City Council Special Meeting Minutes June 30, 2026 Agenda Amended on 6-26-26 at 3:00 p.m. to add Reso 26-232. 1. PLEDGE OF ALLEGIANCE 2. CALL TO ORDER Mayor Shudak called the meeting to order at 1:00 p.m., noting the meeting was moved to the Library Room A, because there was no power at City Hall, therefore the Normal recording and streaming of the Meeting was not possible. Council Members present: Steve Gorman, Roger Sandau, Joe Disalvo, Cole Button, Douglas Rew. Roger Sandau and Joe Disalvo appeared via Zoom Staff Present: Jodi Quakenbush, Mimi Dobson, Whitney Jacque, Jake Schorlemmer and Michell Houseton. 3. CITIZENS REQUEST TO BE HEARD Heard from Dallas Lapsley, 3525 9th Avenue 4. CONSENT AGENDA A. Approval of Agenda and live streamed recordings of these proceedings to be incorporated into the official minutes Cole Button and Douglas Rew moved and seconded to approve Consent Agenda . Unanimous, 5-0 vote. 5. RESOLUTIONS A. Resolution 26-232 Resolution approving the Third Amendment to the Second Amended and Restated Purchase, Sale and Development Agreement with Spin Lofts, LLC. Cole Button and Steve Gorman moved and seconded to approve Resolution 26-232, with amendments. Unanimous, 5-0 vote. Cole Button and Steve Gorman moved and seconded to approve Resolution 26-232, as amended. Unanimous, 5-0 vote. 6. APPLICATIONS FOR PERMITS AND CANCELLATIONS A. Special Event Permit - Edwards Employee Appreciation Fireworks Show B. Retail Tobacco Permits - New (1), Renewals (3) C. Device Retailer Permit Renewal (1)  Roger Sandau and Cole Button moved and seconded to approve Applications for Permits and Cancellations, Items 6A, 6B and 6C. Unanimous, 5-0 vote. 7. CITY COUNCIL ACTION ITEMS A. Franchise Fee Discussion - Direction to City Attorney Discussion held. Discussion continued to August 24, 2026 meeting. 8. OTHER BUSINESS 9. ADJOURNMENT Joe Disalvo and Douglas Rew moved and seconded to approve Motion to Adjourn at 1:31 p.m. Unanimous, 5-0 vote. 10. EXEMPT SESSION (CLOSED SESSION) A.
