PUBLIC WORKS COMMITTEE MEETING MINUTES Wednesday, March 2, 2022 9:00 A.M. Present: Chairperson Arlene Luebbe, Mayor Paul Meier, Genie Wambaugh, Tim McKinley, Ed Wise, Carol Sprinkle Staff Present: City Administrator Alex Mattingly, Public Works Director John Scheben Chairperson Arlene Luebbe called the meeting to order at 9:01 a.m. and led the Committee in the Pledge of Allegiance. The first item considered was approval of the February 2, 2022 meeting minutes. Genie Wambaugh motioned to approve and Ed Wise seconded, all voting in favor. Continuing Business A. Turkeyfoot Road Improvement Project – Mayor Meier, Council Member McKinley, and Alex Mattingly met with State Representatives Adam Koenig and Buddy Wheatley in February regarding this project. Specifically discussed with each were concerns about the current design of the Thomas More Parkway extension on the western side of Turkeyfoot Rd., and issues with the communication presented and input solicited by KYTC. B. Horsebranch Rd. Guardrails – The City hired Viox & Viox to conduct a review on the appropriateness of guardrails in the right-of-way area adjacent to 767 Horsebranch Rd. Jon Girdler conducted the review for Viox, and did not recommend guardrails. Among the reasons: guardrails in this location do not meet KYTC guardrail standards, and a guardrail could become a hazard to motorists. C. Shinkle Rd. and Summit Repaving – Prime AE Engineering is working on the plans for this work; the project will likely be put out for bid in April 2022. D. City Engineer RFQ – Crestview Hills received 5 applications for the contract City Engineer position. Four firms are set to be interviewed by the selection committee on March 3. E. I-275 Noise Study (western Lookout Farm) – Mayor Meier, Mr. McKinley, and Mr. Mattingly also discussed this issue with Rep. Koenig (whose district includes Lookout Farm), and requested that a noise study be funded by KYTC, if possible. F. Horsebranch Rd. Sidewalks – The grant application for this project is in progress. G. Dixie Hwy. Sidewalk Improvements – CT Consultants has been contracted by the City to design these improvements, and that work is in progress. 1 The next meeting of the Committee is scheduled for Wednesday, April 6, 2022, at 9:00 a.m. Adjournment Motion to adjourn by Mr. Wise, seconded by Mr. Mr. McKinley, all voting in favor to adjourn. Committee adjourned at 9:44 a.m. 2
