MEETING MINUTES FOR WORKSHOP AND REGULAR COUNCIL MEETING Fire Hall - 111 D Street February 19, 2025 at 6:00 PM WORKSHOP Bill Sidor presented a proposal for increasing Misc. Fee schedule for City, related to building. Councilmember Winn presented ideas for Cosmopolis Revitalization. FLAG SALUTE - PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL Mayor Springer calls the meeting to order, Clerk Grove takes Roll Call. PRESENT: Councilmember Kim Skinner, Councilmember Jeremy Winn, Councilmember Justin Spargo, Councilmember Mark Collett, Councilmember Sue Darcy. APPROVAL OF AGENDA Councilmember Skinner motioned to approve the agenda; Councilmember Collett seconded. Motion passed unanimously. CONSENT AGENDA Councilmember Skinner motioned to approve the consent agenda; Councilmember Darcy seconded. Motion passed unanimously. COUNCIL COMMENTS No comments. COMMITTEE REPORTS Auditing - Councilmember Skinner and Councilmember Darcy reviewed and signed off on Vouchers. Page 1 of 3  Finance – No report. Parks – Councilmember Winn states they had to cancel this last meeting. Both he and Councilmember Spargo met with Mayor Springer to discuss parks. Public Safety – Councilmember Skinner states they have not had a meeting this month, but plan to schedule one. Public Works – Councilmember Spargo states there was a meeting earlier this month, 2 new hires for Public Works have begun employment. CITY OFFICIAL REPORTS Clerk/Treasurer – Clerk Barr is out this week, no report. Police Chief Report – Chief Layman reports we have a new police reserves office that started last week. Informed citizens about graffiti in the city. Fire Chief Report – Lieutenant Coker reports 4 personnel in Fire Academy and 3 in EMT classes. Building Inspector – Bill Sidor reports he will investigate the Cemetery Fees. Still working on the building permit fees, continuing to move forward with that. Looking into a fire sprinkler system for Pape as they are in the process of demolishing. Cosmopolis Grade school project will be starting in May. MAYOR'S REPORT - Mayor Springer reminds citizens to reach out to the non-emergency line and notify City Hall when you notice vandalism in our city so our Public Works can take care of it. Notifying us that if we have more cold weather Mill Creek Hill will be closed and our PW will focus on keeping the two main hills open and iced for safe driving. Touching on the Sewer Negotiations continuing to happen with Aberdeen, our previous contract expired in 2023. We will keep citizens updated on this as we get more information. Toward the end of March, we should start moving into the new Municipal building. There may be a few days’ closure as we make that transition. NEW BUSINESS DISCUSSION 1. Councilmember Skinner speaks on Engine Co #1 museum. There have been meetings on how we can help and how we can make this work. Insurance has been changed to save the city money while keeping coverage. Steve Davis gives further information on this. 2. Mayor Springer requests to renew the contract with Tara Dunford CPA for 2025. 3. Mayor Springer informs citizens about Resolution 2025-01 Water rate change. Councilmember Skinner gives further information. There is discussion about this among the council. PUBLIC COMMENTS – Citizen made comment on the late fees being charged previously and current. NEW BUSINESS – COUNCIL ACTION Page 2 of 3  1. No action taken. Meetings will be held with the Parks Committee to further discuss this matter. 2. Councilmember Collett motioned to approve renewing the contract with Tara Dunford CPA. Councilmember Skinner seconded the motion. There was a discussion with Councilmember Spargo about the money being spent on this, then asking for more money in item 3. Mayor Springer gives further information. 4 – Yea; 1 – Nay Motioned passed. 3. Councilmember Skinner motioned to approve Resolution 2025-01; Councilmember Winn seconded. Councilmember Spargo states he cannot ask Citizens to pay more. Mayor Springer took roll call vote: Councilmember Skinner – Yea Councilmember Winn – Yea Councilmember Spargo – Nay Councilmember Collett – Yea Councilmember Darcy – Nay Motion passed. PUBLIC COMMENTS – No comments. COUNCIL COMMENTS – Councilmember Skinner speaks on the old Pumper Truck potentially being placed at the NW Carriage Museum in Raymond. Councilmember Winn responds to Skinner’s comment about essentially giving away this Pumper Truck and would like more information as more discussion happens involving this truck. He also touched on the cost-of-living increase and raising costs with everything, this rate change is necessary along with keeping Tara on to help with financial decisions in the future to keep the city sound. Councilmember Spargo thanks Tara for the benefit she brought the city and all the help previously. Councilmember Darcy comments that the city should use Tara conservatively and hopes we won’t need to use her as much this coming year. Councilmember Collett agrees with using Tara conservatively but believes she has saved the city money. Councilmember Spargo motioned to Adjourn; Councilmember Collett seconded.
