MEETING MINUTES FOR WORKSHOP AND REGULAR COUNCIL MEETING Fire Hall - 111 D Street September 17th, 2025 at 6:00 PM WORKSHOP County Administrator Sam Kim alongside Commissioner Raines with Grays Harbor County gave presentation Chair Vickie Raines and Director Jeff Zenk with Office of Chehalis Basin gave presentation FLAG SALUTE - PLEDGE OF ALLEGIANCE CALL TO ORDER - ROLL CALL Mayor Springer calls the meeting to order; Clerk Grove takes Roll Call. PRESENT: Councilmember Kim Skinner (attending via Zoom), Councilmember Jeremy Winn, Councilmember Mark Collett, Councilmember Sue Darcy, Councilmember Justin Spargo APPROVAL OF AGENDA Councilmember Darcy motioned to approve the agenda; Councilmember Collett seconded. Motion passed unanimously. CONSENT AGENDA Councilmember Collett motioned to approve the consent agenda; Councilmember Darcy seconded. Motion passed unanimously. COUNCIL COMMENTS No comments. COMMITTEE REPORTS Auditing – No report. Finance – Councilmember Darcy reviewed vouchers. Councilmember Darcy also encourages other Councilmembers to look over the vouchers as they are very informative. Page 1 of 3 Parks – No meeting no report. Public Safety – No meeting since last meeting. Public Works – Councilmember Spargo states the meter project is coming to an end and hydrant flushing will begin. He states they are trying to finish up summer projects before the fall and winter hit. CITY OFFICIAL REPORTS Clerk– Clerk Grove reports we are on target with our budget calendar. We will start having two meetings per month, the first and third Wednesday of each month. Police Chief Report – Chief Layman gives his report. 127 incidents since the last report, it was a very busy month. He reports two specific incidents, one including a firearm and one road rage incident that began with County. APD was a great help with both. Commander Timmons adds his report as well. Fire Chief Report – Chief Coker was not in attendance, Councilmember Collett presented his report. There were 16 calls for service since the last meeting, the second residency position has been filled and are trying to fill the third. The onboarding process has begun with 3 new members who will be completing training. During the LifeFlight training last month we were unable to launch the helicopter to the training area due to weather. We will be redoing this training on September 22nd where we will be conducting air transport. He asks citizens to keep a safe distance from the training area. Chief Layman adds that there was a significant vehicle fire, our Fire Dept was very quick to respond, and they did a great job. Building Inspector – Bill Sidor reports he has been very busy working on multiple projects. The Daniels’ Riveredge project is moving ahead. Building permits have mostly been roofs and a few mechanical permits. They have been steady. MAYOR'S REPORT – Mayor Springer speaks on the Workshop with Aberdeen that happened on September 4th that there have been questions about. She assured Council and the citizens that 24-hour notice was given to Council as required by the Open Public Meetings Act of Washington, Chapter 42.30 RCW. She notes this was not a question-and-answer meeting, Aberdeen reviewed the proposed sewer bill for 2024. There was discussion on ideas moving forward. Mayor Springer informs of Budget season beginning next month. The first meeting will be October 1st, our CPA Tara plans to do a thorough presentation on historical and current numbers regarding the sewer fund. She strongly encourages everyone interested or concerned to attend. Mayor Springer speaks on the successful Festival in the Park and Pancake breakfast, partnering with our Volunteer Fire Department. We are looking forward to getting a Parks Committee started again, we have multiple volunteers who continue stepping up. Please contact City Hall if you are interested on getting involved with this Committee. NEW BUSINESS DISCUSSION 1. Parcel North of 1020 Distler Street – Bill Sidor states the owners of 1020 Distler would like to purchase this property behind them so no further development could go in behind their home. The county assesses this property at $6,300. He recommends an easement be put behind this property as well. Page 2 of 3 There was discussion amongst Councilmember Winn, Councilmember Darcy and Bill Sidor regarding the ditch behind this property. 2. Surplus City Property 1312 First Street – Bill Sidor speaks again on this property continuing from last month. Market Analysis is at $74,000, which is way above what the county had assessed. Bill states he spoke with a surveyor as well because there will need to be a boundary line adjustment. He is hoping to get two more market analysis before the Surplus. There was discussion amongst Councilmember Spargo and Bill Sidor. PUBLIC COMMENTS – One citizen comment regarding money received from Surplus Properties and curiosity on the process of Surplus of City Property in general. NEW BUSINESS – COUNCIL ACTION 1. Councilmember Winn motioned to move forward on the surplus of City Property 1312 First Street, Councilmember Darcy seconded. Brief discussion on moving forward on Surplus and monies gathered from this. Voting Aye: 4 Councilmembers Voting Nay: 1 Councilmember Motion passes. PUBLIC COMMENTS – No comments. COUNCIL COMMENTS – Councilmember Winn speaks on his plans of proposing a Tree Plan to the Planning Commission next month in relation to the sewer infiltration issues. He speaks further on this idea. Councilmember Darcy motioned to Adjourn the meeting; Councilmember Collett seconded. Meeting adjourned at 7:38PM. Page 3 of 3
