REGULAR COUNCIL MINUTES Fire Hall - 111 D Street October 2nd, 2024, at 7:00 PM FLAG SALUTE – PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL The regular meeting of the Cosmopolis City Council was called to order by Mayor Springer. Roll call by Clerk Barr. PRESENT: Councilmember Kim Skinner, Councilmember Jeremy Winn, Councilmember Justin Spargo, Councilmember Sue Darcy, Councilmember Mark Collett APPROVAL OF AGENDA Motion made by Councilmember Skinner to approve the agenda, Seconded by Councilmember Spargo. Motion passed unanimously. PUBLIC COMMENTS Public Comment Period Open – No comments. CONSENT AGENDA Motion made by Councilmember Skinner to approve the consent agenda, Seconded by Councilmember Colette. No discussion. Motion passed unanimously. COMMITTEE REPORTS Auditing – Councilmember Skinner Reviewed Vouchers as well as Councilmember Darcy and everything checks out. Finance – No report. Parks – Councilmembers Winn and Spargo have established a Parks meeting to take place the last Wednesday of each month. Public Safety – Met on September 23, 2024, and discussed the interlocal agreement with Aberdeen which is ending October unless renewed.  Public Works –Met on October 1st, discussed beaver dam removal, the upcoming Cross Country meet and Councilmember Darcy mentioned out new Public Works Employee Cristhian Armenta CITY OFFICIAL REPORTS Clerk/Treasurer Barr – State audit has started for records from January 1st 2022 – December 31st 2023. Police Chief – Chief Green from Aberdeen have his monthly report. Chief Layman Reminding citizens do not report incidents to Police Station voicemail as they do not have full time clerk. Please call non-emergency dispatch 360-533-8765 to report. Fire Chief – Discussed the Grant for the Fire Academy Building Official – Bill Sidor states the new building is on schedule MAYOR'S REPORT – There was a press release in The Daily World involving Cosmo. It is important to note that EPA is working with the owner of the mill, Mr. Bassett. We have attended a meeting regarding this and if any concerns arise, we will notify citizens. We have started our Fall Storm water readiness Mill Creek Dam is due for 5-year inspection. October 15th, Ecology Engineer Craig Jordan will be in Cosmopolis to work with Public Works on this. Fall leaf clean up reminder to keep storm drains clear of leaves The water main break on 4th and E Street will be repaired on October 7th. Water will need to be shut off, notices will go out. Public Works interviews were conducted September 11th, and we hired Cristhian Armenta There will be a workshop prior to the October 16th regular Council meeting. This will be to go over negotiations with Aberdeen regarding our sewer agreement. Library services last date October 24th 3:30-5:00 PM NEW BUSINESS 1) Councilmember Winn presented a proposal to change the existing ordinance regarding park hours. There was discussion and the topic was tabled for a future date. 2) Councilmember Winn revisited the proposal to change the format of the council meeting. There was discussion and the topic was tabled for a future date. 3) Chief Falley presented information regarding creating an ordinance to establish an EMS fund. There was discussion on how or if this would impact the General Fund. It was mentioned that it would not.  There was a motion to approve by Councilmember Skinner, seconded by Council member Colett. The vote was: Councilmember Skinner Yea Councilmember Winn Yea Councilmember Collett Yea Councilmember Darcy Nay Councilmember Sparge Nay The motion passed.
