There were no comments received from the public. PUBLIC HEARING - GRANT APPLICATION - 5:30 p.m. The Public Hearing regarding the grant application was called to order by Mayor Crawford, at 5:30 p.m. An attendance sheet was passed around to record those in attendance. Attendees also received a copy of the grant powerpoint that was presented. Mayor Crawford announced that the purpose of the public hearing was to discuss and have input as to the State of Tennessee Fiscal Year 2024 Parks and Recreation Grant Applications. He explained that a Notice of Intent had been submitted in February. The State then invited the City to apply for the proposed project under the Recreational Trails Program (RTP). The ability to apply for the RTP funding maximizes grant funds, as the RTP program is 80/20. The RTP would be used for trailhead improvements to Meadow Park Lake. Mayor Crawford opened the floor for questions and comments. Hearing none, the meeting was adjourned. PUBLIC HEARING - CIP - 5:45 p.m. A Public Hearing regarding the Capital Improvement Program was held on May 14, 2024 at 5:45 p.m. Mayor Crawford and all Council members were present. There were no comments received from the public. BEER BOARD - 5:55 p.m. The Crossville Beer Board met on Tuesday, May 14, 2024. Mayor Crawford was present and presiding. Downtown Crossville, Inc. Chief Jessie Brooks informed Council there were no issues or complaints on record for Downtown Crossville Inc. Chief Brooks recommended approval of the permit. A motion was made by Council Member Art Gernt, seconded by Mayor Pro-tem Rob Harrison, to approve the special events beer permit for Downtown Crossville Inc. Proclamations/Presentations a. Proclamation -May 2024 Mayor Crawford presented a proclamation for Goodwill Week 2024. The presentation was received. 2. Public Comment Amber King feels the recreation center is very important for the community, especially for the youth. She stated there is nothing like it for the youth in this area. She previously lived in Cookeville and enjoyed the YMCA there very much. She understands a lot of people are complaining about the cost and how much it is to join but there are programs with the YMCA to help with those with low income. She stated 70% of Americans are overweight and she feels people could use the education, learn about health, and what physical activity can do for your body. She feels medicine is City of Crossville Page 2 City Council Minutes May 14, 2024 the best exercise, this is something she is passionate about. She has lost 120 pounds the natural way and thinks people could learn from that experience by joining a program. Jeremy Ricks and wife Jenny Ricks own a small business in town, The Hangout Gym. They came to support the recreation center. He served in the navy, and they also lived in Cookeville previously. The YMCA of Cookeville supported them when he was going to school and working three jobs. He too feels the income-based fees help people. He said when you have kids and are not making a ton of money, it allows you to still be physically active. He thinks it would bring programs that we don't have here for kids and adults. They gym he and his wife own is small and can't offer everything to everybody. The rec center offers a list of services. It's a positive for the community. As a gym owner, he feels it's essential to have more opportunities and options. Jenny added one of their highest priorities is community. She commented on the large turnout of community wanting to show support for this project. She added when they lived in Cookeville she enjoyed going to the YMCA with her son and he kept her motivated. She feels the recreation center would be a wonderful thing for children. She stated when they moved to Crossville, she had hoped for a YMCA, but the closest thing at that time was the Wellness Complex, and now the Wellness Complex in town is gone. She feels the YMCA would be similar in that it would bring people together in the community. She feels that's important for health and wellness and highly supports the center. Donald Williams, a resident of Fairfield Glade, was a board member at a YMCA in Wisconsin for 12 years. He stated that the Y-Care program that he was involved in gave working parents a place to take the kids, and in some cases, kids could stay right after school. The board he served on at that time had a vision for families. A mom and dad could workout while the kids went to soccer or whatever program they were involved in, making it a family event. He said that worked out really well for their YMCA. He was a YMCA member for over 40 years and stated if there were a YMCA here, they would enjoy it right away. He stated it's really a great program and offers a lot to the community and to the kids. It's real important for kids to have things to do. Steve Walter from Fairfield Glade stated he and his wife may never use the YMCA but are greatly in favor of it. His wife worked for the YMCA for many years. They lived in Nashville for 16 years and had a YMCA to go to there. It was a great place for the community to work out. He feels it would definitely be an asset to Crossville. He stated he doesn't know if kids grow up and stay in Crossville or leave, but feels maybe more