Ms. Puryear noted that the Heros Bridge and CulpeperCon applications have been rescinded and
can be removed from the Agenda.

Comments & Correspondence from Citizens on Items Not on the Agenda
Mr. Hardy will prepare a presentation with updates from County Parks and Recreation for next
month’s meeting.
New Business
Major Event – Pearl Sample: The Commission considered an event application for an annual field
trip for Pearl Sample to utilized Yowell Meadow Park for their 5th Grade end of the year event on
Tuesday, May 19th. Ms. Puryear noted that the students will be transported to and from the event
via bus.
Motion: By Mr. Barrett, to approve the application as presented

Vote: Approved 5-0
Major Event – Operation First Response: The Commission considered an event application by
Bishop’s Events to host a charity 5K through Yowell Meadow Park on August 8th. Ms. Puryear
noted that the applicant working to obtain a parking agreement with the County to utilize their lot
across Blue Ridge Avenue and that the applicant intends to obtain insurance once that application
is approved.
Motion: By Mr. Duey, to approve the application pending the applicant obtains
insurance

Major Event – Special Olympics: The Commission considered an event application by the Culpeper
Police Department to host a charity 5K through Yowell Meadow Park on May 30th.
Motion: By Mr. Barrett, to approve the application as presented

Major Event – Lifespring Pregnancy Center: The Commission considered and event application for a
fundraising and community event and 5K at Yowell Meadow Park on May 2nd. Ms. Puryear noted
that the route has been changed this year and that Town Police will be stationed at all crossing
where there is not a crosswalk. Ms. Puryear additionally noted that the Applicant is working to
obtain insurance.
Motion: By Mr. Duey, to approve the application pending the applicant obtains
insurance and a parking agreement for the County lot.

Major Event – CARS: The Commission considered an event application by Christ-Centered Addition
Restoration Services to host a 5k through Yowell Meadow Park on April 18th. Ms. Puryear noted
that the Applicant is working to obtain insurance and a parking agreement with the County.
Motion: By Mr. Duey, to approve the application pending the applicant obtains
insurance and a parking agreement for the County lot.

Proposed Bylaw Change: Ms. Puryear opened discussion regarding the proposed bylaw change that
would add a student member. The Commission held discussion and agreed to the following:
The student must be a resident of the Town
The term will be for 1 year
The student must be of high school age
The Commission also agreed not to name specific schools to ensure that all high school-aged
students would qualify.
The Commission agreed to not amend the bylaws to add language to have a person with disabilities
as a commissioner. Ms. Steele noted that any individuals, regardless of disability, are welcome to
join the Commission. Mr. Hardy suggested adding an organization as a resource for input on
matters rather than a single individual to represent the needs of all disabilities.
Unfinished Business
Ms. Steele inquired if Staff has been able to identify the other localities that have been using the
splash pad at Rockwater Park for field trips. Ms. Puryear informed that Commission that she has
not been able to pinpoint who was utilizing it for that purpose.
Report of the Commission
Chair Report:
Ms. Steele informed the Commission that as a result of her attendance at the County Parks and
Recreation meetings, she feels the rapport is strengthening between the Town and County
commissions.
Commission Member Comments:
None.
Report of Town Staff
Update on Disc Golf Course: Ms. Puryear informed the Commission that progress has been delayed
due to weather.
Update on Changing Stations: Ms. Puryear informed the Commission that all bathrooms at Yowell
Meadow Park and Rockwater Park now have changing stations.
Major Events Guidebook/Best Practices: Discussion ensued regarding questions outlined on the
homework sheet created by Mr. Barrett. The Commission agreed that there should be two separate
forms for major events and general pavilion/field rentals. Regarding the application submission
deadline, discussion ensued with the Commission ultimately deciding that applications should be
submitted at least 60 days in advance of the proposed event.
Ms. Steele requested that the Commissioners look through the remaining items on the sheet and
provide comments to discuss at next month’s meeting.
Comprehensive Plan Update for Parks & Recreation Section: Ms. Puryear inquired if the
Commission is interested in updating the vision statement for the Parks and Recreation section of
the Comprehensive Plan. The Commissioners will bring their ideas for a vision statement to next
month’s meeting.

