Discussion Items
Ridership Reports: Mr. Socha discussed the monthly ridership report and noted that despite the small
dip in ridership of the Town’s Demand line and the plateau of the Express line, there is no cause for
concern. Mr. Socha noted that the County 1 and County 2 lines have surged in ridership.
Mr. Socha informed the Board that the Stevensburg/Brandy Station Hybrid line is set to start on
September 30th with drivers and buses already designated for the route. Mailers have been sent to the
residents and will be sent to the business owners in the area.

Discussion regarding amendment of agenda format: Ms. Frazier opened the discussion with a review
of the agenda format laid out in the bylaws. Discussion ensued regarding the formatting of the current
agenda and the bylaw agenda as well as what layout is best for the Board’s current needs. The Board
decided that the bylaw agenda will be used for next month’s meeting to determine if it fits and Staff
will present a draft agenda from the suggestions of today’s discussion and present it at next month’s
meeting.

Private Property Easements: Ms. Dalton presented an updated version of the spreadsheet provided
at last month’s meeting regarding the infrastructure at current and proposed stops as well as their
public or private property status. Discussion ensued regarding the accuracy of the information. Ms.
Dalton and Mr. Socha informed the Board that the spreadsheet is a work in progress and will be
updated for accuracy as information is received with the goal to identify all proposed bus stop signs
that will require an easement from the property owner prior to installation.
Off-Site visit to Heritage Park/New Hub Location: The Board traveled to Heritage Park on the
Trolley.
Mr. Socha showed the Board the proposed location of the Hub Site’s shelter and discussed the
process that VRT and Public Works took to determine the best location for the shelter.
The Board traveled back to VRT on the Trolley.

Transit Manager Report October-2025
On October 25th, VRT will be participating in the Trunk and Treat event at Culpeper
Wellness. This will be our second year as an active partner to this event.
The Stevensburg/Brandy Station Hybrid Fixed is now operational. We sent out a direct
mailer to the addresses associated with the original survey. Staff from VRT have also
been distributing information about the new program to various outlets in each region.
With the addition of the new Stevensburg route, we can continue connectivity with the
Va. Breeze Tuesday through Thursday. Monday & Friday; however, will continue to be
served by County 2.
The bus shelter at the depot is being worked on. We are waiting for additional
information relating to size of the footpad where the unit will be installed. Additional
information will be provided at the meeting.
Mandatory training for all VRT staff was held on October 4th. Topics included
procedural requirements following an incident or accident to include drivers,
supervisors and Transit Manager roles and responsibilities. The next mandatory
training will be held in November. This will be a company wide event.
Currently there are 43 certified ADA applicants with several pending in the Town of
Culpeper. The certification allows VRT to serve individuals with ¾ mile deviation of the
fixed route. The Town and County buses are Demand Response vehicles and are open to
the Elderly, Disabled and the General Public and is not solely Paratransit service.
The Grass Masters (Oct. 8th & 9th) was a huge success. VRT partnered with Area Agency
on Aging and the Culpeper Free Clinic once again and their efforts on behalf of this
event were appreciated.
Lead Dispatcher, Carol Hopkins participated in a job resource fair at Laurel Ridge
where she provided information about transit services in the region. Once again, there
were questions relating to shuttle service from Culpeper to the Warrenton campus.

BYLAWS FOR TOWN OF CULPEPER PUBLIC TRANSPORTATION BOARD
The Town Council, County Board of Supervisors, and the Public Transportation Board have adopted the
following bylaws in order to facilitate the powers and duties to be effective March 10, 2009.
ARTICLE I
That there is hereby created a body to be known as the Public Transportation Board for the Town and County
of Culpeper, hereinafter referred to as the “Board.”
ARTICLE II
Purpose
The Board shall serve as an advisory body to the Town Council and/or the Culpeper County Board of
Supervisors and as a liaison between the Town government and citizens of the community. The Board shall
advise the Town government on matters affecting public transportation policies, programs, and transit
services.
ARTICLE III
Membership
Section 1
The Board shall consist of six (6) members appointed by Town Council representing the following agencies
and entities: 1) Culpeper County Department of Human Services; 2) Rappahannock-Rapidan Community
Service Board Encompass; 3) Culpeper chamber of Commerce; 4) Town of Culpeper Parking Authority; 5)
Local organization representing health, wellness or older adults; 6) one (1) Town citizen rider; and one (1)
member appointed by the Board of Supervisors representing 7) one (1) County citizen rider.
The following are ex-officio non-voting, participants serving the Board: 1) a representative of Virginia
Regional Transit, or other provider of bus service in the Town; (2) the Town Manager, or his designee; 3) the
Chief of Police, or his designee; and 4) a representative of the Rappahannock Rapidan Regional
Commission; and 5) the County Administrator, or his designee. These participants are entitled to participate
in meetings of the Board, but are not entitled to vote. The presence of an ex-officio member does not count
towards a quorum. Additionally, the Town Manager and County Administrator shall select staff to act as
facilitators and advisors to the Board. A quorum consists of a majority of members currently serving;
vacancies do not count toward the number of members for calculation of a quorum.
Section 2
Members of the Public Transportation Board shall serve a term of four (4) calendar years beginning in March
10, 2009, with staggered terms for the initial members are to expire on March 9 of their respective term
expiration year. Members may be reappointed by the Town Council or Board of Supervisors following the
first term.
Section 3
The Town Council may remove any member at its pleasure.

