City of Cortland – Zoning Board of Appeals Zoning Board of Appeals City of Cortland Monday, October 19, 2015 A regular meeting of the Zoning Board of Appeals was held on Monday, October 19, 2015 at 5:00 PM in the Mayor’s Conference Room at City Hall. Present: Chair Mary Kay Hickey, Commissioners David Dovi, Christine Place, Scott Steve, and Dave Funk Absent: Comm. Phyllis McGinley Staff: Zoning Officer Bob Rhea; Secretary Devon Rainbow, Deputy Chief William Knickerbocker The meeting was called to order at 5:00 pm. Item #1 – 41 Elm Street – (GI) – (Griffin) – Area Variance Front and rear setbacks for storage units Duffy Griffin, representative for Cedar Pine Ag, presented his application to add a concrete pad on the East side of the building measuring 40x60 feet for facilitating a new unloading system and placing 3 large grain bins. He could not turn the area 90 degrees due to the possibility of an issue for the future if they need to expand again. A future pad would not have to be as big so the smaller area wouldn’t be an issue. The grain bins are round and would not be an issue for code to get onto the property if ever they need to. ZBA members expressed a concern that there might be a need for buffering between the industrial area and nearby residences. Usually these things go to Planning Board first so they are unsure of how to rule this. It is on the agenda for the Planning Board next week. No one was present to speak. A motion was made by Comm. Funk to close the public hearing and was seconded by Comm. Place. Approved: Ayes – 5 Nays – 0 A motion was made by Comm. Place to approve the request for a setback variance. A buffer strip is required between R4 and the new construction. ZBA authorizes the Planning Commission to decide on how this should be carried out. The motion was seconded by Comm. Funk. Approved: Ayes – 5 Nays – 0 Minutes of the October 19, 2015 Meeting 1 City of Cortland – Zoning Board of Appeals New/Old Business There was a Zoning rewrite meeting held. They are going to hold public meetings for the city of Cortland on October 28th and 29th at the Ramada Inn from 6pm-8pm. They plan to split the map of Cortland into quadrants and have sections/booths set up for people of the community to come and voice their concerns and make comments about zoning- related matters in their quadrants. There should be advertising in the paper and on channel 2 news. Adjournment A motion was made by Comm. Funk and seconded by Comm. Dovi, voted and carried to adjourn meeting.