families would stay if we have more things like the recreation center. He also feels having something like a YMCA would be an attraction to those considering moving here. Tony Perry stated that it appears a public referendum on the indoor recreation center is unlikely. He has a referendum of his own of sorts. Last week in Crossville News First, he published a poll asking residents over 18 to vote for or against the recreation center. The results, as of today, were 49% for and 51% against. With it that close, he behooved the Council to commission a more precise survey to see if voters’ opinions are indeed 50/50 split. If he were a Council member, he stated he would like to see more of a 60/40 split from constituents to be assured they were doing the right thing. As he understands it, this project would be the largest project this City has ever undertaken, doubling the City's bond indebtedness from $39 million to $79 million. As much as he would enjoy having the recreation center just down the road, he would prefer the City fix the road first. He feels Main Street is a disgrace to the town and has been for many years. He stated he had been told that 7 years ago TDOT told the City City of Crossville Page 3 City Council Minutes May 14, 2024 if they fixed the sidewalks, they would repave Main Street, and there was even a grant involved. Seven years later, no new sidewalks, no repaved Main Street. He said he feels sure there are many more project the City has that needs done before entertaining a $40 million recreation center. He stated Council has said property taxes will not be raised to build the recreation center, but for how long? Is there a guarantee that property taxes will not be raised next year? Or maybe the next, for the purpose of building a new fire station, or new squad cars for the Police, or million-dollar fire trucks? He feels the tax increase will be needed because of a depleted general fund for the construction and operation of the recreation hall, even if the YMCA runs the center. He feels an indoor recreation center would be nice, but not at the expense of much needed improvements such as a smooth Main Street that's not an embarrassment and sidewalks that are ADA compliant, and many other improvements. He stated he is not a resident of the city, but for the past 15 years he has owned a business on Main Street. He encouraged the Council to be wise in their actions, which affects the voters who entrusted them, to be prudent, diligent, and conservative on spending their money. Lou Morrison thanked the Council for bringing the recreation center project to where it is now. He feels it should have been done a long time ago. He said he couldn't offer much more that what had already been said. He stated the comments about Main Street were correct, it should have been done a long time ago, but the recreation center should have been done a long time ago too. He felt it's always been kicked down the road and thanked the Council for taking it up and moving forward. Daniel Kett stated he is a resident of Crossville, but grew up in Jackson, Mississippi. He stated he had great parents but they didn't have too much money. He feels the YMCA did him a tremendous favor, not only for a short time, but for his life. Through one of the programs, he was able to have a membership and meet up with his friends. He feels it set the tone for his life. He stated fitness is an incredible medicine and it helped him get through a lot of troubles in his life. He looked up to many members and feel they were very influential in his life, ultimately leading him to a career as a personal trainer. He feels tax money could be spend elsewhere but feels the cost of the YMCA would be offset by the benefits the center could offer to those in the community, especially the children. He is strongly in favor of the YMCA and added he feels it's pretty incredible that private gyms in town are also in support of the project. Mary Thompson stated she grew up in Crossville but moved away for a long time. Her first job after graduate school was in Washington D.C. where she started going to the YMCA. She liked it because she didn't feel intimidated, she could afford it, and felt welcome. When she had her son she lived in Greenville, SC., and she signed up for the YMCA there where they had a new mother’s program and that was very beneficial to her. She enjoyed that there were people of all ages working out together and programs for the kids. She could put her son in child care and not worry about leaving him with someone she didn't know in a new place. She thinks the recreation center would be great for new families. She said she knows there are lots of important items competing for the resources, but she thinks this is equally important. Sally Neckvatal thanked the Council for the opportunity to speak. She stated she is very in favor of the YMCA or any kind of recreation center. She feels the benefits outweigh the cost, and the center could offer many opportunities to the community. She is very concerned about the drowning deaths of children. She stated drowning deaths are the second highest cause of unintentional death. She feels the reason is children aren't learning to swim. She went on to say in general, in the