Vacancies occasioned by removal, resignation, or otherwise vacated shall be reported to the Town Council.
The Town Council shall make an appointment for the unexpired term. The Board of Supervisors shall make
recommendations concerning County matters.
Section 5
Board members shall serve without monetary compensation. To the extent that funds are available, members
shall be reimbursed for travel and subsistence to professional meetings, conferences and workshops, or
reasonable expenses as approved by the PTB. Such reimbursements shall be made in compliance with the
general policies with prior approval of the Town of Culpeper.
Section 6
All members are expected to attend the meetings of the Board on a regular basis. Failure to attend 50% of the
meetings over a six (6) month period shall lead to a recommendation for dismissal, upon a majority vote of
the Board. Duly appointed members shall advise the Chairman three (3) days prior to the meeting if they are
unable to attend.
ARTICLE IV
Officers
Section 1
The Chairman and Vice Chairman shall be elected from the voting members of the Board at the regular
meeting in April to serve for one year. No officer shall serve more than two consecutive terms. If the position
of any office is vacated, a replacement will be elected by the Board at the next regular meeting. The
Chairman cannot succeed himself/herself without a majority vote of the Board.
ARTICLE V
Meetings
Section 1
Regular meetings shall be held on a monthly basis. All regular meetings will be open to the public. The
Chairman shall designate the time and place for the regular or special meetings. Special meetings may be
called by the Chairman or on written request of at least four (4) members, the time and place to be designated
in the notice of such call. The Public Transportation Board shall meet on the fourth Thursday of the month at
2:30 p.m. unless the Board sets another date and/or time after notice to all the Board members and the ex
officio participants and staff.
Section 2
Meetings shall be conducted in accordance with Robert’s Rules of Order, procedures prescribed in the
bylaws, and decisions reached only after full consideration and debate on the issue in question.

The following shall may be the order of business of the Board unless altered by motion of the Board or by
unanimous consent:

ARTICLE VI
Duties and Responsibilities of the Board
Section 1
The Public Transportation Advisory Board shall serve as an advisory resource to Town Council and/or the
Board of Supervisors. The Board is created to successfully implement public transportation services for the
Town of Culpeper and the unincorporated portion of Culpeper County. The Board will develop marketing
approaches to ensure that citizens of the community are aware of the bus service and to encourage high
ridership. The Board will also work with Virginia Regional Transit, or the provider of the transit service, to
ensure that routes and service times are effective in meeting the needs of the community. Stops, routes, and
times may be modified by the Town Council and/or the Board of Supervisors. Such action requires a
recommendation based on data submitted by PTB.
Section 2
The Board may solicit financial support commitments from local businesses and civic organizations along
the bus route(s). Donation opportunities include, but are not limited to, bus shelters, brochures, and
advertising.
Section 3
Prior to the initiation of new service route(s), the Board shall prepare a report containing, at least, the
following information:
- Title for the service;
- Designating routes and/or service;
- Designating stops;
- Developing appropriate marketing tools such as logo, colors, bus time tables, and brochures;
- Soliciting financial support commitments from local businesses and civic organizations; and
-Additional information deemed necessary for the planning or implementation of the service.
This information shall be presented to the Town Council and may also be presented to the Board of
Supervisors.
Section 4
The Committee shall make public, statistics related to:
- Ridership;
- Operating Expenditures;
- Marketing Actions taken;
- Recommendations on continuing the service into the next fiscal year;

- Recommendations, if appropriate, on changes to the service route(s) and times;
- Recommendation on continuing the Board.
Minutes that have been approved by the Board are available for inspection at the Town of Culpeper,
Department of Planning and Community Development, 400 South Main Street, Suite 301, Culpeper, VA
22701.
Section 5
The Board may advise Town Council and/or the Board of Supervisors of any offers or
opportunities for any grant, gift bequest or donation, any personal or real property offered or made
available for public transportation purposes. The Board will also assure that the appropriate
application forms are completed in a timely manner and presented for Town Council and/or Board of
Supervisors action.
ARTICLE VII
These bylaws may be amended by the County and the Town, after notice to the Committee and an
opportunity for the Board to give a recommendation to the County and the Town on such amendment.
Otherwise, these Bylaws may be amended by the County and the Town upon request and recommendation of
a majority of the members of the Board. Any such amendments shall be effective when approved by both the
County Board and the Town Council.