Maps of each park can be obtained in the Department of Planning & Community Development.
PART 5: Security Plan
Security Plans are mandatory for street closures, parades, park gatherings, any event that
happens between dusk and dawn, and sidewalk gatherings (if involves a procession of more than
50 people crossing streets). Security Plans shall address traffic disruption, pedestrian safety,
starting and ending times, lighting, and any other factors bearing on the safety, order, and
accessibility of streets and sidewalks, including sign size, maximum number of persons in an area,
sound amplification, and control of animals. Events that require security plans also require proof
of insurance listing the Town as an additional insured. As outlined in Chapter 21, Article II of the
Town Code, the security plan shall provide for the applicant to pay for the costs of Town/County
personnel or private contractors called for under the security plan. The applicant shall pay all
costs incurred under this subsection (b)(6) within seven (7) calendar days after billing. If

assistance is needed in developing the security plan, please contact the Town Police department.
The Town shall supply a model security plan to the applicant upon request.
PART 6: Fees
Town staff will review the event application and determine the total cost of fees depending on
the level of services provided by the Town and uses requested by the applicant. A summary of
fees will be provided to the applicant to accept before issuance of the permit. The typical fee
structure may include the following fees or others as deemed necessary depending on the details
of the event:
• $100 if Security Plan is required
• $50 per pavilion reservation
• Up to $750 stage rental
• Public Works at $37.18 per employee hour and $55.77 per employee hour of overtime
• Police Department at $39.87 per employee hour and $59.81 per employee hour of
overtime
*Policy Regarding Political Assemblies – The goal in administering Town of Culpeper (The Town) owned property is
to preserve streets, sidewalks, and parks for their intended uses, which includes public assembly for purposes of free
expression. The Town affirms that a price cannot be placed on the right of free expression. Therefore, The Town of
Culpeper waives all fees for pavilion rental, park rental, trash cans, traffic control devices, public works staff time,
and police coverage involved with public assemblies for the purpose of political action. Portable restrooms are
recommended for larger public events but are not required as a provision by the applicant. The aforementioned
policies are retroactive to January 1, 2020.
The Town reserves the right to cancel or relocate the rental if necessary
for the safety of the renter or the safety of the public.

The Culpeper Community Pool is a seasonal outdoor aquatics facility located adjacent to the Culpeper County Fieldhouse at the Culpeper Sports
Complex – 16358 Competition Dr., Culpeper, VA 22701. The anticipated opening date is Memorial Day 2026.
The facility will be managed by the Culpeper County Parks & Recreation Department under the direction of the Culpeper Pool Advisory Committee
which is made up of Town and County Staff.

RECREATION SCHOLARSHIP PROGRAM
About the Program: A designated amount of funds will be applied to a Culpeper County
or Town family or individual’s Culpeper County Parks & Recreation (CCPR) account to be
used to participate in an activity hosted by Culpeper County Parks & Recreation.
QUALIFYING CRITERIA
a) RS funds are available to Culpeper County or Town Residents of any age.
b) RS funds will be distributed once the Recreation Scholarship Program Application
has been completed and all documentation submitted and approved by the Parks
& Recreation Department.
c) Applicants must submit the RS Application and show a copy of the most recent
Federal and State Tax Return.
d) RS applications will be available on a first come first served basis, as funds allow.
e) RS applications are valid for the current fiscal year – July 1st – June 30th.
f) Criteria for approval is be based on two (2) times Federal poverty guidelines.

BY-LAWS FOR CULPEPER PARKS AND RECREATION COMMISSION Formatted: Top: 0.5", Bottom: 0.5"
The Culpeper Town Council and the Culpeper Parks and Recreation Commission have adopted
and from time to time amended the following articles in order to facilitate the powers and duties of the
Commission.
ARTICLE I
That there is hereby created a Commission to be known as the Parks and Recreation Commission
for the Town of Culpeper, hereinafter referred to as the “Commission”.
ARTICLE II
Purpose
The Parks and Recreation Commission shall serve as an advisory body to the Town Council, and
as a Liaison between the Town government and citizens of the community. The Commission shall advise
the Town government on matters affecting recreation policies, programs, acquisition or disposal of lands
and properties related to the Town’s Parks and Recreation Plan.
ARTICLE III
Membership
Section 1
The Commission shall consist of five (5) members appointed by Town Council at large, with one
member of Council serving on the Commission. At least three (3) of the members shall be Culpeper
Town residents and one (1) member can be a Culpeper County resident. The Town Manager shall select
a staff member to act as a coordinator and advisor to the Commission, with the right to attend and
participate in all meetings of the Commission, but not entitled to vote.
Section 2
The initial term of office for Commission members shall be for a term of four (4) years. The
Commission members shall serve at the pleasure of Council. Terms shall expire on December 31st of
each year. Upon expiration of their original terms of office, each succeeding term shall be for four (4)
years.
Section 3
The Town Council may remove any member at any time, with or without notice and with or
without cause.
Section 4
The staff coordinator shall notify Council of any vacancies, due to resignation, death, or departure
from the Town (or departure from the County in the case of the Culpeper County member). The Town
Council may make an appointment for the unexpired term.

