CALL TO ORDER/ROLL CALL Call to Order Chairperson Greene called the meeting to order at 5:30 p.m. Roll Call Present: Chairperson Holly Greene, Vice-Chairperson Brad Kime, Commissioner Mike Muldoon, Commissioner John Williams, Commissioner Ray Altman Absent: none Others: Eric Taylor II. PUBLIC COMMENT – none. III. APPROVAL OF MINUTES Approval of the minutes of the regular meeting of February 8, 2018. On a motion by Vice-Chairperson Kime, seconded by Commissioner Williams, and carried unanimously 5-0, the City of Crescent City Planning Commission approved the meeting minutes for February 8, 2018. IV. PUBLIC HEARINGS A. AR 18-01 Architectural Review for a building addition located in the Highway Services District Applicant: Thunderbird Mountain Trading Company Location: 299 Hwy 101 S APN: 118-020-31 Project: Construction of an approximately 588 square foot addition to the existing commercial building located at 299 Highway 101 South. The proposed addition will serve as a showroom and entrance for a native arts gift shop. Other improvements include the addition of ADA restrooms and merchandise storage in the existing commercial space. Public Comment: Shon and Lee Nickel stated this will be great for the community. By a vote of 5-0 the Planning Commission approved AR18-01 Architectural Review for a building addition located in the HS (Highway Services) District. V. UNFINISHED BUSINESS A. Eric Taylor introduced new Planning Commissioner, Ray Altman. B. Update on the Municipal Code Amendment Regulating the Commercial and Personal Use of Cannabis within the City of Crescent City. The City of Crescent City is proposing to amend Title 17 Zoning, Chapter 17.93 Standards for Marijuana. Currently all commercial cannabis activities are prohibited within the City of Crescent City. With the passage of the Medical and Adult Use Cannabis Regulation and Safety Act (SB 94) the City of Crescent City is proposing to adopt regulations to allow Commercial Cannabis activities within city limits. Applicant: City of Crescent City Location: Various Eric Taylor stated he has all the information he needs to start drafting the ordinance and asked direction from the Commissioners about possibly creating an overlay district to allow volatile manufacturing behind the Safeway area. After discussion, it was opened to Public Comment. Public Comment: Eric Gunther gave an update on the County’s Cannabis Working Group. Mayor Blake Inscore commented again on his view opposing volatile manufacturing in the City limits. Jesse Davis from the County’s Cannabis Working Group discussed his concerns with the black market and volatile manufacturing. The consensus of the Commissioners was to revisit the volatile manufacturing topic in approximately a year and drafting the ordinance stating the preference for non-volatile manufacturing. VI. REPORTS, CONCERNS, REFERRALS A. Eric Taylor stated he will be at the CALED Conference next week. VII. ADJOURNMENT At 6:41 p.m., Chairperson Greene adjourned to the next regular meeting on April 12, 2018. PUBLIC COMMENT: The public may address the Planning Commission on any item of interest that is within the Commission’s subject matter jurisdiction or that appears on the agenda. APPROVAL OF MINUTES: Approval of the minutes of the February 8, 2018 regular meeting. IV. CONSENT CALENDAR: These items are routine in nature, are consistent with the Crescent City General Plan, Municipal Code, and State Government Code, are exempt from the California Environmental Quality Act, and are recommended for approval. Action on all items in the Consent Calendar will be taken without discussion by a single motion, unless a Commissioner, staff or member of the public requests that an item be removed from the Consent Calendar for discussion.
