She and Mr. Thompson will be meeting to discuss the easement language and ensure that any shelters or benches are included as needed. Report of Standing Committees None. Reports of Special Committees None. Reports of the Board Ms. Peacock recognized VRT’s impact by the construction of the traffic circle at McDevitt Public Transportation Board Minutes Page 1 December 4, 2025 Page 3 of 10 Drive and Germanna Highway and noted that service has not been delayed at the Industry Drive stop. Ms. Frazer inquired about the Stevensburg route. Mr. Thompson informed the Board that a flyer with the route information has gone out with the hope that it will help boost ridership. Report of Town Staff Ms. Puryear informed that Board that she and Ms. Dalton met with the Town Manager and Public Works regarding an alternative location for the Commerce Street shelter replacement. Staff is working with St. Stevens Episcopal Church on potentially having a shelter or bench placed on their property. There have been several accidents associated with the original location (in the public right-of-way) resulting in damage to the shelter. The plaque from the Commerce Street lot was not located by Staff. Mr. Thompson informed the Board that the plaque is able to be created and will be available in the next few weeks for the Board to place wherever they wish. Intergovernmental Reports None. Petitions and Communications None. New Business Ridership Report: Mr. Thompson introduced Mr. Bagley as the Central Regional Transit Manager. Mr. Bagley’s focus will be on the private property easements and signage for the stops. Mr. Thompson noted that ridership has increased and an RFQ for the Heritage Lot shelter has been advertised with a selection planned after the closing date of December 6 th. Public Works will install the shelter upon receipt. Ms. Carpenter discussed VRT’s plans for assisting with parking shuttles “Wreaths Across America” and the “Holiday Light Tours”. Mr. Bagley discussed VRT’s plan to support in the opening of the Veteran’s Care Center in Vint Hill with parking shuttles Mr. Thompson discussed the internal communication and public notification processes during inclement weather. Other Business Introduction of new Central Regional Transit Manager, Mr. Steven Bagley: The Board welcomed Mr. Bagley. Discussion regarding amendment to the agenda format or possible bylaw change: Staff presented the draft bylaw amendments and led discussion on these changes. Discussion ensued regarding resident and agency membership as laid out in the bylaws. Article VI Section 2 was also discussed regarding advertisements on the trolleys and buses. Adjournment The meeting adjourned at approximately 3:08 p.m. Date Chairman Public Transportation Board Minutes Page 3 December 4, 2025 Page 5 of 10 Transit Management Report January 12, 2026  Happy New Year.  Ridership metrics are provided at the end of this report and indicate an overall increase in ridership compared to the same month / previous year of approximately 9.75% (Nov) 9.3% (Dec).  On November 6th, 2025, VRT initially advertised to vendors an RFQ for the provision of one (1) 6’ x 12’ open front bronze color bus stop shelter which is to include a “lean” bench and barrel style roof. The deadline for quotes is December 6th. This shelter will be purchased and provided for the Town of Culpeper to install at the new Downtown Parking Area. Installation of the bus stop shelter will be performed by the Town of Culpeper Public works as “in-kind” local match. After reissue of request, bidding closed on January 9, 2026 and to be awarded on January 12, 2026.  “Wreaths Across America” on December 13th, 2025, was a success. (921 Passengers)  “Holiday Light Tour” December 15th, 2025, was a success. (52 passengers)  Ribbon cutting and dedication service for the Puller Veterans Care Center in Vint Hill VA on December 16th, 2025, transporting 200 people was an outstanding success. (200 Passengers)  Central Region exhaustive review of route maps and timetables for all transit services. VRT management is additionally focused on the Stevensburg / Brandy Station hybrid Fixed Route. Currently ridership utilization of this new route is low. Direct mailers to all addresses in Stevensburg were sent providing route maps, timetables and contact information.  Selection of Trolly 262 replacement to be replaced in March 2026. Committee’s input on the following items: o Trolley exterior color o Trolley pinstriping o Wooden seat cushion colors Program Nov 24 Nov 25 Difference County Demand 1&2 875 792 -83 Trolleys Mon-Sat 2645 3073 428 Town Demand 412 367 45 Express Mon-Sat 1535 1373 162 TOTALS 5467 5605 552 Page 6 of 10 Program Dec24 Dec 25 Difference County Demand 1&2 888 915 27 Trolleys Mon-Sat 2620 2934 314 Town Demand 360 371 11 Express Mon-Sat 1371 1355 -16 TOTALS 5239 5575 336 Page 7 of 10 Transit Management Report 26 February 2026  Ridership metrics are provided at the end of this report and indicate an overall increase in ridership compared to the same month / previous year of approximately 1.27% increase from Jan 2025.  We were closed on 25 and 26 Jan due to weather.  Recent Events: o Madison County Board meeting presentation on 12 Feb. o Culpeper Job Fair on the 12 Feb, we had success in recruiting and passing out information in reference to our services. o Virginia Regional Transit’s affiliate organization Virginia Rides will be providing a bus for the Culpeper Chamber of Commerce Tour on 20 Feb o Virginia Regional Transit’s affiliate organization Virginia Rides will provide parking shuttle services for the 2026 Culpeper Carnival Event, scheduled for Saturday, February 21.  Upcoming Events: o Warren County Board of Supervisors meeting presentation on 24 Feb. o Culpeper Criminal Justice mtg on 3 Mar. o Front Royal Job Fair on 3 Mar. o VRT Quarterly training on 7 Mar  Central Region exhaustive review of Stevensburg / Brandy Station hybrid Fixed Route. Prior to February ridership utilization of this route was low. As of 1 Feb, this route was changed to County Demand Response #3 that runs Tuesday, Wednesday and Thursday. In March, the route will be on Monday, Wednesday and Friday. We are pleased that since its transition, the average ridership for this limited operation service is 10 per day and climbing. This new route has relieved the strain on both County Demand Response #1 and #2 and now allows us to run service during the lunchtime of the other two routes, providing additional transit access to our riders for earlier return trips home and earlier afternoon departures for appointments. Page 8 of 10  VRT has finalized the selection of colors and amenities for the replacement of Culpeper Trolley 262.
