MEETING MINUTES FOR WORKSHOP AND REGULAR COUNCIL MEETING Fire Hall - 111 D Street August 20th, 2025 at 5:00 PM WORKSHOP Bobbak Talebi and Peter Lyon with Department of Ecology gave Cosmo Fibers update. FLAG SALUTE - PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL Mayor Springer calls the meeting to order; Clerk Grove takes Roll Call. PRESENT: Councilmember Kim Skinner, Councilmember Mark Collett, Councilmember Sue Darcy, Councilmember Justin Spargo ABSENT: Councilmember Winn Councilmember Spargo motioned to excuse Councilmember Winn’s absence, as he is out of the Country. Councilmember Skinner seconded. Motion passed unanimously. APPROVAL OF AGENDA Councilmember Skinner motioned to approve the agenda; Councilmember Darcy seconded. Motion passed unanimously. CONSENT AGENDA Councilmember Skinner motioned to approve the consent agenda; Councilmember Collett seconded. Motion passed unanimously. COUNCIL COMMENTS No comments. COMMITTEE REPORTS Auditing – Councilmember Darcy reported she reviewed vouchers. Page 1 of 3  Finance – No report. Parks – Councilmember Spargo reports at the Lion’s Club playground, the large climbing toy with the slides will be removed. Working on trying to get a grant in October for new equipment. Public Safety – Councilmember Skinner reports Officer Bailey will be going to a different agency at the end of this month, gave special thanks to his dedication and work for the city. We will be working on moving forward to hiring a lateral officer soon. Two of the police vehicles have successfully been surplused and the last 2 fire vehicles will be getting surplused as well. The resident program at the Fire Dept. will continue moving forward. Public Works – Councilmember Darcy reports they will be having a meeting on the water meter boxes and hydrant flushing will be happening soon. CITY OFFICIAL REPORTS Clerk– Clerk Grove gave an update stating our Budget Calendar is on track that we have received from our CPA and starting in October there will be 2 Council Meetings per month. The first Wednesday of the month will be budget meetings, and the third Wednesday will be regular council. Police Chief Report – Chief Layman reports there have been 305 incidents since the last meeting. Officer Bailey has accepted a position with the Aberdeen Police Department; he will begin September 1st. Special thanks to Officer Bailey for his time and dedication serving our community. Wishes him the best. All three vehicles we requested surplus on have been sold. Lt. Jeff Weiss spoke for Aberdeen on incidents handled during “afterhours”. Fire Chief Report – Chief Coker reports there have been 21 calls for service since the last meeting. We have 1 firefighter in Academy that will be finishing towards the end of the month. Thank you to the city and citizens for National Night out, the fire department attended with engine 21 and personnel. Chief Coker adds he is honored to be able to serve this community as the new Fire Chief. Thanked Nick Falley for all the hard work he has put into the Department in the past three years. There will be Life Flight training happening August 25th at 6pm at the Cosmopolis Lions Park. Our department alongside Grays Harbor/Pacific County Fire District will be conducting training with our partners at Life Flight Network. Any citizens in the area at the time please keep safe distance from the training area. Building Inspector – Bill Sidor reports he has been busy with Code Enforcement. MAYOR'S REPORT – Mayor Springer reports Kerry Barr, our clerk/treasurer, has resigned. Wishes her well and says we will be posting for a part-time Clerk/Treasurer position soon. Mayor introduces the new Superintendent/Principal of the Cosmopolis Elementary School, Jennifer Sikes. Jennifer introduces herself and gives an update on the progress on the building and the upcoming school year. Mayor gives a reminder that City Hall’s new schedule begins at the end of this week, City Hall will now be closed on Fridays. National Night Out was held on August 5th, she was very happy with the turnout of about 100 people. There was potluck supper, live music, and both the Police and Fire Chief were in attendance. Coming up in September there will be an informational meeting at the Fire Hall, regarding upcoming sewer contract and negotiations, she encourages everyone to attend. The Volunteer Pancake Breakfast and Festival in the Park is happening September 7th, breakfast starts at 8am with the festival beginning at 11. We will have live music, vendors, food options and a special kid’s corner with animals and a bouncy house. Mayor Springer adds one last reminder of the Public Hearing with the Department of Ecology on September 9th at Grays Harbor College. Page 2 of 3 NEW BUSINESS DISCUSSION 1. Appointment of Jacob Coker as Fire Chief – Councilmember Collett motioned to approve the appointment of Mr. Coker as Fire Chief, Councilmember Skinner seconded. Motion carried. Mayor Springer swore in Mr. Coker. 2. Appointment of Darrin King to Civil Service Commission – Councilmember Skinner motioned to approve the appointment of Mr. King to the Civil Service Commission, Councilmember Collett seconded. Motion carried. Mayor Springer swore in Mr. King. 3. Public Hearing for the vacation of “J” street – The public hearing was opened for discussion. Discussion between Council, Bill Sidor, and Kellie Daniels of the Daniels Group. The public hearing was closed. 4. Update on the Daniels Project – Bill Sidor gave an update that he is waiting on a response from the Army Core of Engineers to determine if a 408 was required. Further discussion involving the property team, Council, and Bill Sidor. 5. Surplus of 1312 First Street City Property – Bill Sidor presented the possibility of surplus for the property adjacent to City Hall. There will have to be a property line adjustment and survey prior to the sale. PUBLIC COMMENTS – No comments. NEW BUSINESS – COUNCIL ACTION 1. Councilmember Skinner motioned to approve the vacation of “J” street without stipulations, Councilmember Collett seconded. Motioned passed unanimously. 2. Councilmember Spargo motioned to table the vote until further info is gathered, Councilmember Collett seconded. Vote tabled. PUBLIC COMMENTS – Several citizens had comments. COUNCIL COMMENTS – Councilmember Collett thanked Officer Bailey for his service to the city. Councilmember Spargo motioned to Adjourn the meeting; Councilmember Collett seconded.
