MEETING MINUTES
Wednesday, June 5, 2024
9:00 A.M.
Present: Chairperson Tim McKinley, Genie Wambaugh, Ed Wise, James Knadler, and Mayor
Paul Meier
Staff Present: City Administrator Alex Mattingly, City Engineer Mike Yeager (Prime AE), and
Public Works Director John Scheben
Absent: Mark Lehman and Michael Simms
Chairperson Tim McKinley called the meeting to order at 9:00 a.m. and led the Committee in the
Pledge of Allegiance.
The first item considered was approval of the May 1, 2024, meeting minutes. Ed Wise motioned
to approve, and James Knadler seconded, all voting in favor.
New or Continuing Business
A. Turkeyfoot Road Improvement Project – No update. The committee discussed issues with,
and possible solutions related to, the turn lane into Town Center Blvd. from Turkeyfoot Rd.
B. Vernon Drive Update – John Scheben reported that this project is complete, and the
consensus of the committee was to remove this item from future agendas.
C. Dixie Hwy. Sidewalk Improvements (Whitehouse Drive to North City Boundary with
Lakeside Park) – Mike Yeager stated that he is working with CT Consultants to iron out the
right-of-way boundaries in the Lakeside Park section of the project. The engineer re-procurement
to meet grant requirements is in progress.
D. Horsebranch Rd. Repave and Drainage Improvements/Thomas More Parkway Roadway
and Curb Repairs Grant Application – The City is waiting on project funds to be released by
KYTC to proceed with creation of project plans and specifications.
E. Duke Energy Gas Transmission Line Replacement Project – Duke Energy and its
contractors are currently working on replacing the portion of the gas transmission line in the Old
Crestview Hills neighborhood. Work is also occurring in the Thomas More Office Park. No
complaints have been received by the City about this item to date.
F. Update to City Street Maintenance Plan – Mike Yeager stated that the final report is
pending and will be released soon. The committee discussed the grant application for
improvements to Centre View Blvd., which is now classified as a collector street.

G. Planned Centre View Blvd. Work – City staff reported that this project is complete, and
the consensus of the committee was to remove this item from future agendas.
H. Shinkle Rd. Bridge – Mike Yeager reported that Prime AE staff is working on the plans
for this project and expects them to be complete by mid-July.
I. Lookout Farm Drive Bridge – Alex Mattingly and Mayor Meier reported that SD1 staff
recommended assisting with 50% of the project costs, or $371,270. The SD1 Board votes on this
application at its June 18 meeting.
Other Discussion – Ed Wise suggested improvements and/or a welcome sign at the unimproved
area located near the intersection of Dixie Hwy. and the eastbound I-275 exit ramp.
Staff Report – John Scheben reported that the sealing and repairs to the City Building and LPCH
Police Department parking lot by Palmer Paving was complete.
