Call to Order
Chair Ms. Steele called the meeting to order at 5:02 p.m.

New Business
Friends of the Rappahannock: Ms. Puryear informed the Commission that all reviewing agencies
have approved the application and the trash bags will be provided.

Sports VA Vibe: Ms. Puryear informed the Commission that all reviewing agencies have approved
the application and that she is waiting to receive the insurance from the applicant. Discussion
ensued regarding field use.
Motion: By Mr. Duey, to approve the application provided the applicant obtain
insurance and only the front field is to be used.
Seconded: By Mr. Barrett
Vote: Approved 3-0, 2 absent
Presentation from Culpeper County Parks & Recreation Director regarding the County/Town Pool:
Mr. Hardy provided an update on the pool, including planned logistics and the proposed opening on
Memorial Day weekend. Discussion ensued regarding fee. Mr. Hardy plans to give a pool tour to the
Commission at their April meeting.
Proposed Bylaw Change: Ms. Puryear opened discussion regarding the proposed bylaw change that
would add a student member. Ms. Steele expressed that she felt that having a resource group to
provide input on youth needs rather than one or two individuals would be best. Discussion ensued.
Motion: By Mr. Barrett, to table the decision to add a student to the Commission until
the Commission invites the student population to a future meeting.
Seconded: By Mr. Duey
Vote: Approved 3-0, 2 absent
The Commission agreed to make the additional change to Article V, section 6 regarding the agenda
components.

Report of the Commission
Chair Report:
Ms. Steele noted that Yowell Meadow Park was full all of the most recent days with nice weather.
Commission Member Comments:
Mr. Duey would like a video of the Town’s parks put together and added to the Culpeper TV station.
Additionally, Mr. Duey expressed his feelings regarding the decrease in the Commission’s
involvement in the planning process over the past few years. Discussion ensued. Ms. Puryear will
work with Culpeper Media to get a video created and added to the TV station.
Report of Town Staff
Update on Disc Golf Course: Ms. Puryear informed the Commission that Ms. Steele signed a letter
noting the Commission’s support in the Madison Road Connector Trail. This will be included in the
grant seeking for the trail.
Staff has added a small informational section and QR code regarding the parks to a local
advertisement placemat that is provided to all patrons at IHOP.
Ms. Puryear reminded the Commission that the April 27th meeting will be held at the Culpeper
County Fieldhouse.
Motion: By Mr. Duey, to move the May meeting to June 1st.

Ms. Steele noted that she would like reservation signs to be placed at both baseball diamonds at
Yowell Meadow Park.
Motion: By Mr. Duey, to add reservation signs to the baseball diamonds at Yowell
Meadow Park
Seconded: By Mr. Barrett
Vote: Approved 3-0, 2 absent
Ms. Puryear informed the Commission of a conversation that was held with a neighboring county
wishing to utilize Rockwater Park for a field trip. She informed them that a bus cannot safely enter
Rockwater Park from Madison Road. Ms. Puryear had a follow up conversation with Lt. Ashley
Banks of the police department on the matter. As a result of these conversations, Ms. Puryear
suggests adding “No buses” signs at the Park’s entrance on Madison Road.
Motion: By Mr. Barrrett, to add “no buses” signs to both entrances of Rockwater Park
Seconded: By Mr. Duey
Vote: Approved 3-0, 2 absent
