REGULAR COUNCIL MINUTES

CALL TO ORDER - ROLL CALL
The regular meeting of the Cosmopolis City Council was called to order by Mayor Springer. Roll
call by Clerk Barr.
PRESENT: Councilmember Kim Skinner, Councilmember Jeremy Winn, Councilmember Justin
Spargo, Councilmember Sue Darcy, Councilmember Mark Collett contacted Mayor Springer to let
her know he will be late.
APPROVAL OF AGENDA
Motion made by Councilmember Skinner to approve the agenda, Seconded by Councilmember
Darcy.
Motion passed unanimously.
PUBLIC COMMENTS
Public Comment Period Open – No comments.
CONSENT AGENDA
Motion made by Councilmember Darcy to approve the consent agenda, Seconded by
Councilmember Winn. No discussion. Motion passed unanimously.
COMMITTEE REPORTS
Auditing – Councilmember Skinner Reviewed Vouchers as well as Councilmember Darcy and
everything checks out.
Finance – No report.
Parks – Councilmember Winn stated he took a walk around community garden, which needs a lot
of work. Councilmember Spargo adds they were unable to do a monthly meeting. Would like to
meet to discuss Olympic Terrace Park Project.
Public Safety – No report.
Public Works – Councilmember Darcy stated the dangerous tree was taken down and cleaned up.
Councilmember Spargo says Bonnell did a great job removing the tree. Established a monthly
meeting with Public Works, they are proactively working on drains, beaver dams, and other things
around town. Thanked Public Works for all they did for the Festival in the Park.
CITY OFFICIAL REPORTS
Clerk/Treasurer Barr – State audit has started for records from January 1st 2022 – December 31st
2023. First meeting went well with Colleen Williams, we will continue to meet weekly throughout
this process. Reminder starting in October there will be meetings twice monthly through the end of
the year. 1st and 3rd Wednesday of each month, with the 1st Wednesday being primarily for budget.
Police Chief – Chief Green from Aberdeen have his monthly report.
Chief Layman was not present, so Clerk Barr went over Chief Layman’s report. Two burglaries are
being resolved. We had a change of reserve officers. Reminding citizens to beware of scams. Do not
report incidents to Police Station voicemail as they do not have full time clerk. Please call non-
emergency dispatch 360-533-8765 to report.
Fire Chief – Chief Falley thanked citizens who came to the pancake feed and appreciations the
public support. Monday the burn ban was lifted – only recreational burning. Fire station will be
rated by Washington State in 2025. Last month’s meeting we approved EMS amendment – this was
approved by Aberdeen council.
Building Official – Bill Sidor states with addition to board of adjustment we have 2 hearings
scheduled for next Wednesday at 6pm. We will be scheduling another for next month. Continuing
to issue permits and keeping busy.
Public Works – Jennifer Mandich states since last meeting we’ve only had 2 leaks to repair.
Working on storm drain maintenance and clean out. 5 beaver dams have been removed. Paths in
Makarenko Park maintenance will start next week. Spent 2 days cleaning Mill Creek Park over by
tennis court removing tree and disposing of it.
MAYOR'S REPORT – There was a press release in The Daily World involving Cosmo. It is important
to note that EPA is working with the owner of the mill, Mr. Bassett. We have attended a meeting
regarding this and if any concerns arise, we will notify citizens.
We have started our Fall Storm water readiness as Jennifer touched on earlier. Mill Creek Dam is
due for 5-year inspection. Craig Jordan will be in Cosmopolis to work with Public Works on this.
There are plans to meet with Aberdeen regarding the gates at the Levy.
Public Works interviews were conducted September 11th, we had 6 interviews and selected one
candidate who will be introduced at our next Council Meeting.
Thank you to Public Works for their work on getting Mill Creek cleaned up. We are making
progress and staying within Grant guidelines.
City Hall had closures on September 10th-11th. This was posted at City Hall along with the Post
Office, our city webpage, and the city Facebook page. We anticipate more closures as construction
continues.
Festival in the Park was a great success. 29 vendors, and 3 local music groups. Thanks to the Lion’s
Club for renting the 3 bouncy houses. Big success.
Library services will continue with the next being September 26th. Hoping to get this moved to the
Cosmopolis School as the weather turns. Any-time Storytime every 2nd Wednesday 2-3pm.

COUNCIL COMMENTS
Councilmember Skinner – Wondering if we have a hydrant flushing program. Adds the
intersection of D and Second Street holds mud and should be looked at for clean-up for safety
reasons.
Councilmember Winn – No Comments
Councilmember Spargo – Speaking about drains, if you see something happening be proactive.
Get gloves and get things out of there to prevent blockages and clogging. States citizens can email
him at council3@cosmopoliswa.gov if needing help with drains.
Councilmember Collett – Apologized for being late to meeting.
Councilmember Darcy – No Comments
PUBLIC COMMENTS
Public Comment Period Open – Citizen 1 wonders with Cosmo having their power shut off is there
any alarms working in case of an emergency. Hoping the PUD will be keeping certain things
powered on for the safety of our city.
Mayor Springer adds there will be a time designated to discuss worries about this situation.
Councilmember Spargo motioned to Adjourn, Seconded by Councilmember Skinner. Meeting
Adjourned at 7:31 PM.