US, there are 11 drowning deaths every single day and adults could also benefit from learning to swim City of Crossville Page 4 City Council Minutes May 14, 2024 and physical activity as well. She stated Crossville doesn't have a place like the proposed recreation center. She stated she lived in Wisconsin and Minnesota before coming to Crossville, and those places are very cold so it was a great benefit to be able to have a center like the YMCA. She feels it would also be a benefit here especially in the winter. She stated the YMCA offers opportunities for families, for children, for employment, for daycare, for swimming, for so many things’ kids and families are lacking here. She would encourage others to support this facility. She stated she knows there are other things that need to be done, but she hopes people in the community will understand that we have to sometimes make sacrifices for growth. She hopes our community will do that. Vicki Spencer has lived in Lake Tansi area for 3 years. She purchased a home here after retiring in Nashville. She has been participating in exercise groups and community activities. She asked to speak so she could share her experiences with the YMCA. She shared her experience of a time in her life when her daughter was ill and the YMCA was a safe, fun, and secure place for her grandchildren. The staff also assisted her daughter with recovery exercises. She, too, was ill at a point in her life and the YMCA also offered many classes which helped her become strong again. She stated she has heard questions about where parents can take their children and sees many mature adults that this facility would be a healthy benefit to. She feels the YMCA would be a great asset to the community for family involved opportunities. She is a definite yes to building the indoor recreation center. She trusts the Council will make an educated decision given all the facts before them. Chuck Black came to speak in favor of the YMCA. He feels it is needed in this area, and while the whole project is good and worthwhile, he wanted to emphasize the gymnasium. He is a pickleball ambassador for USA Pickleball. He stated pickleball is the fastest growing sport in the US and right now, and in this area, there are about 1,200 to 1,500 people who play, a very high percentage of the population. He stated he has made several presentations to the City Council about the need for more pickleball courts, and said this facility will fill a huge need for indoor courts both the winter in the cold and rain, and in the summer because of the heat and humidity. He added pickleball is a multi-generational sport for people 8-88 years and that's it's a great activity to help keep our citizens young and old, healthy and fit. He urged Council to move forward with this project. Felice Hunter is a transplant from New York City. She lived in Crossville for three years, and is also a retired New York City educator. She recently moved to Cookeville but came to this meeting to support the center. She stated the YMCA will be good for the community, and it is in the best interest of the children, teens, families, and seniors. She feels it would be a great place for fitness and making new friends. She thanked Council for allowing her to speak and is definitely promoting the YMCA. Jerry Sutter thinks the YMCA for Crossville will be a definite asset. He stated when he first heard about it, he was negative because he's seen a lot of these types of projects fizzle out. He now feels that the YMCA will help the community. He moved to Crossville from New York where he saw YMCAs thrive. He added it is not a big cost to be a member of the Y., and it's a place for people to meet, be together, and communicate. He said there are always going to be roads that need repair as well other items. He thinks having some place like the Y will be a positive for this community, so he definitely supports it. Bob Erbling thanked the Council for holding the hearing. He lives in Blackberry Ridge Estates. He stated he knew a lot of the discussion tonight was about the aquatic City of Crossville Page 5 City Council Minutes May 14, 2024 center, and feels it's a wonderful thing. But what he wanted to also address is growth. He stated growth is coming to our county, people are coming every day. He wants a safe, family friendly place in which to live and raise families. He enjoys living in Crossville where he sees kindness and courtesy here every day. As a Lions member, he also interacts with volunteers, and says he knows what it means to be in the Volunteer state. He stated he is blessed to work with children in the elementary schools, and their enthusiasm is contagious. He asked the question how do we keep the lifestyle we have and still grow. He said he is a YMCA member, and when he traveled from Michigan down to Florida, he went to every YMCA he could. He likes that it's included with his monthly fee and a great benefit to have. He thinks it's a wonderful operation. He commended Mayor Crawford and the City for their vision and action. He stated he knows it has not been easy crunching the numbers, especially to build a facility with no increase in taxes. He offered facts from researching the YMCA. He stated in Tennessee we have 