Discussion Items Ms. Puryear introduced Connie Dalton as the Staff person assigned to the Board moving forward. Ridership Reports: Mr. Socha discussed the monthly ridership report. Board discussion Public Transportation Board Minutes Page 1 July 24, 2025 Page 3 of 9 ensued regarding events that VRT are involved in. Mr. Rothamel informed the Board that the Hybrid Demand route has been funded and will be rolling out in October. Other Business Update on sign replacement: Ms. Dalton informed the Board that all signs in right-of-way have been installed. Public Works is waiting on the easement language from VRT to move forward with installation on private property. VRT to be easement holder that allows for maintenance by Town Staff. Attendance: Ms. Dalton reviewed the attendance language laid out in Article III Section 6 of the bylaws. Reports of the County None. Reports of the Town Heritage Park/New Hub location: Ms. Dalton informed the Board of the potential tour of Heritage Park at next month’s meeting. Discussion ensued regarding the size of the shelter planned for Heritage Park. Ms. Wilson left the meeting at 2:54pm. Ms. Clements inquired about the Commerce Street shelter and its dedication placard. Ms. Puryear informed the Board of the damage that occurred to the shelter. Discussion ensued regarding the need for the shelter at this location as well as potential installation of a bench at this location or a concrete pad for dedication placard. Mr. Socha led discussion regarding potential shelter roof options that allow for less sun penetration. Ms. Clements inquired about the contingency to get people to the Hub if elevator are broken. Board discussion ensued regarding potential options. This led to additional discussion regarding potential railway incidents that could impact the routes and workarounds should they occur as well as the possible need for a second shelter. Reports of the Board Members Ms. Clements noted that VRT had hung photos of the previous Touch-A-Trolley contest winners. Mr. Socha informed the Board that UVA will no longer fund their portion of the Foothills Express. Mr. Socha asked the Board if Chair Fraizer could assist with drafting the language to needed for why UVA should continue to help fund the Foothills. Mr. Socha encouraged the Board to participate in the Grass Masters Golf and Texas Hold’em Tournament on October 8 & 9 as a participant or volunteer. Mr. Socha provided a foldable brochure to the Board and requested feedback. Public Transportation Board Minutes Page 2 July 24, 2025 Page 4 of 9 Ms. Kelly left the meeting at 3:30pm. Unfinished Business Touch-A-Trolley: The Board and those present voted for the winners of the Touch-A- Trolley picture contest. Ms. Puryear left the meeting at 3:35pm. Adjournment The meeting adjourned at approximately 3:46 p.m. Date Chairman Public Transportation Board Minutes Page 3 July 24, 2025 Page 5 of 9 August-2025 Transit Manager Report-Central  Ridership had an uptick this month despite the heat and afternoon storms which impacted the region.  We participated with the County and provided shuttle service for the elderly and disabled during the National Night out at the Field House.  Staff attended the Community Transportation Association of Virginia which was held in Roanoke. Training at the event included a review of drug and alcohol procedures, responsiveness to emergency situations and included the opportunity to network with other transit leaders and vendors.  We are fully staffed in Culpeper. As such, this has allowed us to create a pattern of consistency with scheduling for both workdays, routes and hours of service provided by our drivers.  We continue to run trials for the Stevensburg Hybrid fixed route which is planned to begin Oct. 2025.  The sun visors for the children who participated in this year’s Touch-A-Trolley were delivered to Kids Central.  We continue to work with U. Va and the Culpeper Wellness foundation relating to funding Foothills Express. In the event funding is not secured, the service will need modification.
