Crawford Council Member Scot Shanks Council Member Rob Harrison Council Member Art Gernt City Manager Greg Wood City Clerk Valerie Hale Call for Special Meeting Minutes May 27, 2021 Call to Order The Crossville City Council met in special session on May 27, 2021 at Crossville City Hall. Mayor James Mayberry was present and presiding. He called the meeting to order at 11:37 a.m. Roll Call Present 4 - Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, and Mayor James Mayberry Absent 1 - Mayor Pro-tem R.J. Crawford Others present were City Manager Greg Wood, City Clerk Valerie Hale, Heather Mullinix, Scott Humphrey, Levonn Hubbard, Tony Perry, Jessie Brooks, Fred Houston, Lee Lawson, and Tim Begley. 1. Other Business a. Discussion and action on Indoor Recreation Facility The City Council met to discuss an online property auction, which was scheduled to close at 12:00 p.m., in relation to property located on Webb Avenue (Tax Map 100K-B-34.00). The Council is interested in the property for the proposed Indoor Recreation Facility, which has been discussed in previous meetings. The Council has also discussed interest in property directly across from City Hall as a potential site for the facility. Mayor Mayberry recognized Levonn Hubbard who expressed that the best option for the facility would be on Main Street, directly across from City Hall. The Council discussed the appraised value of the property, as well as the rules of the online auction. A motion was made by Mayor James Mayberry, seconded by Council Member Scot Shanks to place a bid not to exceed $1,000,000. The motion failed by the following vote: Aye: 1- Mayor James Mayberry Nay: 3- Council Member Scot Shanks, Council Member Rob Harrison and Council Member Art Gernt Absent: 1- Mayor Pro-tem R.J. Crawford City of Crossville Page 1 Call for Special Meeting Minutes May 27, 2021 Council members Harrison and Gernt related that $1,000,000 was too high considering the appraised value of the property and that there are 6 unusable acres. A motion was made by Council Member Art Gernt, seconded by Council Member Scot Shanks to place a maximum bid of $550,000 plus 10% fee. The motion carried by the following vote: Aye: 4- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt and Mayor James Mayberry Absent: 1- Mayor Pro-tem R.J. Crawford The bidding continued throughout the meeting and the City Council was the highest bidder at $540,000. b. Ordinance amending FY 20-21 Budget Indoor Recreation Facility Property A motion was made by Council Member Rob Harrison, seconded by Council Member Art Gernt, to authorize Mayor to sign contract and approve budget amendment in the amount of $594,000 on first reading.