29 YMCAs, 2,700 locations in the country, paid YMCA staff of 21,000, and 500,000 volunteers. He stated the City will be remembered for having the vision back in 2024, of making the center a reality, a legacy for the next generation and those that follow. When you build it, they will come. Mitchell Covington wanted to first express his appreciation for all the past projects that are assets to the community. He noted the Splash Pad and stated the YMCA would be a similar positive for the tremendous population of children in Crossville. He works as a minister, with the Rescue Squad, and the ambulance service so he sees families on a regular basis. He feels we need places for wholesome activities for our families and the YMCA will be a huge benefit to the community. He thinks if you compare the cost to the health benefits, it will be worth it. He moved to Crossville from Scottsville, KY where a YMCA was built while he was there. He noted it made a huge change in the community. There were many programs and services provided and a tremendous number of children that learned how to swim. He added there are also certain criteria that has to be met in order to be a member, making it a wholesome place for children to go. He is thankful this project is being thought about. He wants to see and is excited about it happening. He added if we are a growing community, we need to provide for the community. He thanked Council for considering. Alicia Clark is a mother of two small children and feels the center would be very beneficial for a lot of families, especially those with children. She stated she wished she and her husband could go work out together, but they can't because of the lack of child care. The YMCA would provide child care for parents. She stated she and her family travel to Cookeville for extracurricular activities and end up spending a lot of time and money there. She feels that surrounding towns would come here and spend time and money if we had a YMCA. She feels the center would be beneficial to the community. 3. Appointments a. Tree Board Mayor Crawford re-appointed Sam Hassler, John Mayer, and Mike Stump to the Tree Board with terms expiring in May 2027. 4. Chamber of Commerce Report President/CEO of Crossville-Cumberland County Chamber of Commerce Ethan Hadley provided the City Council with a report on the Chamber's calendar of events. City of Crossville Page 6 City Council Minutes May 14, 2024 Additionally, he commended the crowd for attending the meeting and stated he was very impressed with the number of attendees. Mr. Hadley addressed those in attendance explaining the Chamber of Commerce's roll in the community. 5. Consent Agenda Approval of the Consent Agenda Council member Gernt noted that the items on the Consent Agenda were discussed at the work session held the week prior and recommended by the City Manager and staff. Crawford Ordinances on Third Reading a. Ordinance amending FY23-24 Budget - E. Allen Brandon Services Council voted to hire E. Allen Brandon to provide information and communication about the Recreation Center for $26,000. A budget amendment is necessary. This Ordinance was adopted on third reading b. Ordinance amending FY23-24 Budget Veolia Equipment A budget amendment is necessary for the purchase of equipment for waste water treatment plant in the amount of $252,900 for a spreader and truck. This Ordinance was adopted on third reading. c. Ordinance enacting and adopting a 2023-S9 supplement to the Code of Ordinances The 2023-S9 supplement codifies ordinances passed by City Council since the 2021-S8 supplement was added. This Ordinance was adopted on third reading. Ordinances on Second Reading d. Ordinance amending FY23-24 Budget - Street Dept. Bucket Truck A budget amendment in the amount of $98,062.87 is necessary to purchase a bucket truck for the Street Department. The total cost of the truck amounts to $188,062.87. This Ordinance was approved on second reading. Ordinances on First Reading City of Crossville Page 7 City Council Minutes May 14, 2024 e. Ordinance amending FY23-24 Budget - Northwest Connector 3 A budget amendment is necessary for the Northwest Connector 3 project in the amount of $200,000.00. This Ordinance was approved on first reading f. Ordinance amending FY23-24 budget for end of year adjustments A budget amendment is necessary for the end of year adjustments. This Ordinance was approved on first reading g. Ordinance approving FY24-25 Budget Approval of the FY24-25 Budget is required prior to July 1, 2024. This Ordinance was approved on first reading h. Ordinance approving FY24-25 Tax Rate Approval of the FY24-25 tax rate is requested. The current tax rate is .6059. The same rate is recommended for FY24-25. This Ordinance was approved on first reading. i. Ordinance amending FY23-24 budget - Paving A budget amendment is necessary for paving City streets in the amount of $600,000. This Ordinance was approved on first reading. Additional Consent Items j. Approval of minutes (4/9 and 5/7) The minutes were approved as recommended. k. Approval to renew contract with Veolia Water North America-South LLC The City of Crossville contracts with Veolia Water-North America-South, LLC for wastewater operations, maintenance, and management