PLANNING COMMISSION MINUTES
Council Chambers – 1300 First Street
August 4th, 2025 at 6:00 PM
1. CALL TO ORDER - ROLL CALL
Commissioners Present: Mike Brown, Judi Lohr, John Mendoza, Stephanie Johannesen, Bryan
Gish, Janelle Martin
Jeff Bordin joined via video call.
Others: Building Inspector Bill Sidor
Vice-Chair Lohr motioned to approve the Planning Commission Minutes from July 7th, 2025,
Commissioner Mendoza seconded. Motion passed.
2. OLD BUSINESS
A. City Aesthetic Review – Chair Mike Brown spoke about Bremerton and Mukilteo with their
PNW natural style. Commissioner Martin spoke of Kalama and their waterfront. She noticed there
is no housing along the waterfront area, just restaurants and a playfield for kids. Commissioner Gish
investigated Oak Harbor, their properties are mixed use similar to the Daniels’ Group Project with
bottom being optional for commercial and top residential. Spoke on the need for slow down through
downtown to bring attention to the businesses. Chair Brown added there have been talks about
traffic calming devices for the city and plans for the Daniels Group to add crosswalk for
pedestrians. Commissioner Gish adds idea for potential speaking with Quinault Indian Nation
regarding our Treaty Park. Further discussion about traffic slow-down options.
3. NEW BUSINESS
A. City Comprehensive Plan – Building inspector Bill Sidor informed we need to start planning to
get this updated, City of Aberdeen just did theirs at a high cost so we will need grants. Chair
Brown asked if we are part of the Growth Management Act and if we aren’t, are we in the
jurisdiction to be under this in 2027 along with the County. Building inspector Sidor stated not
that he knows of but will investigate this. Chair Brown commented that he likes the idea of
having a Planning Commission handbook with roles and responsibilities. Building inspector
Sidor gave further information on the process of making edits to the Comprehensive Plan and
working with someone who has this expertise. Both Chair Brown and Bill Sidor agreed that
MRSC has a lot of good information to refer to for all commissioners. Further discussion about
the upcoming Public Hearing and confirming all the was decided last meeting.
Commissioner Bordin stated the September meeting is scheduled for a Federal Holiday and needs to
be rescheduled.
Chair Brown motioned changing the date of the meeting to Monday, September 8th at 6pm.
Commissioner Mendoza seconded. Motion passed.
Chair Brown motioned to adjourn the meeting, Vice-Chair Lohr seconded. Meeting
Adjourned at 6:42PM
