Approve the Services Agreement for public safety helicopter support services between the City of Huntington Beach and the City of Costa Mesa for three years in an amount not to exceed $300,000 annually. 2. Approve the Consumer Price Index (CPI) annually and adjust the contract accordingly. 3. ORANGE COUNTY POWER AUTHORITY - FEASIBILITY STUDY 24-286 RECOMMENDATION: Staff recommends the City Council authorize the City Manager and City Attorney to issue a non-disclosure agreement to release City of Costa Mesa load data from Southern California Edison (SCE) to the Orange County Power Authority (OCPA) to conduct a feasibility study to determine whether joining OCPA is mutually beneficial. 2. OPTION TO LEASE AGREEMENT TO CONSTRUCT AND OPERATE A 24-283 70-UNIT AFFORDABLE SENIOR AND SUPPORTIVE HOUSING PROJECT LOCATED AT THE CITY’S SENIOR CENTER, 695 WEST 19TH STREET RECOMMENDATION: Staff recommends the City Council review and approve the proposed “Option to Lease Agreement” for a term that will expire on October 31, 2024, with one possible 120 day extension.