services. The contract with Veolia is set to expire November 1, 2024. Approval to renew the contract is requested. This Contract was approved as recommended. l. Approval of the land lease to Azure Flight Support The 30-day advertising period for the land lease to Azure Flight Support ended May 12, 2024. Approval of the land lease is needed to proceed with development at the airport. This Contract was approved as recommended. City of Crossville Page 8 City Council Minutes May 14, 2024 m. Approval of a resolution to apply for a Parks and Recreation Grant application The Tennessee Department of Environment and Conservation’s Recreation Resources Division is accepting application for the 2024 Public Parks and Recreation Grant cycle. Staff requests approval to apply for the grant. There is a required match of 20% of the total project. Grant money will be used to improve the trail head at Meadow Park Lake. This Resolution was approved as recommended. n. Approval of grant application to the Department of Justice for grant money to purchase police vests The Department of Justice provides a grant program to pay 50% of costs for the purchase of vests for the police officers. This Contract was approved as recommended. o. Approval of Traffic Signal Modernization Program Grant Application The Engineering Department is requesting authorization to apply for a TDOT Traffic Signal Modernization Program Grant (TSMP). This grant program is designed to help communities and their local traffic signal maintaining agencies modernize existing traffic signal equipment and operations. This is 100% grant funded and a local match is not required. This Contract was approved as recommended. p. Approval of the temporary street closure for the Veterans’ Day Parade Terry Mitchell with the Crossville Veterans’ Parade Committee is requesting a street closure on Saturday, November 2nd at 9:30 a.m. for the Veterans’ Day Parade. The parade would follow the Parade Route starting at CCHS and ending at Main Street Church of Christ. This Permit was approved as recommended. q. Approval for Terminal Building Renovations Change Order 2 The current electrical service to the terminal building is fed from a pole. To feed the power from the new ground transformer, the wire must be pulled out of the conduit and rerouted to the ground transformer. The City will reroute the conduit and the Contractor will be responsible for all wiring. If the existing wire can be reused, the amount of the change order will be $4,200. If new wire is required, the amount of the change order will be $9,500. The contract time will not change with this change order. The City will initially fund the change order and will request future grant funding to cover a portion of the cost. Staff recommends the approval of the change order. This Contract was approved as recommended. r. Adoption of the Capital Improvement Plan City of Crossville Page 9 City Council Minutes May 14, 2024 City Manager Valerie Hale discussed the Capital Improvement Plan at the May Work Session. The plan will need to be adopted prior to June 1, 2024 per the Charter. A copy of the Capital Improvement Plan can be found in the City Clerk’s office or the City’s website. The Capital Improvement Plan was adopted as recommended. s. Approval of Debt Policy The City Debt Policy needs to be reviewed and accepted each year. Please review the attached debt policy recommended by the Finance Director. This Policy was approved as recommended. t. Approval of Annexation and Plan of Services for Tax Map 099 014.01 The property owner is requesting annexation of their property, which is listed as Tax Map 099 parcel 014.01. This property is bisected by Northside Drive and is located adjacent to The Gardens development. The property owner is proposing construction of a campground on the western side of Northside Drive. As part of the annexation, they are requesting that water and sewer be provided to the property line at no cost to them, except tap and other fees. The Crossville Regional Planning Commission met on April 18, 2024 and voted to recommend annexation to City Council and approved the Plan of Services. City Engineering staff has developed a plan to extend water and sewer to the proposed campground. The proposed extensions include approximately 840 feet of 2-inch water line and 840 feet of 4-inch low pressure sewer. While installing these lines, it was discussed by the Planning Commission to install an 8-inch lines as well for future development in this area. This Resolution was approved as recommended. Bids/Purchases u. Asphalt Picked Up FY 24-25 Only one bid was received for FY 24-25 Asphalt Picked Up. Street Supervisor Kevin Music recommends awarding the bid to Rogers Group. CINTAS is able to provide uniforms through the Workplace Solutions Cooperative OMNIA. A quote has been obtained from CINTAS for a 60-month price contract for uniforms. Discussion and action regarding matters relative to the Indoor Recreation Center and the Sport Authority of the City of Crossville Mayor Pro-tem Harrison stated he would like to discuss a referendum. He stated he is in favor of the recreation center but it is a big decision. He continued by saying that this project would be funded by sales tax and other