REGULAR COUNCIL MINUTES Fire Hall - 111 D Street May 15, 2024 at 7:00 PM FLAG SALUTE – PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL The regular meeting of the Cosmopolis City Council was called to order by Mayor Springer. PRESENT: Councilmember Kim Skinner, Councilmember Jeremy Winn, Councilmember Justin Spargo, Councilmember Mark Collett, Councilmember Jim Ancich. Motion by Councilmember Skinner, seconded by Councilmember Collette to excuse Councilmember Spargo. Motion carried by voice vote. APPROVAL OF AGENDA Motion made by Councilmember Skinner to approve the agenda, Seconded by Councilmember Winn. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, Councilmember Ancich. Motion carried. PUBLIC COMMENTS Public Comment Period Open – No comments. CONSENT AGENDA Motion made by Councilmember Collett to approve the consent agenda, Seconded by Councilmember Skinner. Voting Yea: Councilmember Kim Skinner, Councilmember Jeremy Winn, Councilmember Mark Collett, Councilmember Jim Ancich. Motion carried. COMMITTEE REPORTS Parks – Councilmember Winn stated he and Councilmember Spargo are discussing calling their 1st meeting. They will be reaching out to the committee soon. They are aware of the needs of the parks. Finance – Councilmember Skinner said he and Councilmember Collett met with the subcommittee for the M&O Levy. The subcommittee members are Katie Judd and Darrin King. Currently they are research if this is even feasible. We need to find funding for the Police Department. Public Safety – Nothing to report.  Public Works – Councilmember Ancich said they met with the employees and the guys have some questions about some expenditures. They need some clarification on what they can spend. Mayor Springer approved what they needed. CITY OFFICIAL REPORTS Police Chief – Gave a summary of call numbers and what Aberdeen has handled. Said they are trying to work through this new agreement. Lieutenant Cox, from Aberdeen, was here to answer questions. Fire Chief – Excused for tonight. MAYOR'S REPORT – Mayor Springer gave her report. She also announced that City Hall will be closed tomorrow, May 16th due to the abatement crew onsite to remove asbestos-containing roofing materials from the roof overhangs. NEW BUSINESS A. Comprehensive Stormwater Agreement Motion made by Councilmember Collett to approve the agreement, Seconded by Councilmember Skinner. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett and Councilmember Ancich. Motion carried. B. Interlocal Agreement Aberdeen – Extended to August 2024 (Authorize Mayor to Sign) Motion made by Councilmember Skinner to approve the agreement, Seconded by Councilmember Winn. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, and Councilmember Ancich. Motion carried. C. PW Maintenance Worker 1 Mayor Springer said we have had no applications for the Superintendent position. As Public Works is greatly in need of help, we are going to hire a PW Maintenance Worker 1. Councilmember Winn thanked the Mayor for brining this to the council even though she can make this decision. Motion made by Councilmember Skinner to approve this change, Seconded by Councilmember Winn. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, and Councilmember Ancich. Motion carried. D. Bond History, Bond Funds, Bond Amount – Signatures LGIP Arbitrage Mayor Springer gave a history on the bond. The Arbitrage Attorney will help us as we go. Attorney Coker addressed the bond issue and said that not everyone does bond work, so that is why the Mayor talked to the bond attorney. We need to have Julie Pope and Kristina Eccles removed as signers for the bond, and have Mayor Linda Springer and Kasey Grove added as signers. We also need to have Kasey Grove added as a signer to the Bank of The Pacific for all accounts.  Motion made by Councilmember Winn to make these changes, Seconded by Councilmember Collett. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett. Voting Ney: Councilmember Ancich. Motion carried. COUNCIL COMMENTS Councilmember Collett – Talked about council communication and that the council members need to communicate better. He commended Officer Bailey for all he has been doing. Stated that we need to get our Police Chief back to full time. Councilmember Skinner – Talked about council communication and wants all councilmembers to be able to communicate. Talked about the strain on Officer Bailey and the limiting of the number of hours for Chief Layman. The financial well-being of the city is a top priority and working on financial issues. Councilmember Winn –He gave out a packet to the other councilmembers on a couple of proposals he would like to move forward on. These are not action items for tonight, just for them to look over. Councilmember Ancich asked if the attorney needs to look over these before we move forward, and Attorney Coker said he drafted it. Attorney Coker did make some other comments on the items handed out. He talked about having council confirmation for hiring of administrative potions. There is conflict on this in the ordinances, and Attorney Coker said this is something we can look over. As a private citizen, Councilmember Winn said he is going to be hosting listening/brainstorming sessions about what citizens would like to see in our city.
