MEETING MINUTES FOR BUDGET WORKSHOP AND REGULAR COUNCIL MEETING Fire Hall - 111 D Street November 5th, 2025 at 6:00 PM WORKSHOP Workshop was held to discussion potential Police Services in Cosmopolis beginning 1/1/2026 with Aberdeen Police Department Chief Green and Chief Layman of Cosmopolis Police Department FLAG SALUTE - PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL Mayor Springer calls the meeting to order; Clerk Grove takes Roll Call. PRESENT: Councilmember Kim Skinner, Councilmember Jeremy Winn (via Zoom), Councilmember Justin Spargo, Councilmember Mark Collett, Councilmember Sue Darcy APPROVAL OF AGENDA Item #7 from New Business and Item #3 on Council Action were removed prior to motion of approval. Councilmember Darcy motioned to approve the agenda; Councilmember Skinner seconded. Motion passed unanimously. CONSENT AGENDA Councilmember Collett motioned to approve the consent agenda; Councilmember Darcy seconded. Motion passed unanimously. COUNCIL COMMENTS Councilmember Winn comments he will be joining remote moving forward for the time being, he understands this can be frustrating for citizens not having all councilmembers present in person but encourages them to reach out to him via email at council2@cosmopoliswa.gov COMMITTEE REPORTS Auditing – Councilmember Darcy reports vouchers have been reviewed. Page 1 of 3 Finance – No report. Parks – Councilmember Spargo, no meeting no report. Public Safety – Councilmember Skinner, no meeting no report. Public Works – Councilmember Spargo states that as this is a budget meeting they will have their reports at the second meeting this month, November 19th. CITY OFFICIAL REPORTS Clerk– Clerk Grove, no report as Tara Dunford is doing all the financial reporting. Police Chief Report – Chief Layman has no report for this meeting. Fire Chief Report – Chief Coker absent; excused. Building Inspector – Bill Sidor absent; excused. MAYOR'S REPORT – Mayor Springer reads the update she received from EPA regarding Cosmo, as there will be activity there over the next few weeks as the EPA continues investigating the potential hazardous chemicals/clean up. * Councilmember Winn asks questions regarding what the EPA report will include- Mayor advises him to reach out to EPA directly via email. * Regular council meeting will be November 19th, with two more council meetings for the year in December with the finalization of the 2026 Budget. The first and third Wednesday. Reminder that the last Tuesday of November the Timberland Library Services will be available at the Community Center from 12-1:30 for citizens. NEW BUSINESS DISCUSSION 1. Public Hearing on Preliminary Budget – Public hearing opened at 7:09PM, no public comments. Public hearing closed at 7:10PM. 2. Second Reading of Ordinance 1400 – Budget Amendment #1 2025 – Tara Dunford, CPA, reports no changes and council had no questions. 3. First Reading of Property Tax Levy – Tara Dunford, CPA, does the first reading of Property Tax Levy increase of 1% for 2026. 4. Preliminary Budget Discussion – Tara Dunford, CPA, reports one change from the original discussion regarding the preliminary Budget involving the pay range scales for staff. She presented updated document with further information. 5. Aberdeen Police Department Police Services Contract Proposal – Councilmember Skinner informs about current situation with Police Force and financial strains within the City, causing difficulty hiring a new officer for Cosmopolis Police Department. Public Safety Committee believes this contract to be the best option moving forward given the current financial situation Cosmopolis is facing, even though it isn’t ideal. This subject was discussed in detail during the workshop before regular council began. Councilmember Collett adds how Public Safety has agonized over this situation for two years, and agrees this is the only option available at this time. Councilmember Darcy comments she is confident in this option. Page 2 of 3 6. Resolution 2025-14 Establishing Water & Sewer connection fees for Rivers Edge Waterfront Townhomes – Councilmember Darcy gives further background into how Bill Sidor came up with these numbers and the in-depth research him and staff have done to verify these fees to be just. PUBLIC COMMENTS – One citizen had a comment regarding the budget amendment, the property tax levy, and regarding resolution 2025-14 targeting Rivers Edge Townhomes wondering if he would pay the same connection fees if he were to buy a piece of property and build a new home. NEW BUSINESS 1. Vote to approve Budget Amendment #1 Ordinance 1400 – Councilmember Skinner motions to adopt Budget Amendment #1 Ordinance 1400, Councilmember Collett seconded the motion. Motion passed unanimously 2. Vote to approve Resolution 2025-14 Establishing Water & Sewer connection fees for Rivers Edge Waterfront Townhomes – Councilmember Darcy motions to approve Resolution 2025-14 Establishing Water & Sewer connection fees for Rivers Edge Waterfront Townhomes, Councilmember Winn seconded the motion. Discussion – Councilmember Collett is wondering if these fees are in line with what everyone else would pay, Mayor Springer adds this would be a question for Bill Sidor, Building Inspector as he is the one who created these fees. Councilmember Skinner adds this is hard to decide because the two people that could answer these questions are not in attendance tonight. He also adds he believes and puts his trust that Bill Sidor has done his job. Voting Aye: Councilmember Skinner, Councilmember Darcy, Councilmember Winn Voting Nay: Councilmember Spargo, Councilmember Collett Motion passes PUBLIC COMMENTS – No comments. COUNCIL COMMENTS – Councilmember Darcy comments on the Fees related to Resolution 2025- 14, in agreeance with Councilmember Skinner on trusting Building Inspector, Bill Sidor on doing his job accurately coming up with these numbers. Councilmember Winn made comment regarding Item #7 in relation to Plumbing Permit Fees, to which Council informed him that item had been removed from the agenda before approval earlier in the meeting. Councilmember Spargo adds that verbiage is everything and doesn’t agree with how it was worded. He also gives special thanks to Chief Layman for all he has done for Cosmopolis over the years, and thanks to Aberdeen for their presentation tonight and being a good partner with us. Councilmember Spargo motioned to Adjourn the meeting; Councilmember Collett seconded. Meeting adjourned at 7:40PM. Page 3 of 3
