MEETING MINUTES
Wednesday, July 3, 2024
9:00 A.M.

Staff Present: City Administrator Alex Mattingly, City Engineer Mike Yeager (Prime AE), and
Public Works Director John Scheben
Chairperson Tim McKinley called the meeting to order at 9:00 a.m. and led the Committee in the
Pledge of Allegiance.
The first item considered was approval of the June 5, 2024, meeting minutes. Ed Wise motioned
to approve, and Michael Simms seconded, all voting in favor.
New or Continuing Business
A. Turkeyfoot Road Improvement Project – No update.
B. Dixie Hwy. Sidewalk Improvements (Whitehouse Drive to North City Boundary with
Lakeside Park) – Alex Mattingly said the RFQ for engineering and inspection services was in the
works, and was expected to be released prior to the committee’s next meeting.
C. Horsebranch Rd. Repave and Drainage Improvements/Thomas More Parkway Roadway
and Curb Repairs Grant Application – Mike Yeager stated that grant funds from this project would
be released sometime between July and October 2024. The City will need to procure an engineer
for this project to meet grant requirements.
E. Duke Energy Gas Transmission Line Replacement Project – John Scheben reported that
Duke Energy will be boring under need the dam adjacent to Rossmoyne and Woodspoint Dr.
instead of doing an open cut for the new pipeline. There was a minor road collapse that occurred
on Rossmoyne related to the project, but Duke Energy has corrected this item. There have been
some minor issues, but the project has largely progressed with minimal complaints. Mr. Scheben
estimated the Rossmoyne would be repaved at Duke Energy’s cost in October 2024 but some work
could occur in 2025. The committee discussed at length the suggestion from the prior meeting
involving improvements and/or a welcome sign at the unimproved area located near the
intersection of Dixie Hwy. and the eastbound I-275 exit ramp.
F. Update to City Street Maintenance Plan – The plan is complete and can be removed from
future agendas.

H. Shinkle Rd. Bridge – Mike Yeager reported that the plans are complete, and the new railing
will be able to tolerate vehicular impact. The project cost estimate is $133,666 with additional
engineering costs of $54,400. A portion of this will be paid for by Cincinnati Insurance, which
insures the driver that caused the damage.
I. Lookout Farm Drive Bridge – Alex Mattingly and Mayor Meier reported that the SD1
Board of Directors voted to award Crestview Hills funding for this project in the amount of
$371,270.
