Crawford, and Mayor James Mayberry Others present: City Manager Greg Wood, City Clerk Valerie Hale, Tim Begley, Fred Houston, Jessie Brooks, Chris South, Kevin Music, Billy Martin, Lee Lawson, Mike Moser, Dr. Mark Fox and Levonn Hubbard. Consent Agenda Ordinances on Second Reading 1. Ordinance amending FY20-21 Budget Economic Development Hotel Occupancy Tax The Finance Director requests a budget amendment for the fiber work completed on Tennessee Avenue. This Ordinance was approved on second reading. 2. Ordinance approving FY21-22 Budget and Tax Rate Citing increased costs, upcoming projects and the City's succession plan, Mayor Mayberry suggested increasing the property tax rate from $.595 to $.75. This increase would bring in additional revenue of approximately $660,000. Motion was made by Mayor James Mayberry, seconded by Councilmember Scot Shanks, to approve the FY21-22 budget and raise the tax rate to $.75. Motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry Other Business 1. Discussion and action regarding City-owned property 1140 Sparta Hwy. Council discussed the City-owned property at 1140 Sparta Highway and publishing an RFP for auctioneer services. An RFP must be published for two weeks, and the land must be advertised for sale for 30 days. City Manager Greg Wood advised that proceeds from the sale should be earmarked for a better location for a fire station. City of Crossville Page 1 Call for Special Meeting Minutes May 18, 2021 A motion was made by Mayor James Mayberry, seconded by Council Member Art Gernt, that to publish an RFP for an auctioneer and approve 30 day advertisement period. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry 2. Discussion and action on Indoor Recreation Facility Council discussed potential properties for an indoor recreational facility. The 24-acre property on Webb and Iris is up for auction. Council authorized City Manager Greg Wood to bid on behalf of the City. A motion was made by Council Member Scot Shanks, seconded by Mayor James Mayberry, to allow a $350,000 minimum bid on the Webb Avenue/ Iris Lane property. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry 3. Discussion and action regarding proposal from Enterprise Fleet Management Finance Director Fred Houston reviewed the Enterprise Fleet Management plan and said that it would provide significant savings to the City. The plan calls for the City's fleet to be replaced over the course of five years, and Mr. Wood said that other participating counties have had good results with the program. Enrolling in the program will balance the General Fund budget for FY21-22. A motion was made by Mayor James Mayberry, seconded by Mayor Pro-tem R.J. Crawford, to approve the fleet management plan. Crawford and Mayor James Mayberry Adjournment With no further business, the special called meeting adjourned at 5:12 p.m. and the budget work session began. The meeting was adjourned. 1.
