PUBLIC WORKS COMMITTEE MEETING MINUTES WEDNESDAY, JUNE 2, 2021 10:00 A.M. Present: Chairperson Arlene Luebbe, Mayor Paul Meier, Genie Wambaugh, Mark Townsend, Tim McKinley, Ed Wise Absent: Carol Sprinkle Staff Present: City Administrator Alex Mattingly, Public Works Director John Scheben Others Present: Diane Wurzbacher Chairperson Arlene Luebbe called the meeting to order at 10:06 a.m. and led the Committee in the Pledge of Allegiance. Approval of the May 5, 2021 minutes as amended (to correct the start time listed in the minutes). Genie Wambaugh motioned to approve and Ed Wise seconded, all voting in favor. Old Business A. Street Inventory and Assessment. Mark Brueggemann and Marty Hellman with CT Consultants presented their preliminary findings related to the City street inventory and assessment. Two options were presented as to the 5-year roadwork plan that is part of this project. Discussion occurred related to bonding street projects, and staff was asked to study this concept and make a recommendation. Mr. Wise asked that the City solicit resident input before making a decision on widening streets in the Old Crestview Hills area. Committee members also discussed the significant cost differences between the two options. Mayor Meier recommended Option 1 (the lower cost option) to move the roadwork plan forward, and pointed out that $200,000 was reserved in the 21-22 city budget for roadwork recommended by this inventory and assessment. Ed Wise motioned to approve moving forward with Option 1 and review the status in one year. Genie Wambaugh seconded the motion – motion carried with all ayes and no opposing votes. B. Horsebranch Rd. Sidewalk Grant – CT Consultants is in the process of completing the OKI Regional Council of Government SNK Grant application for this project – though it is a joint project between the Cities of Edgewood and Crestview Hills, the City of Crestview Hills is the lead applicant. The application is due to OKI by June 4, and a decision by OKI is expected by September 2021. If the grant is awarded to Edgewood and Crestview Hills, the construction wouldn’t occur until around 2026 or 2027. C. Turkeyfoot Road Improvement Project. Mayor Meier reported no major updates were available for this project. There was discussion among the committee members 1 about the options for the intersection of Thomas More Parkway and the new Town Center Blvd. D. Lookout Farm Drive and Claiborne Court Reconstruction. Public Works Director John Scheben gave an update on this project and reported that it is 75% completed. Driveway aprons and sidewalk repairs are mostly the items that remain for the contractor to complete. Mr. Scheben estimated that there are three more concrete pours remaining on Lookout Farm Drive and the intersection of Lookout Farm Dr. and Shinkle Rd. (near the Lookout Farm clubhouse). E. Lookout Farm West Street Reconstruction. Mayor Meier and City staff discussed the timeline to bid the project and award the contract for this work which should be complete in late July. An overview of the proposed work was also discussed. F. Varsity Court Drainage - The timeline for this project is the same as work for the western portion of Lookout Farm Drive.
