Major Event – Healthy Culpeper: Ms. Puryear presented a request by Culpeper Human Services to
utilize Yowell Meadow Park for Children’s Day at the Park. The event will be held October 18, 2025
in Pavilion A. Ms. Puryear noted that the Town will co-sponsor the event to allow a bounce house
that will be manned for the entirety of the event. Culpeper Human Services will provide liability
insurance upon approval of the event but prior to permit issuance.

Ms. Steele recused herself for the next application and transferred the meeting to the Vice-Chair,
Mr. Duey.
Major Event – Haunted Hustle 5K & Spooky Sprint: Ms. Puryear presented a request by Culpeper
Renaissance, Inc. to utilize Yowell Meadow Park for a family-friendly event. The event will be held
November 1, 2025 in Pavilion A.
Motion: By Ms. Dyke, to approve the application as presented

Mr. Duey transferred the meeting back to the Chair, Ms. Steele.
Major Event – Special Olympics Bocce Ball Practice: Ms. Puryear presented a request by Tabitha
Freeman to utilize Yowell Meadow Park for Special Olympics Bocce Ball practice. The practice will
be held every Thursday from August 28, 2025 to September 9, 2025 from 6:00pm to 7:00pm.
Discussion ensued regarding the fee for this and future events on the same nature. The
Commission will work with Staff to come up with a policy for this moving forward.
Motion: By Ms. Dyke, to approve the application as presented with a $50 fee for the
duration of the use.

Other Business
Chair Report: Ms. Steele informed the Commission that she missed the previous Culpeper County
Parks and Recreations meeting but was given a summary of the meeting and presented it to the
Commission.
Ms. Steele noted that the disc golf course’s signage needs to be updated with directional and
requested that “work in progress” signage be added in the meantime.

Ms. Dyke inquired about the changing stations being placed in all bathrooms in the parks. Ms.
Puryear will inquire on the status.
Follow-up Items
Update on Disc Golf Course: Ms. Puryear informed the Commission that she is working with Public
Works to update the signage on the course. Ms. Puryear intends to walk the course this week to
determine what signage will need to be updated.
Comprehensive Plan Update for Parks & Recreation Section: Ms. Puryear opened discussion with
the Commission regarding Chapter 9, Parks, Recreation & Open Space, of the Town’s
Comprehensive Plan. There was no discussion held.
Ms. Puryear presented a Major Event Guidebook from 2019 that she found. She plans to add it to
next meeting’s agenda for discussion.
Ms Steele inquired about updates regarding Kestner Wayside Park. Ms. Puryear updated the
Commission that the Developer is working with VDOT but there is no real update as on yet.

PART 5: Security Plan
Security Plans are mandatory for street closures, parades, park gatherings, any event that
happens between dusk and dawn, and sidewalk gatherings (if involves a procession of more than
50 people crossing streets). Security Plans shall address traffic disruption, pedestrian safety,
starting and ending times, lighting, and any other factors bearing on the safety, order, and
accessibility of streets and sidewalks, including sign size, maximum number of persons in an area,
sound amplification, and control of animals. Events that require security plans also require proof
of insurance listing the Town as an additional insured. As outlined in Chapter 21, Article II of the
Town Code, the security plan shall provide for the applicant to pay for the costs of Town/County
personnel or private contractors called for under the security plan. The applicant shall pay all
costs incurred under this subsection (b)(6) within seven (7) calendar days after billing. If

assistance is needed in developing the security plan, please contact the Town Police department.
The Town shall supply a model security plan to the applicant upon request.
PART 6: Fees
Town staff will review the event application and determine the total cost of fees depending on
the level of services provided by the Town and uses requested by the applicant. A summary of
fees will be provided to the applicant to accept before issuance of the permit. The typical fee
structure may include the following fees or others as deemed necessary depending on the details
of the event:
• $100 if Security Plan is required
• $50 per pavilion reservation
• Up to $750 stage rental
• Public Works at $37.18 per employee hour and $55.77 per employee hour of overtime
• Police Department at $39.87 per employee hour and $59.81 per employee hour of
overtime
*Policy Regarding Political Assemblies – The goal in administering Town of Culpeper (The Town) owned property is
to preserve streets, sidewalks, and parks for their intended uses, which includes public assembly for purposes of free
expression. The Town affirms that a price cannot be placed on the right of free expression. Therefore, The Town of
Culpeper waives all fees for pavilion rental, park rental, trash cans, traffic control devices, public works staff time,
and police coverage involved with public assemblies for the purpose of political action. Portable restrooms are
recommended for larger public events but are not required as a provision by the applicant. The aforementioned
policies are retroactive to January 1, 2020.
The Town reserves the right to cancel or relocate the rental if necessary
for the safety of the renter or the safety of the public.

