MEETING MINUTES FOR BUDGET WORKSHOP AND REGULAR COUNCIL MEETING Fire Hall - 111 D Street November 19th, 2025 at 7:00 PM FLAG SALUTE - PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL Mayor Springer calls the meeting to order and takes Roll Call. PRESENT: Councilmember Kim Skinner, Councilmember Justin Spargo, Councilmember Mark Collett, Councilmember Sue Darcy Councilmember Spargo motioned to excuse Councilmember Winn’s absence, Councilmember Collett seconded. Motion carried. (*Councilmember Winn joins meeting via Zoom after approval of Agenda and Consent Agenda*) APPROVAL OF AGENDA Councilmember Skinner motioned to approve the agenda; Councilmember Spargo seconded. Motion passed unanimously. CONSENT AGENDA Councilmember Skinner motioned to approve the consent agenda; Councilmember Darcy seconded. Motion passed unanimously. COUNCIL COMMENTS – No comments. COMMITTEE REPORTS Auditing – Councilmember Darcy states she gave her report at the last meeting. Finance – No report. Parks – Councilmember Spargo reports they had a meeting, locked in a group of citizens who plan to get together monthly and have more to report on moving forward. If you would like to join this committee, please reach out to him or Councilmember #3 – Jeremy Winn. Public Safety – Councilmember Skinner, no meeting no report. Page 1 of 3  Public Works – Councilmember Darcy states they will be having a meeting in two weeks, Donnie with PW has been out cleaning up the leaves around town and finding problem areas in the sidewalks to get them marked off to plan for springtime repairs. CITY OFFICIAL REPORTS Clerk– Kasey Grove absent; excused. Police Chief Report – Chief Layman reports there have been 55 incidents since the last report. Incidents include an assault of a child investigation, theft investigations, home lock-out, numerous fire assists, animal complaints, sex offense, and civil disputes. Significant theft happened at old Cosmo site; this was a multi-agency effort. K9 from Aberdeen Police Department and a drone from Hoquiam Police Department aided in detaining one. Humorous report of a large object blocking the roadway, which turned out to be a lost Sea-lion. Also reported that all documents will be ready for action at next meeting regarding the Proposed Aberdeen Police Services contract. Lastly, he addresses the online post about a masked person knocking on someone’s door that had a lot of citizens worried, gave the facts of the police response that did happen with nothing found and no danger to the community. He asks the community to please report to the non-emergency number if it isn’t an emergency or 911 if it is an emergency, do not just post it on social media. Chief Green gives Aberdeen numbers of response and agrees with Chief Layman of reporting to police rather than posting online. Fire Chief Report – Chief Layman reads Chief Coker’s report as he was unable to attend. He reported 21 calls since last meeting, and they were able to accept a FEMA grant for $82,000 to buy safety equipment for the department. (**Report was done after Public Comment time as it was missed**) Building Inspector – No report. MAYOR'S REPORT – Mayor Springer gives a big thank you to Councilmember Skinner for mounting the TV in the old City Hall building, understanding that attending Council meetings in the evening is challenging for some citizens or joining the meeting in general – we plan to have the Council meetings available for viewing with the help of Councilmembers or the Mayor. Dates and times for this will be announced in the future. Reminder of the Senior Lunch program every Tuesday in the Old City Hall building from 12:00-1pm. We also have the Food Pantry available on Tuesday’s; she asks Councilmember Darcy to speak to this. Councilmember Darcy gives more background on how the food pantry began, and explained this is donation funded by local businesses and Citizens. Continuing to grow this program in hopes of helping the community, deliveries are available for citizens unable to make it down to City Hall. Drop boxes are in the lobby at City Hall for donations towards this pantry. Mayor Springer states that City Hall will be closed Wednesday the 26th and Thursday the 27th for Thanksgiving. She gives special thanks to the Community and Councilmembers for all the volunteering and help when needed around the city. Another thanks to the Cosi Petal Pushers for decorating the flowerpots around town for the Holidays. Public Hearing on Final Budget – Mayor Springer opens to Public Hearing at 7:17 PM, with no comments. Public Hearing closed at 7:18 PM. Page 2 of 3  2. Second Reading and Adoption of Property Tax Ordinance 1401 – Tara Dunford gives review of this Ordinance before Council votes on this later in the meeting. 3. First Reading of 2026 Budget Ordinance – Tara Dunford does the first reading of the 2026 Budget Ordinance, states there have been no updates since she last reviewed the Budget. No questions or discussion from Council. 4. Resolution 2025-15 Plumbing Permit Fees – Bill Sidor gives information regarding how he came to these numbers for the Plumbing Permit Fees; these have not been updated since 1999 and need updating. 5. Aberdeen Police Department Police Services Contract Proposal – Chief Green in person for any questions regarding this as the contract is still with the attorneys. No questions and no discussion. PUBLIC COMMENTS – Citizen expressed concern over Resolution 2025-14 and 2025-15, wondering if these fees are the same for everyone. Mayor Springer asked Building Official, Bill Sidor, to clarify and explain further for the benefit of the citizens as well as councilmembers. Building Official Bill Sidor explained the difference between the 2 resolutions and the importance of updating fees schedules. (**Fire Chief report was given at this time**) NEW BUSINESS 1. Vote to approve adoption of Property Tax Ordinance 1401 – Councilmember Skinner motions to approve the adoption of Property Tax Ordinance 1401, Councilmember Collett seconded the motion. No discussion. Motion passed unanimously. 2. Vote to approve Plumbing Permit Fees Resolution 2025-15 – Councilmember Darcy motions to approve the Plumbing Permit Fees Resolution 2025-15, Councilmember Skinner seconded the motion. No discussion. Motion passed unanimously. PUBLIC COMMENTS – Citizen wanted to commend Councilmember Skinner and Councilmember Darcy for moving instead of motioning on votes. COUNCIL COMMENTS – Councilmember Skinner comments regarding the Chehalis River Basin Flood Authority getting things wrapped up in the lower-basin. He speaks on the Aberdeen and Hoquiam projects they have accomplished and are currently working on. He adds we are moving forward with the funding for our Stormwater plan here in Cosmopolis. He feels the investment on these important projects to reduce flooding in the area is very well worth it, and he is very impressed with this group and all that they do.
