MEETING MINUTES
Wednesday, Dec. 7, 2022
9:00 A.M.
Present: Chairperson Tim McKinley, Mayor Paul Meier, Genie Wambaugh, Ed Wise, Mark
Lehman
Absent: Carol Sprinkle
Staff Present: City Administrator Alex Mattingly, City Engineer Mike Yeager, and Public
Works Director John Scheben
Chairperson Tim McKinley called the meeting to order at 9:00 a.m. and led the Committee in the
Pledge of Allegiance.
The first item considered was approval of the October 5, 2022 meeting minutes (the November
committee meeting was cancelled). Ed Wise motioned to approve and Genie Wambaugh
seconded, all voting in favor.
Continuing Business
A. Turkeyfoot Road Improvement Project – No update. Mike Yeager will contact Mike
Bezold at KYTC for a project status. It was discussed to follow up with KYTC Deputy
Secretary Mike Hancock as well.
B. Shinkle Rd. Repaving – The contractor has completed the storm water improvements,
new curbing, and sidewalk work. The blacktop work will occur sometime in early Spring 2023.
C. Horsebranch Rd. Sidewalks – Mike Yeager gave an update on the CMAQ Funds grant
application, and estimated that it was unlikely that the project will be funded. This item will be
removed from the committee agenda unless other funding sources become available.
D. Dixie Hwy. Sidewalk Improvements (Whitehouse Drive to North City Boundary with
Lakeside Park) – The City is still waiting on formal notification that the Transportation
Alternatives (TA) grant was awarded to Crestview Hills for this project. CT Consultants has
been contacted to coordinate this grant and work for the City.
E. Thomas More Parkway Crosswalk – Adleta Construction will be starting work on this
project on or about December 8.
F. Vernon Drive Reconstruction – City Engineer Mike Yeager reported that design work on
this project is progressing. It was agreed to extend this project further toward Rossmoyne Drive
to better address the planned stormwater improvements. Discussion ensued among committee
members about whether the reconstruction should be blacktop or concrete – Mr. Yeager said

there are different advantages to both. He will provide the City with a cost comparison between
the two, and Mr. Mattingly will send this info out to committee members.
G. Duke Energy Streetlight LED Conversion – This project is ongoing – the City has had
some difficulty getting Duke Energy to move the work forward. Although, further meetings on
this project with Duke Energy are planned.
H. Thomas More Parkway Curb Repairs – Mike Yeager and John Scheben are working to
firm up the project scope and the corresponding plans.
I. Thomas More Parkway Streetlight LED Conversion – After much searching, John
Scheben has found a contractor to complete this work, Elliot Construction. The LED
replacement for all streetlights on Thomas More Parkway will be complete by April 1, and the
pole replacement at Centre View Blvd. and Thomas More Parkway should be complete by May
1.
Staff Report – None.
The next meeting of the Committee is scheduled for Wednesday, January 4, 2023, at 9:00 a.m.
