PUBLIC WORKS COMMITTEE MEETING MINUTES WEDNESDAY, July 7, 2021 10:00 A.M. Present: Chairperson Arlene Luebbe, Mayor Paul Meier, Genie Wambaugh, Mark Townsend, Tim McKinley, Ed Wise, Carol Sprinkle Staff Present: City Administrator Alex Mattingly, Public Works Director John Scheben Chairperson Arlene Luebbe called the meeting to order at 10:02 a.m. and led the Committee in the Pledge of Allegiance. The first item to be considered was approval of the June 2, 2021 minutes. Tim McKinley motioned to approve and Ed Wise seconded, all voting in favor. Old Business A. Street Inventory and Assessment. Mayor Meier gave an overview of the 5-year street maintenance plan to the committee, including the planned four-year rotation for crack and joint sealing of streets. The consensus of the committee was that Crestview Hills should not pursue issuing municipal bonds to fund large amounts of street work at this time since the City had the capacity to cash fund such work. There was discussion related to the width of Vernon Drive, and whether it should be widened to meet the 25- foot standard street width. It was suggested that the City schedule a meeting with Vernon Drive residents in Fall 2021 to discuss the upcoming street work. B. Turkeyfoot Road Improvement Project. Mayor Meier reported no major updates were available for this project. C. Lookout Farm Drive and Claiborne Court Reconstruction. Public Works Director John Scheben gave an update on this project and reported that there is one last concrete pour scheduled on Lookout Farm Drive (adjacent to the clubhouse) to largely complete the project. Rain has again caused delays for the contractor, JPS Construction, and an extension of the July 15 deadline will likely be necessary. Mr. Scheben reported that the Claiborne Court work was 95% complete, with only some restoration remaining. D. Western Lookout Farm Drive Reconstruction. The City received one bid for this work from JPS Construction in the amount of $244,932.40, which was lower than the engineer’s estimate and the amount budgeted by the City. Tim McKinley motioned to recommend acceptance of the bid by City Council, Ed Wise seconded the motion. All committee members voted in favor. 1 E. Varsity Court Drainage - The City received 4 bids for this project – the lowest bid being from Lonkard Construction for $27,473, which is lower than the amount budgeted by the City. There was discussion from committee members about the bid tabulation and how the contractors would meet bid specifications. Tim McKinley motioned to recommend acceptance of Lonkard Construction’s bid by City Council, Mark Townsend seconded the motion. All committee members voted in favor. F. Horsebranch Rd. Sidewalk Grant – CT Consultants submitted the grant application to OKI Regional Council of Government in June. The City will find out in September if this grant was awarded. New Business and Staff Report Mr. Scheben discussed the planned trimming of brush in the right-of-way on Thomas More Pkwy. (in the vicinity of its intersection with Legends Way) and Rhine Valley Lane by a City contractor. Carol Sprinkle stated that this work was needed and asked that the brush be cut as far back as possible. Mr. Mattingly also reported that the City had requested more light shielding for Kentucky Transportation Cabinet-maintained street lights north of the Interstate 275 at the Dixie Hwy. and Turkeyfoot Rd. exits. Mr. Scheben provided an update on the planned sidewalk repairs on Legends Way and Centre View Blvd. The next meeting of the Committee is scheduled for Wednesday, August 4, 2021, at 10:00 a.m. Adjournment Motion to adjourn by Mr. Townsend, seconded by Mr. McKinley, all voting in favor to adjourn.
