Civil Service Commission Meeting Minutes December 17, 2025 1. CALL TO ORDER Council Members present: Kate Cutler, Jeff Nelson, Carol Wood, Chad Hannan, Rod James. Commissioner Nelson called the meeting to order at 8:00 am. Commissioner Cutler present via Zoom. Staff present: Natalie Bouchama, Mimi Dobson, Jodi Quakenbush, Rich Rodewald, Jill Knotek and Tony Clowe. 2. APPROVE AGENDA Carol Wood and Rod James moved and seconded to approve December 17, 2025 Meeting Agenda. Unanimous, 5-0 vote. 3. APPROVE MINUTES FROM PRIOR MEETING(S) A. November 19, 2025 Meeting Minutes Chad Hannan and Rod James moved and seconded to approve November 19, 2025 Meeting Minutes. Unanimous, 5-0 vote. 4. APPROVE TESTING PROCEDURES A. Housing Inspector Chad Hannan and Carol Wood moved and seconded to approve Testing Procedures for Housing Inspector. Unanimous, 5-0 vote. B. Police Officer (Out-of-State Certified and Non-Certified) Chad Hannan and Kate Cutler moved and seconded to approve Testing Procedures for Police Officer (Out-of-State Certified and Non-Certified). Unanimous, 5-0 vote. 5. CERTIFY ELIGIBILITY LIST A. Recycling Laborer Carol Wood and Jeff Nelson moved and seconded to approve Certifying the Eligibility List for Recycling Laborer. Unanimous, 5-0 vote. B. Planner Chad Hannan and Rod James moved and seconded to approve Certifying the Eligibility List for Planner. Unanimous, 5-0 vote. C. Park Maintenance Worker I  Carol Wood and Jeff Nelson moved and seconded to approve Certifying the Eligibility List for Park Maintenance Worker I. Unanimous, 5-0 vote. D. Police Officer - Iowa Certified Chad Hannan and Kate Cutler moved and seconded to approve Certifying the Eligibility List for Police Officer - Iowa Certified. Unanimous, 5-0 vote. 6. OTHER BUSINESS A. Firefighter Recruitment – Application Period Extension Chad Hannan and Rod James moved and seconded to approve Motion to Amend Testing Procedures to extend the application period. Unanimous, 5-0 vote. 7. ADJOURMENT Carol Wood and Chad Hannan moved and seconded to approve Motion to Adjourn at 8:27 am. Unanimous, 5-0 vote.
