MEETING MINUTES
Wednesday, February 2, 2022
9:00 A.M.
Present: Chairperson Arlene Luebbe, Mayor Paul Meier, Genie Wambaugh, Tim McKinley, Ed
Wise, Carol Sprinkle
Staff Present: City Administrator Alex Mattingly, Public Works Director John Scheben
Chairperson Arlene Luebbe called the meeting to order at 9:04 a.m. and led the Committee in the
Pledge of Allegiance.
The first item considered was approval of the January 5, 2022 meeting minutes. Tim McKinley
motioned to approve and Ed Wise seconded, all voting in favor.
Old Business
A. Turkeyfoot Road Improvement Project – Mayor Meier noted that design dollars for this
project were allocated in the 2023-2024 state budget, which is being considered now by the
General Assembly.
B. Horsebranch Rd. Guardrails – The City has hired Viox & Viox to conduct a review on
the appropriateness of guardrails in this area. They are expected to provide a report to the City
by the end of February.
C. Shinkle Rd. and Summit Repaving – The City is contracting with Prime AE Engineering
to complete the engineering work for this project, with the goal of bidding the work separately in
April.
D. City Engineer RFQ – Responses to the Request for Qualifications are due February 8.
E. I-275 Noise Study (western Lookout Farm) – John Scheben has reached out to KYTC to
request their staff perform a noise study in the western Lookout Farm Drive area, but has not
been successful. KYTC says they will not do a noise study unless it is connected with an
existing state funded project. The City will approach its legislators to see if this can be
connected to the I-275/75 interchange project.
F. Horsebranch Rd. Sidewalks – A discussion ensued about partnering again with the City
of Edgewood to apply for federal funds to install sidewalks, including the amount of local match
that each city would contribute. Repaving Horsebranch Rd. would also be completed during
this project. Carol Sprinkle made a motion, seconded by Genie Wambaugh, to
recommend/authorize Crestview Hills to again partner with Edgewood to apply for a grant for
this project, with a 40% local match (20% from each city). All voted in favor.

New Business
A. Dixie Hwy. Sidewalk Improvements – Ms. Luebbe made a motion, seconded by Ms.
Sprinkle, for the City to proceed with engineering work to design sidewalk improvements
on the northbound lane of Dixie Hwy. between Whitehouse Drive and the northern city
boundary. All voted in favor.
The next meeting of the Committee is scheduled for Wednesday, March 2, 2022, at 9:00 a.m.

Motion to adjourn by Mr. McKinley, seconded by Mr. Wise, all voting in favor to adjourn.
