Ms. Peacock shared a concern by a Town resident regarding the Commerce Street stop’s lack of seating. Ms. Puryear informed the Board that a decision on where the seating will be located has not been finalized but the conversation is still ongoing regarding safe options with regard to location. Report of Town Staff Ms. Puryear will be providing information to the Board regarding upcoming community plans with proposed bus stops to a future meeting. Intergovernmental Reports On behalf of Bryan Rothamel, Ms. Puryear relayed that Mr. Rothamel wants to thank the Town for it’s partnership with the County on the County 3 route. Petitions and Communications None. New Business Ridership Report: Mr. Bagley informed the Board that ridership increased in January and February. He provided an update to the Board on the events that VRT has been involved in since the beginning of the year as well as upcoming events. As of February 1, the Stevensburg/Brandy Station hybrid fixed route has been changed to County Demand Response #3 and is currently running on Tuesdays, Wednesdays and Thursdays. However, in March the route will run on Monday’s, Wednesdays and Fridays. Since the change in February, ridership on this route has increased and continues to do so. Ms. Frazier inquired about advertisements for the On Demand service. Mr. Thompson has an example from Loudon County’s On Demand service that he would like to use for Culpeper. Other Business Ms. Frazier inquired about the bylaw update. Ms. Puryear noted that the amendments are in the works to be approved by Town Council. Ms. Puryear inquired if the Touch-A-Trolly event will be happening this year. Mr. Thompson informed the Board that VRT intends to hold the event in June at Yowell Meadow Park. Ms. Puryear will add it as an agenda item moving forward. Public Comment None. Adjournment The meeting adjourned at approximately 2:55 p.m. Date Chairman Public Transportation Board Minutes Page 2 February 26, 2026 Page 4 of 6 Transit Management Report 26 March 2026  Ridership metrics are provided at the end of this report and indicate an overall increase in ridership compared to the same month / previous year of approximately 1.27% increase from Jan 2025.  Recent Events: o VRT Quarterly training on 7 Mar 26 went well. o Participated in the initial meeting of RSA with Town of Orange on 12 Mar and 25 March o  Upcoming Events: o Touch a Trolley is scheduled for 26 Jun 26, Yowell Park  County Demand Response #3 that runs Tuesday, Wednesday and Thursday. In March, the route will be on Monday, Wednesday and Friday. We are pleased that since its transition, the average ridership for this limited operation service is 10 plus per day and climbing.  On-Demand flyer is under revision to be produced and distributed.  VRT replacement of Culpeper Trolley 262. We anticipate the build date to be June 2026.
