PUBLIC WORKS COMMITTEE MEETING MINUTES Wednesday, September 7, 2022 9:00 A.M. Present: Chairperson Tim McKinley, Mayor Paul Meier, Genie Wambaugh, Mark Lehman, Carol Sprinkle Absent: Ed Wise Staff Present: City Administrator Alex Mattingly and Public Works Director John Scheben Chairperson Tim McKinley called the meeting to order at 9:01 a.m. and led the Committee in the Pledge of Allegiance. The first item considered was approval of the July 6, 2022 meeting minutes. Genie Wambaugh motioned to approve and Carol Sprinkle seconded, all voting in favor. Continuing Business A. Turkeyfoot Road Improvement Project – Mr. McKinley summarized the letter dated August 9, 2022 that the City received from KYTC Deputy Secretary Mike Hancock, which detailed the intent to build a privacy wall between the Thomas More Parkway extension and the College Park neighborhood, as well as noting that it was likely that a stop light would installed at the Turkeyfoot/College Park Drive intersection during the project. Crestview Hills would agree to maintain the privacy wall after it was built. B. Upcoming Roadwork, Shinkle Rd. and Summit Repaving – The Summit Drive repaving from Dixie Hwy. to Dixie Ln. is complete. Crestview Hills has awarded a contract to Paul Michels & Sons, Inc. to repave Shinkle Rd. from Crown Point to the end of City maintenance. A pre-construction meeting for that project will occur on September 28. C. Horsebranch Rd. Sidewalks – The City did not score enough points in the application evaluation to be awarded SNK grant funds. City staff will submit this project to KYTC in an attempt to acquire CMAQ funds for the design and construction. D. Dixie Hwy. Sidewalk Improvements (Whitehouse Drive to North City Boundary with Lakeside Park) – A Transportation Alternatives (TA) grant was awarded to Crestview Hills for this project. However, these funds will be not available for several years. This project will be managed by CT Consultants. E. Thomas More Parkway Crosswalk – Bids for this work are due on October 3 and will be presented at the Committee’s next meeting. F. Vernon Drive Reconstruction – City Engineer Mike Yeager is currently drafting plans for this project. 1 G. Duke Energy Streetlight LED Conversion – This project is ongoing. Mayor Meier did a double-check of Duke Energy’s information and found errors that needed to be corrected. There appears to be 87 lights maintained by Duke Energy in Crestview Hills that could be converted to LED lighting. This conversion will save the City significant funds on its monthly lighting bill. A meeting with City staff and Duke Energy officials for a project status is pending. Staff Report John Scheben reported that Crestview Hills will be using the Kenton County contract pricing and contractor to repaint street lane markings. This will be for such streets as Town Center Blvd., Thomas More Parkway, and Centre View Blvd. The next meeting of the Committee is scheduled for Wednesday, October 5, 2022, at 9:00 a.m. Adjournment Motion to adjourn by Ms. Wambaugh, seconded by Ms. Sprinkle, all voting in favor to adjourn.
