MEETING MINUTES
Wednesday, April 6, 2022
9:00 A.M.
Present: Chairperson Arlene Luebbe, Mayor Paul Meier, Genie Wambaugh, Tim McKinley,
Carol Sprinkle
Absent: Ed Wise
Staff Present: City Administrator Alex Mattingly, Public Works Director John Scheben
Chairperson Arlene Luebbe called the meeting to order at 9:01 a.m. and led the Committee in the
Pledge of Allegiance.
The first item considered was approval of the March 2, 2022 meeting minutes. Genie
Wambaugh motioned to approve and Tim McKinley seconded, all voting in favor.
Continuing Business
A. Turkeyfoot Road Improvement Project – No update.
B. Upcoming Roadwork, Shinkle Rd. and Summit Repaving – Prime AE Engineering’s cost
estimate for this work was substantially more than what was listed in the 2021 Street
Maintenance Plan. The rear portion of Shinkle Rd. is estimated to cost $346,000 to repave
(including some storm water improvements), and the portion of Summit from Dixie Hwy. to
Dixie Lane is estimated to cost $156,000. These amounts are close to double what was
estimated in 2021, likely due to inflation and a shortage of contractors. City Administrator
Alex Mattingly stated excess funds were available in the 21-22 budget to cover the increases,
which could be allocated to roadwork via a future 21-22 budget amendment. Mr. McKinley
made a motion to recommend to City Council to amend the city budget to cover the increased
costs to repave parts of Shinkle and Summit – all voting in favor.
C. City Engineer RFQ – The committee has narrowed the applications to two finalists and
expects to name a City Engineer in the next 30 days.
D. I-275 Noise Study (western Lookout Farm) – Public Works Director John Scheben
reported that estimates for a City contractor to conduct a noise study are in the $40,000 to
$50,000 range. Mr. Scheben said the City is still pursuing getting the Kentucky Transportation
Cabinet (KYTC) to cover these costs and include the noise study in the upcoming I-275/I-75
interchange reconstruction.
E. Horsebranch Rd. Sidewalks – The grant application for this project is in progress –
Crestview Hills staff is working with the City of Edgewood and CT Consultants on this item.
Applications for SNK Fund grants are due to OKI Regional Council of Governments on June 3.

F. Dixie Hwy. Sidewalk Improvements – CT Consultants has prepared preliminary plans
and those are being reviewed by KYTC.
New Business
A. Planned Public Works Projects in 2022-2023 Budget – Projects planned for the next
fiscal year are the reconstruction of Vernon Drive and converting all Duke Energy-
maintained streetlights to LED bulbs.
B. Ordinance Requiring Proof of Liability Insurance Related to Cell Towers – Chairperson
Luebbe discussed the need to require cellular companies to show proof of liability
insurance that covers health effects. Ms. Luebbe discussed some of the possible health
effects of 5G technology, and asked City staff to research whether any other Kentucky
cities require proof of insurance.
The next meeting of the Committee is scheduled for Wednesday, May 4, 2022, at 9:00 a.m.
