MEETING MINUTES FOR REGULAR COUNCIL MEETING Fire Hall - 111 D Street March 19, 2025 at 7:00 PM FLAG SALUTE - PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL Mayor Springer calls the meeting to order; Clerk Barr takes Roll Call. PRESENT: Councilmember Kim Skinner, Councilmember Jeremy Winn, Councilmember Justin Spargo, Councilmember Mark Collett, Councilmember Sue Darcy. APPROVAL OF AGENDA Councilmember Darcy motioned to approve the agenda; Councilmember Skinner seconded. Motion passed unanimously. CONSENT AGENDA Councilmember Skinner motioned to approve the consent agenda; Councilmember Spargo seconded. Motion passed unanimously. COUNCIL COMMENTS No comments. COMMITTEE REPORTS Auditing – Councilmember Darcy reviewed and signed off on vouchers. Finance – No report. Parks – Councilmember Spargo states they were unable to meet so no report this month. Public Safety – Councilmember Collett states they had a meeting and discussed agreement with Aberdeen regarding the deadline that is fast approaching. Public Works – Councilmember Spargo states the new employees onboarding is going well. Also still working on getting new stop signs to be put up near the Elementary School. Councilmember Page 1 of 4  Darcy adds that HDR was here, and a group went up to the Dam and got questions answered, Public Works will be keeping their eye on certain areas. CITY OFFICIAL REPORTS Clerk/Treasurer – Clerk Barr thanked Clerk Grove for her help last week with the Council meeting as she was out for vacation. Adds that she had a weeklong training bootcamp in Longview, received a scholarship so this did not cost the city anything. Police Chief Report – Chief Layman reports numbers of after hours calls Aberdeen has responded to in 2025. Spoke with Public Safety and expressed the importance of extending the contract with Aberdeen through the 31st of this year. Aberdeen will be presenting at their council meeting for approval as well. Gave updates with ongoing cases, there have been 196 offenses being handled since the last council meeting as well. Evidence Cabinets have been installed, big thanks to Police Clerk Grove’s husband Jeremy and Officer Bailey for all their donated hours of work on this project. Chief Layman also completed his 40 hrs. of training at no expense to the city. Fire Chief Report – Chief Falley reports of a furnace going out in the Fire Hall, working with Advanced Heating and Cooling on a replacement. Along with Station maintenance the alarm systems have been going out one by one. Working on getting this issue resolved. Four volunteers are in Academy and 3 are in EMT classes. Building Inspector – Bill Sidor reports there have been numerous notices sent out and he is continuing to work on multiple complaints. As for building permits there isn’t much building going on other than a manufactured home going in on Distler. MAYOR'S REPORT – Mayor Springer gives updates on Mill Creek Park grant and the continued work being done. The reroofing of the Gazebo will be completed soon. Reminder that tennis courts will be open June 1st. The trees down in the park are being taken care of and will be cleaned up before the opening. As a city we are working on building new partnerships, Sherwin Williams has been a great help with discounts on paint and GHC diesel mechanics program doing maintenance on our equipment for a small fee. Public works will begin taking down the snowflakes. Cosi Petal Pushers have 6 new pots and are looking for volunteers! If you are interested in volunteering to take care of a pot contact Marnie Schumacher. Our City-Wide Garage sale will be June 21st-22nd. The front of City Hall is looking amazing thanks to our Public Works employees, will continue moving down first street. Mill Creek Dam had a walk through with Engineer Matthew Procvi with HDR. Spoke on the Stormwater Comprehensive plan with Cindy Kinzer from HDR and Brian Shay from Hoquiam. Open House and ribbon cutting for our new municipal building will be April 2nd from 4-6PM, encourages everyone to come and walk through our new building. We may have closures towards the end of April for move in efforts. NEW BUSINESS DISCUSSION 1. Dr. Jeff Bordin and Bryan Gish were appointed to serve on the Planning Commission. Clerk Barr swore them in. 2. Clerk Barr presented proposed changes in Animal Licensing and Cemetery fees. Councilmember Darcy asked what, if any, stipulations there are on who can/cannot be buried at our Cemetery. Currently there are no stipulations, only difference in price for residents vs. non-residents. Page 2 of 4  3. Councilmember Skinner speaks on being annexed with the Grays Harbor Conservation District as many other cities in the area are. This was previously talked about during the December Regular Council meeting. 4. Bill Sidor speaks on the Annexation of 921 S West Blvd into Cosmopolis. This property is split half in Cosmopolis and half in Aberdeen. The owners are wanting to sell this as one property, this will need to be voted on by Council and reviewed in a public hearing before being sent onto County for further review and approval. 5. Bill Sidor gives a brief review of the Miscellaneous Building Permit and Inspection Fees presented at the last council meeting. PUBLIC COMMENTS – No comments. NEW BUSINESS – COUNCIL ACTION 1. Councilmember Spargo motioned to approve the Petition of Additional Territory within the Grays Harbor Conservation District, Collett seconded the motion. Petition passed unanimously. 2. Councilmember Spargo motioned to table the annex of 921 S West Blvd into Cosmopolis, Councilmember Collett seconded. Item tabled. 3. Councilmember Skinner motioned to combine line items 3-9 for one vote on all resolutions as these have been talked about multiple times over the last few meetings with no disagreements, Councilmember Darcy seconded this motion. Motion passed unanimously. Councilmember Skinner motioned to approve the Misc Fee’s Resolution’s 2025-03 through 2025-09, Councilmember Collett seconded. Motion passed unanimously. PUBLIC COMMENTS – No comments. COUNCIL COMMENTS – Councilmember Winn comments on potentially having the Forestry Program at the GHC partner up to help at Mill Creek with tree removal and invasive species removal. Further discussion about the Cosi Petal Pushers program and future places of potential traffic calming devices for the corridor. Councilmember Skinner comments about liability responsibilities if we had the Forestry Program out to do some work at Mill Creek.
