New Business
Geocaching: The Commission held discussion on adding a geocaching container at Yowell Meadow
Park. Staff noted that an application did not accompany the request.
Motion: By Ms. Dyke, to approve adding a geocaching container to Yowell Meadow Park

Additional Shade at Rockwater Park: Ms. Steele opened discussion on the three shade options
provided by Staff. Ms. Steele inquired about informing the public that they can bring their own pop-
up tents via signage. Mr. Hopewell will inquire about signage with Ms. Puryear and noted that Staff
does inform the public of the option to bring their own pop-up tents when inquiries come to the
Department. Discussion ensued regarding the options and potential locations. Mr. Hopewell

informed the Commission that Public Works will determine the final locations. The locations will be
determined based on the ability of the ground under the shaded area to dry completely throughout
the day but they will be in the vicinity of the splash pad. The Commission agreed on option three.
Budget Items: The Commission went over the previously discussed “caution” signage in the areas
needed at Rockwater Park and Disc Golf basket signage as items to include in the budget request
for FY27. The funds for the changing stations that will be added in all bathrooms and the
reconfiguration of the Disc Golf course have already been allocated and do not need to be included
in the FY27 budget. Staff will research dog waste stations at Heritage Park and the mulched area
around the East Culpeper Street lot and provide those numbers to the Commission. Ms. Steele
asked that Commissioners email her any additional items they wish to add and she will pass it
along to Staff.
Mr. Barrett drafted a job description for a Parks and Recreation Coordinator for the Commission to
review. Discussion ensued regarding details and potential changes to the draft job description
language. Staff noted that Human Resources will makes the appropriate changes based on
equivalent positions.

budget request

Staff reiterated that the “caution” signage, Disc Golf basket signage and Parks and Recreation
Coordinator position would be included in the FY 27 budget request.

Report of the Commission
Chair Report:
Ms. Steele informed the Commission that she was still in talks with CAMBO. She and CAMBO
walked through the BMX trail determined that it is not a BMX trail and that the signage should be
removed. CAMBO plans to provide a mountain bike trail plan for the Commission to review.
Commission Member Comments:
Mr. Barrett inquired about the old utility building on Spring Street and whether or not they’ve been
converted to residences. Staff confirmed that those are now residences.
Report of Town Staff
Update on Disc Golf Course: Mr. Hopewell informed the Commission that Public Works is working
to get the course corrected to what is shown in the packet. Ms. Puryear is in the process of getting
the “caution” signage for the areas of the park where the course crosses the walking trail.
Update on Changing Stations: Mr. Hopewell informed the Commission that the changing stations
have been delivered and will be installed in the park restrooms by Public Works.
Major Events Guidebook/Best Practices: Discussion ensued regarding areas of the Guidebook/Best
Practices that Mr. Barrett was seeking clarification on. Staff and the Commission provided
clarification on these items in question. Mr. Hopewell requested that any additional comments be
provided to Staff by the end of the year to allow Ms. Puryear to provide the Commission with a draft
version at the next meeting.

Comprehensive Plan Update for Parks & Recreation Section: Mr. Hopewell noted that the Planning
Commission’s ideas for the Comprehensive Plan tie into the goals of the Parks and Recreation
Commission. Staff is requesting that the Commission email their ideas for what they wish to be
included in a vision statement as well as some of the things that are valued about the facilities and
amenities in Town. These ideas will be complied and brought to the January meeting for discussion
to determine which items to incorporate into the Comprehensive Plan.
Discussion ensued regarding the Commission’s desire for input from differently-abled residents and
the school-aged community. The Commission also discussed amending the bylaws to allow youth
membership on the Commission.

PART 5: Security Plan
Security Plans are mandatory for street closures, parades, park gatherings, any event that
happens between dusk and dawn, and sidewalk gatherings (if involves a procession of more than
50 people crossing streets). Security Plans shall address traffic disruption, pedestrian safety,
starting and ending times, lighting, and any other factors bearing on the safety, order, and
accessibility of streets and sidewalks, including sign size, maximum number of persons in an area,
sound amplification, and control of animals. Events that require security plans also require proof
of insurance listing the Town as an additional insured. As outlined in Chapter 21, Article II of the
Town Code, the security plan shall provide for the applicant to pay for the costs of Town/County
personnel or private contractors called for under the security plan. The applicant shall pay all
costs incurred under this subsection (b)(6) within seven (7) calendar days after billing. If

