Call for Special Meeting Minutes December 20, 2022
Call to Order
The Crossville City Council met in special session on Tuesday, December 20, 2022 at
Crossville City Hall. Mayor R.J. Crawford was present and presiding. He called the
meeting to order at 7:30 a.m.
Roll Call
Present 4 - Council Member Scot Shanks, Council Member Mike Turner, Mayor
Pro-tem Rob Harrison, and Mayor R.J. Crawford
Absent 1 - Council Member Art Gernt
Others present were City Clerk Valerie Hale, Kevin Wood, Kevin Music, Joe Kerley,
Steve Powell, Heather Mullinix, Lee Lawson, and Leah Crockett.
1. Appointments
a. Election of Mayor Pro-Tem
The City Charter (Article V, Section 11) states “at the first meeting of a new council, it
shall choose from its membership a member to act in the absence, inability, or failure
to act of the mayor, who shall act as mayor pro tem, and who shall have all the power
herein granted to the mayor while so acting”.
Mayor Crawford opened the floor for nominations. Council member Shanks nominated
Rob Harrison and Council member Turner nominated himself. Paper ballots were
distributed. There were two rounds of voting, with the first round tying. On the second
round, Rob Harrison, was chosen as Mayor Pro Tem. The ballots are attached as part
of the minutes.
Council Member Rob Harrison was chosen as Mayor Pro-Tem.
2. Consent Agenda
A motion was made by Mayor Pro-tem Rob Harrison, seconded by Council
Member Scot Shanks, to approve Consent Agenda. The motion carried by the
following vote:
Aye: 4- Council Member Scot Shanks, Council Member Mike Turner, Mayor
Pro-tem Rob Harrison and Mayor R.J. Crawford
Absent: 1- Council Member Art Gernt
Ordinances on Third Reading
a. Ordinance amending FY22-23 budget-Scoreboards
A budget amendment is necessary for the purchase of scoreboards.

This Ordinance was adopted on third reading.
b. Ordinance amending FY22-23 budget-Veolia
A budget amendment is necessary for Veolia’s request for reimbursement of electric
fuel cost overages.
This Ordinance was adopted on third reading.
c. Ordinance amending FY22-23 budget-Peavine Road High Mast Pole
Change Order
A budget amendment is necessary for the Peavine Road High Mast Pole Change
Order.
This Ordinance was adopted on third reading.
Ordinances on Second Reading
d. Ordinance amending FY22-23 budget-Veolia
A budget amendment is necessary for Veolia’s request for repairs for the Little Obed
Lift Station.
This Ordinance was approved on second reading
2. Other Business
a. Discussion and action regarding purchase of the Village Inn
Dr. Robert Wood presented an offer through the City Attorney for the City to purchase
the Village Inn in the amount of $450,000.
This item was originally voted on December 13, 2022 during a special called meeting.
During the roll call vote on December 13, the City Clerk did not allow Council member
Turner to vote last after he "passed", instead allowing Mayor Crawford to vote last. The
City Attorney recommended voting again to affirm the City Council's decision to
purchase the Village Inn property.
Council member Harrison asked about the process of relocating the residents. Mayor
Crawford reported that City Attorney Randy York has been working with the owner and
manager to ensure the residents have adequate housing. It is a multi-prong approach
from legal assistance, veterans' assistance, contacting local churches and non-profit
agencies. The goal is to make sure there are choices and places for the residents to
go. He expressed there is no rush and to make sure the residents are taken care of.
Mayor Crawford also stated he has asked the City Engineer to evaluate the cost of
demolishing the building.
Council member Turner expressed that he wishes to salvage the Crab Orchard stone if
the building is demolished.
A motion was made by Mayor R.J. Crawford, seconded by Council Member
Scot Shanks, to accept offer from Dr. Robert Wood for the purchase of the
Village Inn property in the amount of $450,000 and to pay $20,000 earnest

money, no other contingencies, and closing to be 60 days from the 3rd reading
of budget amendment. The motion carried by the following vote:

Pro-tem Rob Harrison and Mayor R.J. Crawford
Absent: 1- Council Member Art Gernt
b. Ordinance amending FY22-23 Budget regarding Village Inn
A budget amendment is necessary to purchase the Village Inn property.
A motion was made by Mayor Pro-tem Rob Harrison, seconded by Council
Member Scot Shanks, to approve second reading of the budget amendment.
The motion carried by the following vote:
Aye: 3- Council Member Scot Shanks, Mayor R.J. Crawford and Council Member
Mike Turner
Absent: 1- Council Member Art Gernt
Adjournment
Mayor Crawford adjourned the meeting at 7:39 a.m.
