DODGE TRUST – BOARD OF TRUSTEES
Meeting Minutes
CALL TO ORDER
• Meeting called to order at 4:10 p.m. on October 22, 2025
ROLL CALL
• Present: Sam Irwin, Bobbette Behrens, Jay Meldrum
• Absent: Kelly Douglas-Jones, Michael Sciortino
• Quorum present
ELECTION
• Chairperson – Clarence “Jay” Meldrum
• Vice Chairperson – Bobbette Behrens
NEW BUSINESS
• Review Certificate of Trust
• Comment from Sam regarding applications and distributions and the issue with non-
Council Bluffs people applying for funds. Can we specifically decline to award funds to
people/organizations not from or providing services to Council Bluffs exclusively?
• Motion for the notice to include that it is the policy of the board based on the language
of the Will that trust distributions will be based upon the applicant’s ability to distribute
proceeds to needy Council Bluffs recipients.”
• Sam Irwin would like to wait until Malina Dobson could review the Will and the application
• Bobbette Behrens voted against the motion. She wants to wait until the advice of the
City Attorney but said to please reach out if evidence is found to the contrary
• Sam Irwin made motion to approve the new Certificate of Trust
• Jay Meldrum seconded the motion.
• Motion carried. New Certificate of Trust approved.
FINANCIAL REPORT
• Travis Huck with iRetire was in attendance and gave a report on the trust

• Total return of 5.9% which is very good compared to last years which was 4.4%
ESTABLISH DATES
Grant Applications
• Application deadline is set for November 21, 2025 at 4:00 p.m.
Meeting to Determine Awards
• Meet December 10, 2025 at 4:00 p.m. to decide who receives awards
Grant Distribution
• Awards will be distributed on December 17, 2025 at 11:00 a.m. in the Council
Chambers
Meeting Adjourned at 4:50 p.m.
At the conclusion of the meeting, after official adjournment, Jay Meldrum asked to revisit his
motion from the end of last year addressing the idea that the board is not bound by the amounts
requested, i.e., that someone, because of outstanding service, may be entitled to receive
additional funds and it is his request to give more money to food pantries. City Attorney will
review this request.
Jay also mentioned it would not hurt to have some bylaws in place and questioned the role of
the secretary position.
