Main Street – Economic Development Center Call to Order Chair Ms. Steele called the meeting to order at 5:02 p.m. Call of Roll Members Present: John Barrett David Duey Jamie Dyke – arrived at 5:20 p.m. Corrinn Compton Gwen Steele Staff Present: Sandra Puryear, Town Planner Andrew Hopewell, Director of Planning and Community Development Kelli Carmichael, Planning & Zoning Assistant Approval of Agenda Ms. Puryear requested to add an item under New Business to discuss a mural project for Yowell Meadow Park Motion: By Mr. Duey, to approve the agenda as amended Seconded: By Mr. Barrett Vote: Approved 4-0, 1 Absent Approval of Minutes Motion: By Mr. Duey, to approve the minutes as presented Seconded: By Mr. Barrett Vote: Approved 4-0, 1 Absent Comments & Correspondence from Citizens on Items Not on the Agenda None. New Business Major Event – Faith & Freedom Rally: Ms. Puryear presented a request by Albert Yowell to utilize Yowell Meadow Park for Faith & Freedom rally. The event will be held October 19, 2025 in Pavilion A. Motion: By Ms. Steele, to approve the application with the condition that only one speaker be used and it must face away from houses and walking paths. Seconded: By Mr. Duey Vote: Approved 4-0, 1 Absent Mural Project: Mr. Hopewell presented a request, on behalf of the Tourism Department, that would have a mural painted by a local artist on the skate park at Yowell Meadow Park. Mr. Hopewell Parks & Recreation Commission Minutes September 29, 2025 Page 1 Page 3 of 10 stated the murals would not be located on the skating surface but the sides of the structures. Discussion ensued regarding the project’s timeline for completion. Motion: By Mr. Duey, to approve the project as presented Seconded: By Mr. Barrett Vote: Approved 4-0, 1 Absent Unfinished Business None. Report of the Commission Chair Report: Ms. Steele informed the Commission that during the most recent Culpeper County Parks and Recreation meeting the group received a tour of the pool facility. Ms. Steele has recently met the head of a local disc golf team and hopes to collaborate with him on future tournaments to be held at Rockwater Park. Ms. Steele informed the Commission that she received a resident complaint regarding official field trips being held at Rockwater Park by schools outside of the local area. The resident’s complaint was that the size of these groups showing up to use the splash pad made local residents feel they were being forced out of the park. Ms. Puryear will look into this matter. Commission member comments: None. Report of Town Staff Update on Disc Golf Course: Mr. Puryear noted that more tees and baskets were moved by Public Works that the two (17 and 18) requested. Discussion ensued regarding the course lay out requiring that the discs be played across the walking path at multiple points and how to make this safer for those on the paths. Ms. Puryear suggested that the course layout be reverted back to the original layout with the changes being made to 17 and 18, as the original layout is best for tournament play per the professional course designer. The Commission agreed to this. Major Events Guidebook/Best Practices: Ms. Puryear requested the Commissions input on items to change and/or add. Ms. Puryear will update the out-of-date information in the meantime. Comprehensive Plan Update for Parks & Recreation Section: Ms. Puryear opened discussion with the Commission regarding Chapter 9, Parks, Recreation & Open Space, of the Town’s Comprehensive Plan. There was no discussion held. Mr. Hopewell informed the Commission that the Planning Commission will begin their update on the Comprehensive Plan next month. Other Business Ms. Puryear presented the new website that will be used for park reservations beginning October 1. Ms. Puryear informed the Commission that she is working on the Town’s website to update the information regarding the parks. Ms. Puryear noted that Pavilion B currently does not have a grill. The Commission requested that Public Works replace the missing grill at Pavilion B. Mr. Hopewell informed that he is on the Public Pool Advisory Board along with others from Town and County offices and noted that the concerns regarding rates for Town residents is an ongoing Parks & Recreation Commission Minutes September 29, 2025 Page 2 Page 4 of 10 topic for the committee that is being worked through. Mr. Duey informed the Commission that he will not be in attendance for October’s meeting.
