SPECIAL MEETING MINUTES Fire Hall – 111 D Street April 3, 2024 at 6:00 PM FLAG SALUTE - PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL PRESENT: Councilmember Kim Skinner, Councilmember Jeremy Winn, Councilmember Justin Spargo, Councilmember Mark Collett, and Councilmember Jim Ancich APPROVAL OF AGENDA Before motion to approve agenda, Mayor Springer requested to remove item C and address it at the regular council meeting April 17th. Motion made by Councilmember Ancich to approve the agenda, Seconded by Councilmember Skinner. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Spargo, Councilmember Collett, Councilmember Ancich PUBLIC COMMENTS There were no public comments. NEW BUSINESS A. CITY ATTORNEY LEGAL SERVICE AGREEMENT LAW FIRM OF YOUNGLOVE & COKER, PLLC. Motion made by Councilmember Skinner to approve this agreement, Seconded by Councilmember Spargo. Councilmember Winn asked about training, WCAI, and if they do bond work. WCAI was contacted. Christopher Coker shared what they do. They do not do bond work. They will limit the number of hours as much as possible. WCAI only covers any action against the city. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, Councilmember Ancich, Councilmember Spargo. Motion carried. B. INTERLOCAL AGREEMENT WITH THE CITY OF ABERDEEN FOR SUPPORT SERVICES Motion made by Councilmember Skinner to approve this agreement, Seconded by Councilmember Collett. Councilmember Spargo asked if this was temporary and were positions being filled at City Hall. Mayor Springer said Yes. Voting Yea: Councilmember Skinner, Councilmember Winn, Councilmember Collett, Councilmember Spargo. Voting Nay: Councilmember Ancich. Motion carried. COUNCIL COMMENTS There were no comments.