Section 5
Commission members shall serve without monetary compensation. If specific expenditures are
approved by Town Council, members shall be reimbursed for travel and subsistence to professional
recreation meetings, conferences and workshops, in compliance with the Town’s general policies.
Section 6
The Culpeper County Director of Parks & Recreation, or his designee, whom shall be a County
Employee or a member of the Parks & Recreation Advisory Committee, shall serve as an ex-officio
member of the Commission. Such advisor shall be notified of meetings and invited to participate,
however, such advisor is not entitled to vote, nor may their presence constitute a quorum or their absence
a lack of one.
The Commission may also have a Youth Member to serve as a representative of the Culpeper
community’s youth. The Member shall be a Town of Culpeper Resident, currently enrolled in High
School (public, private, or homeschooled) and be a sophomore, junior, or senior, with a term running
from July 1st to June 30th of the following year. The Youth Member shall serve as an ex-officio member Formatted: Superscript

entitled to vote, nor may their presence constitute a quorum or their absence a lack of one.
Section 7
All members are expected to attend meetings on a regular basis. Failure to attend fifty percent
(50%) of the Commission’s meetings in a twelve month period, shall constitute a resignation that must
be acted upon by a majority vote of the body.
ARTICLE IV
Officers
Section 1
Officers of the Commission shall be a Chairman, Vice-Chairman, and Secretary. Officers shall
be elected at the organizational meeting in January each year, to serve for one year.
Section 2
The Commission may adopt rules or procedure governing its procedures and not inconsistent
with the provisions of State and local laws. In the absence of an adopted rule, the Commission shall
follow Robert’s Rules of Order Newly Revised (current edition).
ARTICLE V
Meetings
Section 1
Regular meetings shall be held the last Monday of each month starting in January each year. All
regular meetings will be open to the public. Whenever there is no business for the Commission, the
Chairman may dispense with the regular meeting by providing notice to all members at least 3 business
days prior to the scheduled date of the meeting.

Section 2
Special meetings may be called by the Chairman or on written request of at least three (3)
members, the time and place to be designated in the notice of such call.
Section 3
The first regular meeting in January of each year shall be called the organizational meeting.
Purpose shall be for election of officers, presentations of the annual report, review the inventory report,
and such other business that may need to be considered by the Commission.
Section 4
A majority of the members present shall constitute a quorum. A majority of members present at
any duly constituted meeting shall have full authority of the Commission.
Section 5
The Commission shall permit full consideration and debate on every issue in question, subject to
such reasonable limitations as the Commission may adopt by rule of procedure and subject to a 2/3 vote
to terminate debate.
Section 6
The following shall be the order of business of the Commission: components may be included at
the discretion of the Chair who shall develop the agenda in conjunction with staff:
a. Call to Order

c. Consideration of minutes of last regular meeting and of special meetings held subsequently
and their approval or amendment.
d. Citizen petition
e. New Business
f. Unfinished Business
g. Reports of standing committees