The Town of Culpeper would like to thank you for choosing historic Culpeper, Virginia as
the host town for your event! Festivals, events, and tourism have an important impact on
the civic and economic life of Culpeper. We are sure you will find a cooperative and friendly
spirit among the businesses, merchants, employees, and residents of Culpeper.
Once you complete the required special events application, a variety of Town departments
will be involved in the logistics required to produce a safe and successful community event.
In an effort to simplify the requirements of event organizers, the Town has compiled this
event application packet to help guide you through the planning process.

Major Event Guidelines
What is A Major Event?
A major event is defined as any festival, concert, parade, running/ walking event, public
performance, announced public gathering, or a private event of 75 people or more held on public
property of the Town. Major events must go through the major event permit application process,
whether yours is a new or reoccuring annual event.
The approval process for a major event is as follows:
1. Major Events Guidebook: The guidebook will guide the applicant through the application process.
Town planning staff is available to discuss the major event prior to submitting an application.
2. Application Submission: Applications shall be submitted to the Planning & Community
Development Department (400 S Main Street, Culpeper, VA 22701) at least 60 days in advance
of the proposed event.
3. Application Review: The Planning & Community Development Department, Police Department,
and Public Works Departments will review the application and materials submitted and
recommend approval or return the application to the applicant with comments to be addressed.
Each department will also determine what additional Town services will be required and their
respective fees.
• Approval: The application will go to the Parks and Rec Commission recommended for
approval.
• Returned as Incomplete: If the application is returned as incomplete, the Planning
& Community Development Department will inform the applicant of outstanding
comments that need to be addressed. The applicant can then resubmit an official letter
to the Planning & Community Development Department outlining how the outstanding
comments will be resolved. Once all application materials are submitted and outstanding
comments are addressed, Town staff will review the application and forward a report
and recommendation to the Parks and Recreation Commission.
• Presentation by Applicant to Parks and Recreation Commission: The Applicant will present
the proposed event to the Parks and Recreation Commission. The Commission wil make
a final decision of approval or denial of the event.
4. Major Event Permit: Once the event is approved, the permit can be picked up at the Planning
& Community Development Department. The applicant will be responsible for paying all
applicable fees at this time.

General Information
1. Layout: Please provide an area map indicating the location of the following items that may be applicable to
your event. Please include any other features that may not be listed below. Maps of each park are included
in this packet to use as your base map. Larger sized maps can be obtained at the Department of Planning
& Community Development.

2. Insurance: Major event organizers are responsible for any and all damages caused by their organization,
volunteers, employees, participants, and spectators. In order to protect the Town against financial loss arising
from any incidents or accidents that may occur, the sponsoring organization must provide appropriate
insurance to protect both them and the Town. Evidence of the coverage must be provided in the form of a
Certificate of Insurance listing the Town of Culpeper as an additional insured, covering all of the event days,
including set up and take down days and must be presented to the Town of Culpeper at least 30 days prior to
the event. At a minimum, the policy must cover $1,000,000 per incident. Event sub-contractors are required
to have the same coverage. Additional coverage may be required dependent upon the risk factor of your event.
The Town of Culpeper’s insurance carrier, VACoRP, offers a Tenant Users Liability Insurance Program (TULIP)
as an insurance option for individuals and groups seeking to hold events or organized activities on Town
property. Using this program, event organizers can get a quote and purchase coverage online. The cost for a
policy is dependent on the type of event and projected attendance. The following link will bring you to the

3. Compliance: Events must comply with all local, state, and federal laws and ordinances. This includes, but is
not limited to, park rules, sound ordinances, and solicitation laws. The event must not deviate from what is
presented in the application. The Town Police Department has the right to shut down the event immediately if
not in compliance with these laws and the approved Major Event Application.
Food and Beverage Concessions
1. Health Department: Health and licensing requirements apply to all food/ beverage sales. Permits can be
obtained from the Culpeper County Health Department. As the event coordinator/ sponsor, you must submit a
listing of all food vendors that are scheduled to be at your event to the Health Department at least two weeks
prior to the event date to ensure all vendors are properly licensed. Health and licensing inspectors will visit the
event and have the authority to close any food/ beverage sales operations not in compliance with health and
licensing regulations. All permits must be clearly displayed.
2. Waste containment: Vendors may not deposit any materials or items at the event site. Grease barrels, ash
containers, and gray water containers should be provided as necessary.
3. Alcohol: Alcohol is prohibited in Town parks and public spaces.

