Patrol PC, they should be here soon  We need to sell the old Watchguard computers  The new Axon cameras will have an LPR so every car will now have an LPR B. RECRUIT UPDATE  Three back from Academy, doing very well. All are rotating through FTO.  Last recruit in Broome will be done in time to start his FTO as the other three complete theirs  Exam has been posted C. POLICE VEHICLES  Truck is on the way  TRU van still not done  Brief discussion of drawbacks of not having the van D. TRU UPDATE-NEW APPLICANTS  Still waiting on Training Officer  No movement as yet 2|Page NEW BUSINESS A. CHIEF RETIREMENT  Chief Sandy is retiring; his last day is July 31, 2024 B. APPOINTMENT INTERVIEWS  No viable Civil Service list  Police Commission will review applications on August 6, 2024 and schedule interviews C. PERSONNEL ISSUE UPDATE  Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Nothing to add. ADJOURNMENT At the request of Chairman Sponaugle, a motion was made by Comm. Michales, second by Comm. Hansen to go into Executive Session at 9:50 a.m. to discuss Personnel matters. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Starr second by Comm.