ARTICLE VI
Duties and Responsibilities of the Commission
Section 1
The Parks and Recreation Commission shall recommend to Town Council procedures for
maintenance, operation, and supervision of the public parks and playgrounds, athletic fields, and

recreation centers and facilities owned or controlled by the Town of Culpeper. Requests for
modifications and additions to any facilities must be submitted through the Commission for
recommendation to Town Council.
Section 2
The Commission shall make recommendations to the Town Council for:
a. Establishment of a system for supervised and/or unsupervised recreation.
b. Setting apart for use as parks, playgrounds, recreation centers and/or areas, water recreational
areas, structures, lands or buildings owned or leased to the Town.
c. Improvement and development of such lands, buildings, and programs within those funds
allocated.
d. Construction, equipping, operation and maintenance of parks, playgrounds, recreation
centers, to include buildings and structures necessary or useful.
Section 3
The Commission shall advise Town Council of any offers or opportunities for any grant, gift,
bequest or donation, any personal or real property offered or made available for recreation purposes and
which is adjudged to be of present or possible future use for recreation or parks.
Section 4
The Commission shall assess the creation and park services of the Town and communicate the
needs and desires of the community to the Town Council, investigate and determine the needs and
interests of the community for recreation facilities and programs and recommend recreational activities
to meet these needs.
Section 5
The Commission may establish such citizen advisory sub-committees as may be deemed
necessary to assist them in advising on planning and implementation of the recreational programs or
facilities. Such sub-committees may not, however, expend Town funds.
Section 6
The Commission shall determine and establish the general policies to be followed in carrying out
the functions for which the Commission was established.
Section 7
The Commission shall have no authority to enter into any contract or incur any obligation binding
the governing body of the Town of Culpeper.
The Commission and assigned Town staff shall prepare and recommend to the Town Manager an
annual budget sufficient to finance Parks & Recreation and which the Commission feels necessary for
the welfare of the Town’s residents. The budget shall be submitted to the Town Manager at the time
designated by him to hear the requests.

a. The Commission shall annually recommend to the Town Manager a budget for capital
improvements (acquisition and development) in accordance with the Town’s Comprehensive
Plan for parks and recreation.
b. Funds appropriated by the governing body of the Town of Culpeper and budgeted for Parks
and Recreation shall not be reallocated without notification to the Commission.
c. The Commission shall have the authority to establish, under the control of the Town
Treasurer, a Capital Improvement Reserve Fund that will receive donated and charitable
moneys for the purpose of funding capital outlay or improvement projects.
Section 8
Planning Duties and Responsibilities
The Commission shall assist in preparation of the Parks and Recreation Plan with the Town
Planning staff for the acquisition and development of an adequate system of parks, and facilities for the
Town’s residents and update same yearly consistent with the Town’s Comprehensive Plan.
ARTICLE VII
Section 1
Assigned Town Staff Coordinator
The assigned Town Staff coordinator shall work closely with the Commission, attend all regular
meetings and such special or committee meetings as the Commission may deem necessary. The staff
coordinator shall keep the Commission informed concerning the interest, needs, objectives, progress,
plans, and other factors of importance to them. The staff coordinator shall have a continuing
responsibility to explain program objectives, assist in details of organizations and all matters related
thereto. The staff coordinator shall be the official medium of communication between Town staff and
the Commission.
Section 2
Chairman
The Chairman shall preside at all meetings, sign official papers, appoint sub-committees, with
approval of Commission, call special meetings when deemed advisable, and perform all such duties as
usually handled by a Chairman, except when such duties are properly delegated.
Section 3
Vice-Chairman
The Vice-Chairman, in absence of the Chairman, shall perform all the duties of the Chairman.
The Vice-Chairman shall be charged with the responsibility of coordinating all standing and temporary
committee functions as planned by the Commission. In the absence of both the Chairman and the Vice-
Chairman, the Commission shall elect a Chairman Pro Tempore who shall assume the duties of the
Chairman.
Section 4
Secretary
The Secretary shall keep or cause to be kept a full and true permanent record of all regular and
special Commission meetings, and to include reports of standing committees. The Secretary shall be

custodian of all documents committed to recommendations as approved by Town Council. It will be the
responsibility of the Town Manager to forward such documents to the Secretary, issue or cause to be
issued notices of regular and special meetings, issue minutes of the previous meeting to the commission
members prior to all meetings, and perform all other such duties as are pertinent to the office. The
Secretary shall be a member of staff selected by the Town Manager and may be the staff coordinator.
ARTICLE VIII
The Parks and Recreation Commission shall make full and complete reports to the governing
body on a quarterly basis or at such times and the governing body may request or deem proper. The
fiscal year of the Commission shall conform to that of the governing body of the Town of Culpeper.
ARTICLE IX
These By-Laws may be amended by the Commission members at a meeting held after reasonable
written notice to the members, subject to ratification by Town Council.
