Comments of public interest or on matters appearing on the agenda are accepted. Note, however, that the Council is not able to undertake extended discussion or act on non-agendized items. Such items can be referred to staff for appropriate action, which may include placement on a future agenda. All comments shall be directed toward the entire Council. Any comments that are not at the microphone are out of order and will not be a part of the public record. After receiving recognition from the Mayor, please state your name and city or county residency for the record. Public comment is limited to three (3) minutes. Regular Council Meeting Minutes  Recommendation: Approve the September 3, 2019 special meeting minutes of the City Council. (City Clerk/Administrative Analyst) 3. Warrant Claims List  Recommendation: Receive and file the warrant claims list for the period August 24, 2019 through September 6, 2019. (Finance Director) 4. Payroll Report  Recommendation: Receive and file the biweekly payroll report for the period ending August 31, 2019 paid September 6, 2019. (Finance Director) 5. Del Norte Solid Waste Management Authority Public Commissioner appointment  Recommendation: Confirm Michael Thompkins appointment as Public Commissioner to the Del Norte Solid Waste Management Authority. 6. Budget-to-Actual Financial Report for August 2019  Recommendation: Receive and file monthly budget-to-actual financial report of the City’s major operating funds for the month of August 2019. 7. Del Norte County Service Area No. 1 (CSA) and Crescent City Lift Station Project  Recommendation: Authorize the City Manager to sign a notice of completion for Del Norte County Service Area No. 1 (CSA) and Crescent City Lift Station Rehabilitation Project Phase 1. 8. Purchase Agreement for Records Management System  Recommendation: Approve sole source purchase agreement with Sun Ridge Systems. 9. Approve an Agreement for an Additional Camp Host at Shoreline RV Park  Recommendation: Approve an agreement for an additional camp host at Shoreline RV Park contingent upon Livescan and drug testing. 10. CalTrans Right of Way Certifications  Recommendation: Adopt Resolution 2019-39, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AUTHORIZING THE CITY ENGINEER TO SIGN CALTRANS CERTIFICATIONS NECESSARY FOR IMPLEMENTATION OF ROADS PROJECTS. 11. Sunset Circle Multi-Use Trail Project  Recommendation: Adopt Resolution 2019-45, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AUTHORIZING THE CITY MANAGER TO SIGN ALL OFFERS, PURCHASE AGREEMENTS, DEEDS AND DOCUMENTS NECESSARY TO ACQUIRE RIGHTS-OF-WAY AS PART OF THE SUNSET CIRCLE MULTI-USE TRAIL PROJECT. Sidewalk Improvements Ordinance 814  Recommendation: Hear staff report  Receive public comment  Consider, waive full reading and read by title only and introduce Ordinance 814, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AMENDING SECTION 12.04.020, CONCRETE CURBS, GUTTERS AND SIDEWALKS, AND SECTION 12.04.030, IMPROVEMENTS REQUIRED, OF CHAPTER 12.04, CURBS, GUTTERS AND SIDEWALKS OF TITLE 12, STREETS, SIDEWALKS AND PUBLIC PLACES, OF THE CRESCENT CITY MUNICIPAL CODE. 15.