revenue streams of the City, and it is absolutely not funded by property tax. He has ran the numbers and the graph shows the numbers continuing to grow. He feels comfortable that the City can handle this project, even if we have an economic downturn. Since this is the biggest project the City has ever done, he would like to see it go to referendum. Mayor Pro-tem Harrison has spoken to the election office and found the best way to do this would be by mail since legislature is out of session until January and voting through the Election Commission would require a pass in legislation. Council member Turner stated he is pro-recreation center. He thinks his grandchildren will love it. Council member Turner agreed with Mayor Pro-tem Harrison and stated it was a transparent way to let the people speak. Council member Turner stated he is also pro-listening to people and wants to listen to both sides. Council member Gernt stated he is totally against a referendum. He believes elections are referendums. He spoke during his campaign about the recreation center. He went on to say that Council has had over 50 meetings to discuss in great detail and find a plan that is going to work for Crossville. He mentioned the growth in sales tax and growth in the community. He stated the people in the community have had plenty of City of Crossville Page 12 City Council Minutes May 14, 2024 opportunities to know about this recreation center. Council member Gernt feels as though he speaks for the people that voted for him. He went on to say that the City will not be spending $40 million today and that the project will be financed over time with very favorable rates. Council member Shanks stated that the City is in excellent financial shape. He stated that this project will be subsidized by sales tax. Anyone who makes purchases within the City limits will be funding the recreation center. He went on to say that he has been on Council for seven-and-a-half years, and he would like to be able to go back and see how early on the recreation center was being discussed. He thinks we should have had this center years ago. He feels as though he was elected to make this decision. He continued by stating people have a voice, and he is moved by the number of people at the meeting. He is not interested in doing anything to slow this process down. Crawford, seconded by Council Member Scot Shanks, to adopt a resolution authorizing the sale of the property to the Sports Authority of the City of Crossville pursuant to T.C.A 7-61-121 this is identified and depicted on the Cumberland County Tax Map as Tax Map 100N Group A Parcels 005.00, 009.00, 009.01, and 010.00 at the time that the bonds are issued. The purchase price payable to the City of Crossville be in an amount equal to all costs incurred by the City up through and including the date of closing. Such purchase shall include but is not limited to, architectural and engineering fees, legal fees, expenses related to feasibility studies and similar matters, expenses of E. Allan Brandon and any other expenses directly related to the project. I further move that the Mayor of the City of Crossville is authorized to execute any instrument necessary to effectuate same, including execution of any contract, any closing documents, and to execute a general warranty deed. Crawford, seconded by Council Member Scot Shanks, to adopt a resolution authorizing the issuance of not to exceed forty million dollars ($40,000,000.00) of tax exempt revenue improvement bonds of the Sports Authority of the City of Crossville pursuant to T.C.A. 7-67-101 and T.C.A 9-21-101 et seq. for the purpose of acquiring, designing, constructing, and equipping a recreation to serve the residents of the City of Crossville, Tennessee and other members of the general public, designing and constructing necessary infrastructure improvement in connection with such recreation center, reimbursing certain expenditures previously made in connection therewith, and paying costs related thereto and incident to the issuance of the bonds. City Attorney's Report a. City Attorney's Report City Attorney Randy York informed Council of several contracts he had reviewed for the City and various items regarding the Indoor Recreation Center. This report was received and filed. 8. City Manager's Report a. City Manager's Report City Manager Valerie Hale highlighted areas in the City Manager's Report. This included sales tax revenue, wholesale beer tax, wholesale liquor fees, and hotel occupancies tax revenue. She stated the Downtown Sidewalk Project will begin at the end of May and that the project is expected to take a year. Once the sidewalks are complete, Main Street will be paved. The Whisper Areo hangar at Crossville Memorial Airport has been completed and she thanked Speaker Sexton and Senator Bailey for the grant to build the hangar. City Manager Hale also informed Council that the Northside Drive closure was expected to open up at the end of the week depending on weather. She informed the crowd of the citizen request portal on the City's website and encouraged them to use it. Finally, she informed everyone the jet at Cumberland County High School has been completed and thanked TCAT for the work they did on the project.
