Any member of the audience is invited to address the City Council on any matter that is within the jurisdiction of the
City of Crescent City. Comments of public interest or on matters appearing on the agenda are accepted. Note,
however, that the Council is not able to undertake extended discussion or act on non-agendized items. Such items
can be referred to staff for appropriate action, which may include placement on a future agenda. All comments shall
be directed toward the entire Council. Any comments that are not at the microphone are out of order and will not be a
part of the public record. After receiving recognition from the Mayor, please state your name and city or county
residency for the record. Public comment is limited to three (3) minutes. The public is additionally allotted three
minutes each in which to speak on any item on the agenda prior to any action taken by the Council.

CONSENT CALENDAR
1. Special Council Meeting Minutes
• Recommendation: Approve the February 20, 2018 special meeting minutes of the City
Council (City Clerk)
2. Warrant Claims List
• Recommendation: Receive and file the warrant claims list for the period February 10,
2018 through February 23, 2018 (Finance Director)
3. Payroll Report
• Recommendation: Receive and file the biweekly payroll report for the period ending
February 17, 2018, paid February 23, 2018 (Finance Director)
4. Appointment of a member to the Crescent City Planning Commission.
• Recommendation: Consider the appointment of Raymond Altman to the City of Crescent
City Planning Commission to fill the vacant position.

5. Oath of Office for Police Sergeant Edward Wilson. (City Clerk)

CONTINUING BUSINESS
6. Charter Spectrum Interruption in NBC/CBS programming service issues.
• Recommendation: Direct staff to prepare a letter for the Mayor’s signature urging
Charter Spectrum to diligently pursue a resolution to the contract dispute with
Northwest Broadcasting and to compensate subscribers each billing cycle for the
lack of NBC/CBS programming until the channels return to the regular lineup.
7. Geotechnical report of Pebble Beach Drive from Preston Island to 6th Street.
• Recommendation: Hear staff report
• Take public comment
• Receive and file Geologic Mapping Along Pebble Beach Drive report.
8. Pebble Beach Drive Pedestrian and Bicycle Improvement Project – 6th Street to
Preston Island.
• Recommendation: Hear update on Draft Project Initiation Document
• Receive public comment
• Direct staff to continue outreach to receive public comments and place the Final
Project Initiation Document on the April 16 meeting.
NEW BUSINESS
9. Use of Cultural Center for the Japanese Delegation visit.
• Recommendation: Consider and approve reserving the Cultural Center for up to three
weeks and directing Interim City Manager to have staff set up exhibits.
10. Purchase ten new tasers for police officers and approve five-year replacement-
service agreement. (Police Chief)
• Recommendation: Consider authorizing the Interim City Manager, contingent upon
City Attorney review, to sign an agreement with Axon Enterprise, Inc. in the amount
of $23,542.50 spread out over a five-year period to purchase ten new tasers and a 5
year replacement-service agreement.
CITY COUNCIL ITEMS
➢ Legislative Matters – Consider miscellaneous legislative matters pertinent to the City
of Crescent City. Authorize the Mayor to sign the appropriate letters and/or positions with respect
to such matters.
• Off-Shore drilling update
➢ City Manager Report and City Council Directives - Pursuant to Crescent City Municipal
Code § 2.08.200, the City Council may instruct the city manager on matters of importance to the
administrative services of the city, and provide direction with respect to subordinates of the city
manager. (Directives from individual Council Members that are not objected to by any member
present shall be considered an order of the City Council.)

Gov’t Code § 54954.2(a), City Council Members may make brief announcements or brief reports
