Crawford Council Member Scot Shanks Council Member Rob Harrison Council Member Art Gernt City Manager Greg Wood City Clerk Valerie Hale Call for Special Meeting Minutes April 21, 2022 Call to Order The Crossville City Council met in special session on Thursday, April 21, 2022 at Crossville City Hall. Mayor James Mayberry was present and presiding. He called the meeting to order at 1:30 p.m. Roll Call Present 5 - Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford, and Mayor James Mayberry Others present were City Manager Greg Wood, City Attorney Will Ridley, City Clerk Valerie Hale, Heather Mullinix, Chris South, Jessie Brooks, Kim Chamberlin, Kevin Chamberlin, Steve Powell, Billy Martin, and Don Cole. 1. Consent Agenda Ordinances on Third Reading a. Ordinance amending Title 14 Zoning and Land Use Control-Site Plan Review Crossville Regional Planning Commission voted February 17 to recommend the Site Plan Review Ordinance to City Council for adoption. This Ordinance was adopted on third reading. b. Ordinance amending Title 12 Building, Utility Codes, and the Like-Appeals Board The City Council desires to create a Building Code Board of Appeals. This Ordinance was adopted on third reading. Ordinances on Second Reading c. Approval of Maintenance Building Roof Replacement The City of Crossville Maintenance department accepted bids to replace the maintenance building roof. Over the years, the roof has sustained wear and tear resulting in the need to replace it. The submitted bids were reviewed by the Maintenance department manager. He recommends approving the lowest bid from Ridgeline Construction in the amount of $51,720.00. This cost will require a budget amendment. This Ordinance was approved on second reading. d. Ordinance removing Title 11, Chapter 5 of the Crossville Municipal Code City of Crossville Page 1 Call for Special Meeting Minutes April 21, 2022 As recommended by the City Attorney, the ordinance regarding Fortune-Telling and the Like should be removed in its entirety as the City cannot restrict spiritual beliefs and this violates the First Amendment. This Ordinance was approved on second reading. e. Ordinance amending FY21-22 budget to replace high mast pole & traffic light Staff recommends approval of low bid for High Mast Pole and Light replacement for a pole that was damaged in a traffic accident and had to be removed because of the damage to the pole. The High Mast pole is located at the eastbound off ramp on Interstate 40 at Exit 322 - Peavine Road. A budget amendment is necessary. This Ordinance was approved on second reading. Ordinances on First Reading f. Ordinance amending FY21-22 budget for non-budgeted items The budget needs amending to add costs that were not budgeted for FY21-22. This Ordinance was approved on first reading. g. Ordinance amending FY21-22 regarding purchase of a Utility Maintenance truck The Utility Maintenance Manager obtained a price quote from Ford of Murfreesboro for a 2022 Ford F150, regular cab, 4WD pick-up truck for a purchase price of $30,768.00. Ford of Murfreesboro has a contract with the State of Tennessee, Central Procurement Office for vehicles. This vehicle would replace the truck that insurance totaled after a tree fell on it. This purchase will require a budget amendment for $30,768.00. This Ordinance was approved on first reading. 2. Other Business a. Discussion and action regarding architectural services for Indoor Recreation Facility On April 5, the City Council interviewed three firms for providing architectural services for the Indoor Recreation Facility. The three firms interviewed were: Wold/HFR Design Group, BMA (Baker McMurry Architect Group), and Upland Design Group. Council member Harrison stated all of the firms provided an excellent presentation. The fact that Upland Design Group is local set them apart from the others. Mayor Mayberry stated that Upland's references were outstanding. A motion was made by Mayor Pro-tem R.J. Crawford, seconded by Council Member Rob Harrison, to begin contract negotiations with Upland Design Group to provide architectural services for the Indoor Recreation Facility. Crawford and Mayor James Mayberry b. Approval of Resolution Authorizing Intent to Reimburse Expenses The purpose of this resolution is to streamline the process for the reimbursement of expenses from bond proceeds. Rather than try to craft a specific “official intent” for all the various projects at this point, the financial advisor has suggested that the City Council adopt the attached resolution that will authorize the Mayor and/or the City Manager to adopt any “official intent” that may be desired. The Treasury Regulation expressly provides that a valid “official intent” can be adopted by anyone who’s authorized to do so. A motion was made by Council Member Rob Harrison, seconded by Council Member Scot Shanks, to approve resolution. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry c. Approval to purchase Fire Protective Gear Crossville Fire Rescue requests approval to purchase fire protective clothing for five (5) new employees at a total cost of $ 24,459.02 from GWEVS. The purchase will include five (5) complete sets of structural coats and pants with escape harness, lightweight rescue coats and pants, particulate blocking fire hoods, fire gloves, fire helmets, helmet fronts, and fire boots. These items were on the annual bid cycle, but due to inflation and supply chain issues the vendors were unable to honor their annual bids. Staff re-evaluated the protective clothing bid specifications to find a more economical and available resource. The department requests to purchase these items from GWEVS on the Sourcewell Cooperative purchasing agreement RFP #032620, which was awarded to Fire-Dex LLC. Presented for review was the Sourcewell contract, the Tennessee laws related to cooperative purchasing, and the quote from GWEVS. By purchasing under this contract, the department will be able to save over $7,000. A motion was made by Mayor Pro-tem R.J. Crawford, seconded by Council Member Rob Harrison, to approve purchase. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry d. Approval of Engineering Proposal for Greenway Pedestrian Bridge on the Little Obed River and Ordinance amending FY21-22 budget for Three Star grant The City has received a proposal from Neel - Schaffer, Inc. in the lump sum amount of $32,800 for all required engineering services for the greenway bridge on the Little Obed River. The services will be funded with a Three Star grant and it is anticipated that the construction of the bridge will be performed with City Crews and TCAT students. City of Crossville Page 3 Call for Special Meeting Minutes April 21, 2022 The Director of Engineering recommends the approval of the proposal. A motion was made by Council Member Scot Shanks, seconded by Council Member Art Gernt, to approve proposal with Neel - Schaffer, Inc. for engineering services, and first reading of budget amendment. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry e. Approval of temporary street closure-Pure Spin Studio Lindsey Becker, owner of Pure Spin Studio, requests a temporary street closure on April 30 from 2-5 p.m. on Webb Avenue from Hwy 70 East to E. Adams Street A motion was made by Mayor Pro-tem R.J. Crawford, seconded by Council Member Art Gernt, to approve temporary street closure. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J.
