Mayor Mayberry was present and presiding. He called the meeting to order at 5:00 p.m. Roll Call Present 4 - Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks, and Mayor James Mayberry Absent 1 - Council Member Pamala Harris Others present: City Manager Greg Wood, City Attorney Will Ridley, City Clerk Valerie Hale, Assistant City Clerk Malena Fisher, Wendell Wilson, Donnie Moody, Scott Humphrey, Tim Begley, Jim Young, Gary Nelson, Leah Crockett, Tammie French, George Rohde, Fred Houston, Kelli Roberson, Kenneth Carey, Donnie Moody, David Beaty, and Bo Kollros. 1. Consent Agenda A motion was made by Mayor Pro-tem J. H. Graham, seconded by Mayor James Mayberry, to approve the Consent Agenda items 1A-G. The motion carried by the following vote: Aye: 4- Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Council Member Pamala Harris Ordinances on Third Reading a. Ordinance amending FY 17-18 budget for reimbursement to Board of Education for CCHS drainage project The Cumberland County School System has awarded a bid for replacing the drainage system from Stanley Street to just past the northern end of the track. This project encompasses all of the drainage under the football field and the track. The total project cost is $435,000. In the bid specifications, the engineer had the storm inlet structure just north of Stanley Street and the mainline storm sewer broken out in price. The cost of the structure is $10,000 and the cost of the mainline at $133,000. The Director of Schools, Janet Graham, has asked for assistance in paying for these two items. The Director of Engineering recommends that the City reimburses the Cumberland County School System for the inlet structure, because the City’s pipe connects to one side and the school’s pipe connects to the other, and we do not know who owns the structure which is located partially in the ROW. The grate on the structure is also substandard, which would not support a vehicle if a vehicle left the roadway and could be considered a liability to the City. Ordinance enacting and adopting a 2018-S6 supplement to the Code of Ordinances The 2018-S6 supplement codifies ordinances passed by City Council since the 2017-S5 supplement was added. This Ordinance was adopted on third reading. Ordinances on Second Reading c. Ordinance adopting the FY2018-19 budget The budget must be passed on three readings by June 30. A public hearing is scheduled for the June 12 meeting. This Ordinance was approved on second reading. d. Ordinance adopting the FY2018-19 tax rate The ordinance setting a tax rate for FY2018-19 needs to be passed on 3 readings by June 30. The proposed certified tax rate is $0.5905, which is the same as FY17-18. This Ordinance was approved on second reading. Ordinances on First Reading e. Ordinance amending the FY2017-2018 Budget for year-end adjustments The actual expenses in the following areas are under budget. These budget amendments are necessary to bring the budget to actual expenses. This Ordinance was approved on first reading. Other Consent Agenda Items f. Approval of purchase of John Deere Z950M Commercial Ztrak mower The Parks Department requests purchase of commercial grade zero-turn mower at the state contract price of $8,857.04 from Tri-County Equipment in Crossville. Funds are available for the purchase. This Bids/Purchases was approved as recommended. g. Uniforms - Public Works Public Works recommends acceptance of the three-year bid by Unifirst for uniforms for Public Works departments. This Bids/Purchases was approved as recommended.
