PUBLIC WORKS COMMITTEE
MEETING MINUTES
WEDNESDAY, MAY 5, 2021
10:00 A.M.
Present: Chairperson Arlene Luebbe, Mayor Paul Meier, Genie Wambaugh, Mark
Townsend, Tim McKinley, Ed Wise, Carol Sprinkle.
Staff Present: City Administrator Alex Mattingly, Public Works Director John Scheben
Others Present: Steve Berling
Chairperson Arlene Luebbe called the meeting to order at 10:01 a.m. and led the
Committee in the Pledge of Allegiance.
Approval of the April 7, 2021 minutes as amended (to correct the start time listed in the
minutes). Mark Townsend motioned to approve and Ed Wise seconded, all voting in
favor.
Old Business
A. Turkeyfoot Road Improvement Project. No major updates were available for this
project. User group meetings are to be scheduled in the coming months. Tim McKinley
discussed the letter that he received from Kentucky Transportation Cabinet (KYTC),
District 6, Chief Engineer Bob Yeager about how Town Center Blvd. is addressed in the
project.
B. Lookout Farm Drive and Claiborne Court Reconstruction. Public Works Director
John Scheben gave an update on this project and reported that it had experienced some
weather-related delays. He estimated that the contractor, JPS Construction, has
completed 1/3 of the project. There was discussion about the traffic and detour issues
that had been reported by residents, which the contractor has addressed where possible.
C. Lookout Farm West Street Reconstruction. Steve Berling of Berling Engineering
was present to discuss this project and provide preliminary plans. Mr. Berling estimated
that the final plans should be ready in mid to late May. It is anticipated that the project
will be bid out in June and construction starting sometime in July or August. Mayor
Meier and Mr. Berling discussed the removal of the cul-de-sac island in the plans and the
planned sidewalk work to connect existing walkways. The consensus was that this
project should be complete prior to Thanksgiving 2021.
D. Street Inventory and Assessment. City staff, Mayor Meier, and Ed Wise have a
meeting scheduled with CT Consultants on May 7 to discuss the consultant’s preliminary
findings.

E. Varsity Court Drainage - Mayor Meier and City staff reported that they met Viox
& Viox staff on site on May 3 to discuss the preliminary plans for the project. There
may be additional changes to the plans stemming from the discussion at the May 3
meeting.
F. Horsebranch Rd. Sidewalks – The Cities of Edgewood and Crestview Hills have
agreed to jointly fund work by CT Consultants to create plans for the sidewalk, repaving,
and other infrastructure improvements on Horsebranch Rd., and then submit an
application to the OKI Regional Council of Governments for funds. Preliminary plans
have been created by CT Consultants. There was discussion of this item among the
committee members, including the purpose of the project, who the sidewalks would
serve, whether St. Elizabeth Healthcare might contribute to project funding, and which
side of the road the sidewalks would be installed on. The sidewalk would generally
serve those wanting to reach the medical services in both cities on foot and serve as a
recreational amenity for both cities – if the grant was awarded, the cost to Crestview Hills
would be around the same amount to repave Horsebranch Rd. (which is likely needed in
the next few years).
G. Interstate 275 Exit Ramp Lighting – In response to complaints, KYTC has added
shielding for the recently installed LED lights. This has resulted in some improvement to
the light pollution experienced by City residents.
Chairperson Luebbe discussed the need for sidewalks on Dixie Hwy. from Rose Terrace
to Paul Hesser Dr. to connect to existing sidewalks. Mr. Scheben reported that he was
working on this item and making sure KYTC is aware of the need for these
improvements. Discussion occurred on the challenges of getting sidewalks added on
right-of-way maintained by KYTC.