Traffic
1. Street Closures: If any activities are planned in public spaces but not in the public parks, please refer to Town
Code, Chapter 21 Article II: Parades, Temporary Street Closures, Sidewalk and Park Gatherings, and Unattended
Non-Commercial Displays and coordinate with the Police Department. Alleys and roads must remain unblocked
at all times throughout the event.
2. Parking: A vehicle may not be parked or driven on any sidewalk or Town-owned grassy area without prior
written approval from the Town. You will need to develop parking plans and indicate them on the area map.
Please note all areas on the event map where public parking is available, shuttle service is provided, parking is
restricted, traffic is detoured, and appropriate signage is located. The Police Department may require shuttle
services for larger events.
Security and Safety Procedures
1. Event Security: The Town Police Department will determine if security is necessary. The Police Department will
have final determination on the number of officers and vehicles needed for your event based on crowd sizes,
parking plans, and traffic flow.
• Only sworn officers are allowed to secure the event.
• In the event that additional officers are required, the Police Department will make every effort to provide
the additional personnel. The costs associated with the additional police services will be placed upon
the event sponsor.
2. Safety Plan: The applicant will work with the Police Department to develop a safety plan for your event to
address procedures for crowd control, collection and depositing of cash, entry points for emergency vehicles,
communication, emergency evacuation, severe weather procedures, and anything else deemed necessary by
the Police Department.
3. Beyond Park Hours: If your event will take place after park hours (one hour before and after sunrise and sunset)
you will need approval from the Town Manager.
Entertainment
1. Entertainment Schedule: If entertainment will be provided at the event, please attach a listing of all entertainment,
indicating the name of the act, type of entertainment provided, and hourly schedule.
2. Parades, Processions, Bike Races, and Foot Races: Town street closures for the use of parades, processions, bike
and foot races, etc, must be indicated on the special event permit and accompanied by a detailed proposed
route map. You must follow the regulations outlined in Town Code, Chapter 21 for any street closure.
3. Noise Control: Please respect the neighborhoods surrounding the park where your event is taking place by
pointing your speakers to the park’s interior and keeping volumes to a reasonable level.

Sanitation
1. Restrooms: The event organizer is responsible for providing and servicing additional portable restrooms for
events. Please include provisions for people with disabilities. Restroom and portable toilet facilities must be
properly maintained and restocked throughout the event. Arrangements must be made to have this done on a
regular basis. As a general rule: 1 unit per 100 people plus 1 ADA accessible facility.
2. Trash: Trash must be disposed of in Town provided trash cans. The amount of trash cans needed will be
determined based on estimated attendance.
3. Final Clean Up: The event organizer is responsible for all event clean up. Public Works will pick up the Town
provided trash carts at the conclusion of your event. If Public Works has to perform any additional clean up,
you will be charged for the services through a claim against the insurance the applicant provides.
Building Department
1. Tents: If you plan to erect a tent or canopy over 900 square feet in the event area, it will be necessary to contact
the Culpeper County Building Department at 540-727-3405 for a building permit.
2. Inspections: The Building Department has the right to conduct an on-site inspection of all tents, bleachers,
platforms, and other structures.
Services and Fees
1. All events have a $100 Administrative Application fee, and additional fees are determined based on the services
that are deemed necessary by the Town departments. Examples of the type of services provided include, but
are not limited to, police officer personnel, emergency medical personnel, public works personnel, additional
trash receptacles, coordination of parking and/or shuttle services, and other services to make the event safe
and successful. The applicant will receive an itemized cost estimate after the application is reviewed by the
Town departments. Because every event has many variables, cost estimates cannot be provided until the
reviewing departments have the opportunity to review all unique circumstances.

MAJOR EVENT APPLICATION (Application must be submitted within 60 days of the event)
A copy of the Town of Culpeper Major Event Guidebook can be found at www.townofculpeper/guidebook.com. The guidebook
details the necessary steps of the application and approval process, required application materials, important contacts, and
other items related to planning for an event. There is a $100 administrative application fee for submission and review of an
application . All applications are reviewed by the Town of Culpeper Planning and Community Development, Police and Public
Works departments to determine what additional services and support must be provided by the Town in order to have a safe
and successful event. Additional services fees are unique for each event based on the Town services provided. Fees must be
paid prior to issuance of a permit. All major events require proof of insurance.
