REGULAR COUNCIL MINUTES Fire Hall - 111 D Street April 17, 2024 at 6:00 PM WORKSHOP – GENERAL FUND BUDGET PRESENTATION BY TARA DUNFORD, CPA AND MUNICIPAL BUILING BONDS 6 P.M. TO 7:00 P.M. Tara Dunford, CPA gave a General Fund budget presentation and spoke about the Municipal Building bond funds. FLAG SALUTE – PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL The regular meeting of the Cosmopolis City Council was called to order by Mayor Springer. PRESENT: Councilmember Kim Skinner, Councilmember Jeremy Winn, Councilmember Justin Spargo, Councilmember Mark Collett, Councilmember Jim Ancich. APPROVAL OF AGENDA Motion made by Councilmember Winn to approve the agenda, Seconded by Councilmember Skinner. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Spargo, Councilmember Collett, Councilmember Ancich. Motion carried. PUBLIC COMMENTS Public Comment Period Open – Comments from Gary Slusher and Steve Davis CONSENT AGENDA Motion made by Councilmember Skinner to approve the consent agenda, Seconded by Councilmember Collett. Voting Yea: Councilmember Kim Skinner, Councilmember Jeremy Winn, Councilmember Justin Spargo, Councilmember Mark Collett, Councilmember Jim Ancich. Motion carried. COMMITTEE REPORTS Parks – No meeting. Councilmember Winn stated he and Councilmember Spargo are planning to reconvene sometime around the beginning of May. Finance – No meeting. Public Safety - Councilmember Collette said the discussion would be covered by Chief Falley in his report. Public Works – Councilmember Ancich said he and Councilmember Spargo met with the employees. Concerns the employees had were discussed with Mayor Springer and addressed. CITY OFFICIAL REPORTS Police Chief – No report. Fire Chief – Shannon Bailey is a volunteer with the Fire Department. She has completed all her state and local requirements for her EMT certification. Has her national test next week. We are working on building back up our numbers for EMTs and firefighters. This weekend is an active shooter exercise in Hoquiam and on Sunday in Montesano the service for Deputy Gregory with the Sheriff’s Department. Last week at Hoquiam’s city council meeting they voted to reach out to Aberdeen and Cosmopolis to see if we are interested in revamping the RFA plan. Chief Falley doesn’t feel we have the time at this point to dedicate to this. He did say he would bring it up to our council. This was discussed at the Public Safety Committee meeting. MAYOR'S REPORT – Mayor Springer gave her report. NEW BUSINESS A. Interlocal Agreement for Law Enforcement Services If Cosmopolis signs tonight, Aberdeen city council will sign the agreement next week at their meeting. They will have someone come to the council meetings to answer questions. Motion made by Councilmember Skinner to approve the contract, Seconded by Councilmember Collett. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett. Councilmember Spargo. Voting Nea: Councilmember Ancich. Motion carried. B. Comprehensive Storm Water Plan Motion made by Councilmember Winn to approve the agreement, Seconded by Councilmember Skinner. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, Councilmember Spargo and Councilmember Ancich. Motion carried. C. Resolution for Multi-Jurisdictional Hazard Mitigation Plan – Chief Falley Motion made by Councilmember Skinner to approve the agreement, Seconded by Councilmember Collett. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, Councilmember Spargo and Councilmember Ancich. Motion carried. D. Fire Mobilization Interagency Agreement – Chief Falley Motion made by Councilmember Skinner to approve the agreement, Seconded by Councilmember Collett. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, Councilmember Spargo and Councilmember Ancich. Motion carried. E. G.H. County Emergency Management Subrecipient Agreement – Chief Falley Motion made by Councilmember Skinner to approve the agreement, Seconded by Councilmember Winn. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, Councilmember Spargo and Councilmember Ancich. Motion carried. F. M&O Levey – Councilmember Skinner Just wanting to have a motion to approve discussion and start a new subcommittee. This is not to approve an actual tax. This comes from a discussion had at the January meeting of the Sub- Finance Committee meeting on ways to fund the Police Department. Motion made by Councilmember Skinner to approve, Seconded by Councilmember Collett. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, Councilmember Spargo and Councilmember Ancich. Motion carried. G. 2.04.020 – Rules for Governing Meetings – Councilmember Winn He is not asking for any action tonight. He would like to see a review and restructuring of our agenda. Attorney Coker asked that ideas be sent to him to review. COUNCIL COMMENTS Councilmember Ancich asked Attorney Coker if a job title change must be approved by the council. Attorney Coker said our ordinance does not say that, it says it was at the Mayor’s discretion. He also stated our ordinance would need to be updated if we wanted to change that. Councilmember Ancich also questioned the title of Clerk/Treasure as we had Finance Director before. Mayor Springer let him know there was nothing in the file stating Finance Director.
