ADJOURNMENT Page 2 of 7 Public Transportation Board Regular Meeting August 28, 2025 Virginia Regional Transit Facility, 1099 Brandy Knoll Court, Culpeper, VA Call to Order – the meeting was called to order at 2:32 p.m. by Chair Frazier Members Present: Alan Anstine Karen Boushie Amy Frazier Christie Wilson Edward Dunphy *Lisa Peacock Members Absent: Elana Clements Staff/Others Present: Michael Socha, VRT Sandra Puryear, Town Planner Connie Dalton, Town Planner Kelli Carmichael, Planning and Zoning Assistant Bryan Rothamel, Director of Culpeper County Economic Development Teresa Carpenter, VRT Carol Hopkins, VRT Larry Embry, VRT *attended online (virtual attendees not permitted to vote per Town ordinance) Approval of Agenda Motion: By Ms. Wilson, to approve the agenda as presented Seconded: By Mr. Anstine Vote: Approved 5-0, 1 absent, 1 virtual Approval of Minutes Motion: By Mr. Anstine, to approve the minutes as amended Seconded: By Ms. Wilson Vote: Approved 5-0, 1 absent, 1 virtual Comments and Correspondence from Citizens, Visitors and Delegations in the Audience Pertaining to Items Not on the Agenda None. Discussion Items Ridership Reports: Mr. Socha discussed the monthly ridership report and noted that despite the heat and evening storms, ridership was up across the board. Mr. Socha informed the Board that the Foothills Express line has been fully funded since last meeting’s update. Public Transportation Board Minutes Page 1 August 28, 2025 Page 3 of 7 Other Business Attendance: Ms. Dalton reviewed the attendance language laid out in Article III Section 6 of the bylaws. Ms. Peacock discussed her attendance with the Board and expressed her desire to remain on the Board with a plan to attend more meetings. Board discussion ensued regarding Ms. Peacock’s attendance and a wish to review attendance on a quarterly basis. Motion: By Mr. Dunphy, to take no action regarding Ms. Peacock’s appointment Seconded: By Mr. Anstine Vote: Approved 5-0, 1 absent, 1 virtual Reports of the County Mr. Rothamel inquired about the route to and from the warming shelter. Board discussion ensued regarding a potential location of the shelter and opening times. Mr. Rothamel informed the Board that the Stevensburg Hybrid Demand route will begin in October. Reports of the Town Heritage Park/New Hub location: Ms. Puryear informed the Board that she and Mr. Socha met with Public Works on site to discuss shelter locations and trolley maneuverability. The shelter will be placed in the previously discussed location however, the shelter will be smaller than previously discussed. Public Works will be removing a parking space to accommodate the trolley’s turning radius. While on site, alternative plans in case of train track closures were discussed. Ms. Puryear informed the Board that Public Works will not be replacing the shelter at Wausau Place and Commerce Street. Mr. Socha noted that the stop will remain an Express stop to maintain the Express’ schedule. Private Property Easements: Mr. Socha identified locations where the easements are required. Ms. Dalton discussed November and December meeting dates with the Board as they currently fall on holidays. Motion: By Mr. Anstine, to combine the November and December meetings and meet on December 4th. Seconded: By Ms. Wilson Vote: Approved 5-0, 1 absent, 1 virtual Ms. Dalton informed the Board that the September meeting will begin at VRT and will include an offsite tour of Heritage Park. Adjournment Public Transportation Board Minutes Page 2 August 28, 2025 Page 4 of 7 The meeting adjourned at approximately 3:15 p.m. Date Chairman Public Transportation Board Minutes Page 3 August 28, 2025 Page 5 of 7 August-2025 Transit Manager Report-Central • We had impressive passenger counts for the month of August with most notable increases on the trolleys and county demand program. • The Stevensburg/Brandy Station Hybrid/Fixed demand is planned to begin on Sept. 30th. Like the Foothills Express, this program will operate on Tuesday’s, Wednesday’s and Thursday’s. Passenger cards will be presented at the meeting. Promotions of the program include social media and public presentations and postings on buses. • Through Street Level Media, we have completed a variety of bus advertisement installs. • The facility has received some general upkeep to include re-surfacing of the parking lot and a new retaining wall complete with landscaping on the hillside which showed erosion. • Newly designed ADA cards are in use for our passengers. The card has the VRT logo and includes a lost and found address. Lead Dispatcher, Carol Hopkns oversees the program. • Mike Socha, Central Transit Manager and Teresa Carpenter Operations Supervisor attended the Community Transportation Association of Virginia EXPO in Roanoke. The event (August 19-21) provided a variety of programs relating to safety and security, finance and leadership. • Touch-a-Trolley award winners work has been installed on the trolleys.