assistance is needed in developing the security plan, please contact the Town Police department.
The Town shall supply a model security plan to the applicant upon request.
PART 6: Fees
Town staff will review the event application and determine the total cost of fees depending on
the level of services provided by the Town and uses requested by the applicant. A summary of
fees will be provided to the applicant to accept before issuance of the permit. The typical fee
structure may include the following fees or others as deemed necessary depending on the details
of the event:
• $100 if Security Plan is required
• $50 per pavilion reservation
• Up to $750 stage rental
• Public Works at $37.18 per employee hour and $55.77 per employee hour of overtime
• Police Department at $39.87 per employee hour and $59.81 per employee hour of
overtime
*Policy Regarding Political Assemblies – The goal in administering Town of Culpeper (The Town) owned property is
to preserve streets, sidewalks, and parks for their intended uses, which includes public assembly for purposes of free
expression. The Town affirms that a price cannot be placed on the right of free expression. Therefore, The Town of
Culpeper waives all fees for pavilion rental, park rental, trash cans, traffic control devices, public works staff time,
and police coverage involved with public assemblies for the purpose of political action. Portable restrooms are
recommended for larger public events but are not required as a provision by the applicant. The aforementioned
policies are retroactive to January 1, 2020.
The Town reserves the right to cancel or relocate the rental if necessary
for the safety of the renter or the safety of the public.

PART 5: Security Plan
Security Plans are mandatory for street closures, parades, park gatherings, any event that
happens between dusk and dawn, and sidewalk gatherings (if involves a procession of more than
50 people crossing streets). Security Plans shall address traffic disruption, pedestrian safety,
starting and ending times, lighting, and any other factors bearing on the safety, order, and
accessibility of streets and sidewalks, including sign size, maximum number of persons in an area,
sound amplification, and control of animals. Events that require security plans also require proof
of insurance listing the Town as an additional insured. As outlined in Chapter 21, Article II of the
Town Code, the security plan shall provide for the applicant to pay for the costs of Town/County
personnel or private contractors called for under the security plan. The applicant shall pay all
costs incurred under this subsection (b)(6) within seven (7) calendar days after billing. If

assistance is needed in developing the security plan, please contact the Town Police department.
The Town shall supply a model security plan to the applicant upon request.
PART 6: Fees
Town staff will review the event application and determine the total cost of fees depending on
the level of services provided by the Town and uses requested by the applicant. A summary of
fees will be provided to the applicant to accept before issuance of the permit. The typical fee
structure may include the following fees or others as deemed necessary depending on the details
of the event:
• $100 if Security Plan is required
• $50 per pavilion reservation
• Up to $750 stage rental
• Public Works at $37.18 per employee hour and $55.77 per employee hour of overtime
• Police Department at $39.87 per employee hour and $59.81 per employee hour of
overtime
*Policy Regarding Political Assemblies – The goal in administering Town of Culpeper (The Town) owned property is
to preserve streets, sidewalks, and parks for their intended uses, which includes public assembly for purposes of free
expression. The Town affirms that a price cannot be placed on the right of free expression. Therefore, The Town of
Culpeper waives all fees for pavilion rental, park rental, trash cans, traffic control devices, public works staff time,
and police coverage involved with public assemblies for the purpose of political action. Portable restrooms are
recommended for larger public events but are not required as a provision by the applicant. The aforementioned
policies are retroactive to January 1, 2020.
The Town reserves the right to cancel or relocate the rental if necessary
for the safety of the renter or the safety of the public.

Please see the questions and answers below regarding CulpeperCon’s use of the Fitcore Course at Rockwater
Park.
1. Can people sign up at Rockwater Park while the event is occurring? Yes, however, they will likely not
be able to receive a T-shirt (see question/answer #2 below).
2. Will there be a fee for the event? Yes, the "fee" is going to be $10.00 strictly to offset the cost of and
availability of contestant T-Shirts. If they sign up at Rockwater Park there will be no fee charged
however they will not receive a T-shirt. They will sign a waiver and if under age will require
parental/guardian consent.
3. Will other park goers still be able to use the Fitcore course? The preferred answer is NO. Each
contestant/participant will be required to sign a liability safety waiver & understanding of the rules. We
want the event to be as fun as possible but at the same time we realize that we cannot be held liable.
With that said, any participant under the age of 18 must be accompanied by their parent/legal guardian.
There is concern regarding the liability if someone get hurts that has not signed the waiver or followed
instructions.

The Culpeper Library has requested to utilize the Ninja Adventure Course at Rockwater Park as
part of the upcoming CulpeperCon Major Event.
Reviewing agencies have expressed concerns regarding operational logistics and liability
management associated with this activity.
Town staff from the Clerk’s Office, Public Works, Police Department, and Tourism Department
met to discuss these concerns and identify appropriate mitigation measures.
To address liability requirements, CulpeperCon will be required to install temporary fencing
within the existing fenced area surrounding the Ninja Adventure Course. This temporary fencing
will segment and control access to the course to ensure that all participants properly complete
and sign liability waivers prior to participation.
The Ninja Adventure Course activity will remain open to the public during the event; however,
access will be managed through the designated waiver-controlled entry point.

PART 5: Security Plan
Security Plans are mandatory for street closures, parades, park gatherings, any event that
happens between dusk and dawn, and sidewalk gatherings (if involves a procession of more than
50 people crossing streets). Security Plans shall address traffic disruption, pedestrian safety,
starting and ending times, lighting, and any other factors bearing on the safety, order, and
accessibility of streets and sidewalks, including sign size, maximum number of persons in an area,
sound amplification, and control of animals. Events that require security plans also require proof
of insurance listing the Town as an additional insured. As outlined in Chapter 21, Article II of the
Town Code, the security plan shall provide for the applicant to pay for the costs of Town/County
personnel or private contractors called for under the security plan. The applicant shall pay all
costs incurred under this subsection (b)(6) within seven (7) calendar days after billing. If

assistance is needed in developing the security plan, please contact the Town Police department.
The Town shall supply a model security plan to the applicant upon request.
PART 6: Fees
Town staff will review the event application and determine the total cost of fees depending on
the level of services provided by the Town and uses requested by the applicant. A summary of
fees will be provided to the applicant to accept before issuance of the permit. The typical fee
structure may include the following fees or others as deemed necessary depending on the details
of the event:
• $100 if Security Plan is required
• $50 per pavilion reservation
• Up to $750 stage rental
• Public Works at $37.18 per employee hour and $55.77 per employee hour of overtime
• Police Department at $39.87 per employee hour and $59.81 per employee hour of
overtime
*Policy Regarding Political Assemblies – The goal in administering Town of Culpeper (The Town) owned property is
to preserve streets, sidewalks, and parks for their intended uses, which includes public assembly for purposes of free
expression. The Town affirms that a price cannot be placed on the right of free expression. Therefore, The Town of
Culpeper waives all fees for pavilion rental, park rental, trash cans, traffic control devices, public works staff time,
and police coverage involved with public assemblies for the purpose of political action. Portable restrooms are
recommended for larger public events but are not required as a provision by the applicant. The aforementioned
policies are retroactive to January 1, 2020.
The Town reserves the right to cancel or relocate the rental if necessary
for the safety of the renter or the safety of the public.

In looking at the plan, they have changed it from last year. Last year that started at Culpeper Baptist and went down
Blue Ridge Ave to Evans, Main St and Chandler St. This year with starting at the YMP they will be using much of the
sidewalk along Blue Ridge, Evans, Main, Chandler and Blue Ridge. Spring St would be the only area that does not have a
sidewalk. The PD would do temporary traffic detours on Chandler St and Blue Ridge with the participants are in that
area. It should only be minimal traffic disruption.
We have worked with the group in the past and there were never any issues. I will reach out to the organizer to make
sure that they have Rescue Company 11 on location as well as volunteers from the Knights of Columbus on hand.

to the event, performance, and services to be provided in relation to the event for
individuals with disabilities.
Applicant agrees to reimburse the Town of Culpeper for any damage of public property
as a result of the Applicant’s use of the facility.
Applicant and guests shall not exclude anyone in participation, deny anyone benefit of,
or otherwise subject anyone to discrimination because of the person’s race, color,
national origin, age or disability.???

Pets must be kept on a leash no longer than six (6) feet and remain under control of
their handler while on Town property. Pet owners are responsible for pick-up, bag and
placement of pet feces in the appropriate containers.

and resident, non-resident? Is the administration fee refundable?
